Los Altos Hills Public Art Committee Meeting
November 13, 2017

Call to Order w/ Quorum: 7:00 pm, with R Aber presiding
October 2017 Draft Meeting Minutes: Reviewed and unanimously voted to
approve & submit.
Presentations from the Floor:
Welcome to Prospective New PAC Member, Diane Brauch
Diane has served the Town on the History Committee and is looking
forward to her tenure on the PAC. She has an abiding interest in the visual
arts and has taken a number of art courses including training classes for
docents in Los Altos. She has served on the Board of Directors of the Pacific
Art League. The PAC enthusiastically welcomed her aboard pending final
approval at the upcoming Town Council meeting.
Agenda Item 4: Review of Open Action Items
A.Feedback from the Town Council
John Radford, PAC Liaison and Vice-Mayor, provided information
concerning a number of open action items.
●The TC approved the request for improvements to the landscaping at
the various artwork sites. They await a plan providing specific details.
●The TC approved the creation of plaques for the artwork in time for
the dedication planned in January.
●The TC took issue with the proposed PAC Charter. Specifically, it
wanted to ensure that the PAC under an approved charter did not
engage in the active solicitation of potential individual givers or
funding sources. Publicity that promotes the concept of donation of
artwork or funds for the acquisition and installation of public art
would however be acceptable to J Radford.
B.Labyrinth Design
Jordan Fong of the Arts Faculty of Foothill College described his plan for
using students to design an appropriate labyrinth. It was agreed that it first
made sense for the PAC (in conjunction with Town Planning Staff) to select
a very few potential sites so that his team could visit the sites to understand
the scope and context of the installation. Based on that assessment, materials
would be proposed and estimates of effort and cost made. The current
academic quarter is nearly over, but Mr. Fong thought it feasible that a
design concept and estimate be produced for the February 2018 PAC
meeting.
ACTION: Nicole Andrews will contact the LAH Planner for a list of Town
lands to be considered as potential public art sites. Following this, members
of the PAC and J Fong (Foothill College) will visit candidate sites to
evaluate their suitability for emplacing public art.
C.Dedication Ceremony
The Town staff has agreed to organize a weekday Dedication Ceremony for
January 2018. Possible date and time is January 19th between 3PM and
4PM. Invitations and general announcements will be made to the Council
and the artists and through the Town Crier, the NextDoor App and a banner
flown at the Town Hall and other means of publicity as appropriate.
ACTION: Check the date with the schedules of Karen Druker and any of
the contributing artists who might attend. (R Aber)
ACTION: Design appropriate invitations and publicity and coordinate their
dissemination with Town staff. (PAC Member TBD).
D.Landscaping and Signage at Public Art Sites
Detailed landscaping directions need to be submitted to the contractor to be
bid and then passed along to D Padovan for implementation. An agreed
signage specification also must be sent to D Padovan.
ACTION: D Brauch to manage quote procurement for landscaping.
ACTION: R Aber to furnish approved signage spec
E.“OurTown” Article
The draft article was accepted for December publication and subsequently
edited by Newsletter staff. The PAC was invited to submit a brief article
about individual sculptures with accompanying photos for future issues.
ACTION: N. Andrews will write an article on “Just Kid’s Play” for the
March 2018 issue in time for the Jan. 7th deadline.
F.Refund to the PAC of Installation Expenses
R. Aber reported that funds expended on installation and taken mistakenly
from the PAC budget have not yet been restored.
ACTION. R Aber will close the loop with D Padovan to determine what is
stalling this transfer of $3150.
Agenda Item 5: D Milgram presented a concept for an information kiosk as an
externally viewable and accessible display offering a variety of town-related
information as well as contributed artwork. The PAC suggested that because of the
varieties of information that would be involved and the number of internal systems
that would need to be coordinated and maintained on an ongoing basis, this project
was beyond the scope of the PAC. It might find greater traction if it were presented
to the TC as a presentation from the floor at an upcoming TC meeting.
Additional Logistical Info - Moved to change the regular PAC meeting time to 6 -
8pm (one hour earlier so as not to end so late at night) on the 2nd Monday of the
month. Motion approved by a majority of members present.
ACTION: R Aber to request D Padovan to adjust calendar accordingly.
