Approved Minutes Los Altos Hills Public Art Committee Meeting September 11, 2017 ---------------------------------------------------------------- Attendees: Robyn Aber, Member and Meeting Chair David Milgram, Member Gail Solomon, Member Farah Tabatabai, Member John Radford, Council Liaison (Present for Agenda Item 6) Kjell Karlsson, Associate PAC Member Absent: Stacey Newman, Member - excused, on travel Julie Arnheim, Member - Call to Order w/ Quorum: 7:05pm August 2017 Draft Meeting Minutes: Reviewed and unanimously voted to approve & submit. Presentations from the Floor: Sculpture Installation Costs: Robyn Aber reported that the PAC budget has been charged with the cost of the Outdoor Sculptures installation, even though there had been agreement that the cost would come from the Town’s separate Public Art budget. ACTION: Aber to contact the Town Clerk to correct this by deleting the costs from the PAC budget. Committee Governance: John Radford informed the PAC that Roger Burnell is no longer a member of the PAC due to multiple consecutive terms that have reached the permitted maximum and that fulfilling the training requirements of the Brown Act is a prerequisite for reappointment to the PAC. Also, going forward the PAC must designate a Chair or Co-chairs. Pending PAC Requests: Radford clarified the Town Council position regarding the status of several actions that Burnell had requested on behalf of the PAC: 1.Signage - Brass plaques for outdoor artwork: Approved 2.Landscaping - New/additional for “Just Kid Play” and “Inspiration Bench” sculptures: Approved ACTION: Aber to provide specifications to Town Clerk 3.Event - A Dedication Ceremony for the new outdoor sculpture: Approved 4.Modification - Relocation of Flagpole: Rejected 5.Addition - Designer benches (like ones in Edith Pk) outside Town Hall: Rejected Agenda Item 6: Foundation Grant Opportunity Radford requested that Item 6 be addressed early. As Chairman of the Grant Committee, he explained the source of the funds and the manner in which a proposal is to be made. Briefly, the Packard Foundation has allocated funds to the Los Altos Community Foundation to manage and disburse for community-worthy purposes. Proposals may be made three times a year in October, February and June. The PAC will submit an overview of the proposal to the Town Council for approval to proceed with the full submission for the February decision period. The current proposal concept for an outdoor installation of a labyrinth is being led by Gail Solomon. The concept overview will describe the goal, benefits, possible sites, estimated costs of the project by category, requested Grant funding and approach to raising additional required funds not covered by the Grant. ACTION: Solomon will agendize, prepare and present the overview of the proposal to the Town Council at its October meeting. If approved, Solomon will initiate the grant application process using the supplied Grant Proposal Form. Agenda Item 4: LAH PAC Annual Report The PAC annual report has been prepared for the Town Council. ACTION: Robyn Aber will agendize the Annual Report. Farah Tabatabai will deliver the Annual Report to the Town Council. Agenda Item 5: Sculptures Dedication Ceremony Discussion centered on the sequence of events leading to the dedication. A non-conflicting date in October or November needs to be selected that accommodates the Los Altos Hills events calendar and certain key invitees, including Karen Druker, and others. A guest list of invitees including the Press, residents of LAH, local representatives of the Arts, etc. needs to be assembled. Publicity must be produced and promulgated. The dedication program must be planned and staffed. The event itself must be planned and managed including site prep, supplies, food, cleanup, etc. It was agreed that covering the sculptures in advance of the dedication unveiling should be limited to the preceding day or two and should be minima and dignified. ACTION: Aber to request Gail Solomon or Stacey Newman to plan the program and Deb Padovan to plan the event. Agenda Item 7: Public Art Fundraising and Marketing Flyer As a first step to building public awareness of the PAC, it was decided to enter a brief article profiling the PAC in the December 2017 issue of “Our Town”, the LAH newsletter. Concurrently, the PAC will need to produce a brochure to inform residents on proposed future PAC activities and invite financial support. Radford indicated that the Town Manager budget would pay for a PAC marketing flyer. ACTION: Aber will draft an article and collect comments and submit a final version for inclusion in the next “Our Town” by the submission deadline.
