Los Altos Hills Public Art Committee Meeting
April 9, 2018

Call to Order w/ Quorum: 6:04 pm, with R Aber presiding
March 2018 Draft Meeting Minutes: Moved (D Milgram) and seconded (D
Brauch) and approved for submittal.
Presentations from the Floor:
None
Agenda Item 4: PAC Charter and Master Plan
In the absence of Council Member C Corrigan, discussion of the Charter document
and Master Plan was informal.
A. Master Plan Revisions
●No revisions were proposed, although there might be future updates
B. PAC Charter Document
●R Aber clarified that any donated funds will come directly to the
Town itself, not to the PAC. Furthermore, if funds are to be paid for
art that has been approved for acquisition, those funds would come
from the Town itself, whether from the Town budget, from donated
funds received by the Town or from funds raised through the efforts
of the PAC.
●The PAC can raise funds to cover shortfalls or unfunded costs of a
particular acquisition through special events or a capital campaign.
ACTION ITEM: R Aber to suggest to C Corrigan to add additional
verbiage to the PAC Charter to permit the PAC to execute a Capital
Campaign for an approved project if not fully funded by the Town
Council.
Agenda Item 5: Status of Open Action Items:
A.Installation Funds
R. Aber reported that funds in the amount of $3000 expended on installation
and taken from the PAC budget will not be restored. These funds were
authorized by K. Druker as a condition in her donation of funds earmarked
for Town art. The current PAC budget remains at ~$9000.
B.LAH Earth Day (April 15)
N Andrews and D Milgram are to staff a booth representing the LAH PAC
at the Earth Day event on 4/15/18, 1PM-4PM. The booth will offer
explanatory material concerning the PAC, and will invite children to color
pages depicting depicting outlines of two LAH public art collection
artworks. There is a also a binder of public art exemplars that Karen Druker
has prepared that may also be of interest to passers by. Experience from this
event will serve to guide future participation of the PAC in the June Town
Picnic. ACTION ITEMS: R Aber to supply D Milgram with JPGs of the
donation form and the pages to be colored. D Milgram to secure sufficient
copies of these documents from S Robustelli.
C.Donation Forms & PAC Content for Town Website
The PAC reviewed the 'Donation of Artwork Form - Proposal' & approved it
for posting on the PAC website with one minor modification. PAC members
also reviewed the 'Donation of Physical Artworks - Policy & Procedures'
(P&P) document. They would like the P&P document split into two separate
documents: (1) A detailed policy document for PAC members to follow, (2)
A simpler procedures document that would be given to potential artwork
donors with steps to follow (including completing & submitting the
Donation of Artwork Form noted above).ACTION ITEMS: D Milgram to
draft the revised Policy/Procedure Directive document. D Milgram to inform
PAC Members of access code for PAC email address.
D.Town Lands Prioritized List
R Aber requested PAC members to forward their photos of possible town art
sites to her for assembly into a binder for later use. The discussion of site
specific art to suit scouted Town lands was held over for the May meeting.
E.PAC Website
The PAC agreed to update PAC website with current photos and documents
(including the donation form, Our Town article, etc.). ACTION ITEM: R
Aber to arrange with Town staff.
Agenda Item 6. New Business
A.Paint Off Event Proposal
A “Paint Off” is a competitive event (also called an “Art Battle”) intended to
elicit a best work of art from among competing artists. ACTION ITEM: D
Brauch will contact the Art Battle organization to determine the structure
and payoffs of the event.
B.Vending Machine Art Proposal
The ArtWork Forge is a kind of installation piece in the form of a vending
machine that prepares an art work on the spot for the user. Given the nature
of outdoor space in LAH, this was deemed inappropriate.
C.Digital Art Displays
The PAC discussed whether existing flat panel displays in Town buildings,
including the Recreation Building could be outward facing and provide
artistic and information experiences to the passers by. It was also mentioned
that such information could be made available online. One suggestion was to
highlight art photography collected from LAH residents and curated for
suitability. ACTION ITEM: R Aber will check with Town staff to determine
whether such displays of existing or contributed material are feasible.
