A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS TO ADOPT AN UPDATED
USER FEE SCHEDULE FOR FY 20/21
WHEREAS, the Town of Los Altos Hills has established certain fees and charges for Town
services; and
WHEREAS, these fees and charges are collected to recover the Town's reasonable cost of
providing the service or of performing the functions or regulatory activity for which the fees are
charged, as applicable, and which are not levied for general revenue purposes, and are not special
taxes as defined in Article 3.5 of the California Government Code; and
WHEREAS, the City Council awarded a contract to Matrix Consulting Group (Matrix) to
prepare an updated Cost Allocation Plan and a Cost of Services (User Fee) Study on July 19,
2018, to support an update to the User Fee Schedule; and
WHEREAS, the Town's Finance and Investment Committee held public meetings on February
3, 2020 and March 2, 2020 to review and provide input on the Cost Allocation Plan and User
Fee Study; and
WHEREAS, on April 16, 2020, the City Council held a duly noticed public hearing in
compliance with California Govermnent Code sections 6062a, 66016, 66017 and 66018, at
which public testimony and written testimony was received, to consider the updates to the User
Fee Schedule including the Cost Allocation Plan and User Fee Study; and
WHEREAS, the City Council desires to implement the updated User Fee Schedule, detailed in
Exhibit A, which will become effective on July 1, 2020, consistent with California Government
Code Section 66017.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills
hereby adopts the updated User Fee Schedule for FY 20/21 as set forth in Exhibit A to this
Resolution and these fees shall become effective no sooner than 60 days following final passage
and adoption of this Resolution, and shall remain in effect until a new Resolution amending the
same is adopted by the City Council.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a regular meeting held on 16th of April 2020 by the following vote:
