A. Roll Call Present: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan, Councilmember Spreen, Councilmember Wu Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Public Works Director/City Engineer Allen Chen, City Clerk Deborah Padovan B. Pledge of Allegiance 1. AGENDA REVIEW There were no changes to the agenda. 2. PRESENTATIONS AND APPOINTMENTS A. Appointment to the Los Altos Hills Education Committee City Clerk Padovan introduced the application of Ying Liu. Ying Liu, Los Altos Hills introduced herself to the City Council and expressed an interest in serving on the Education Committee. MOTION MADE AND SECONDED: Vice Mayor Radford moved to appoint Ying Liu to the Education Committee for a four-year term. The motion was seconded by Councilmember Corrigan. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Councilmember Wu, Vice Mayor Radford, Mayor Waldeck 2 City Council Special Meeting Minutes December 14, 2017 (6:00 p.m.) NOES: None ABSENT: None ABSTAIN: None 3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subject not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda. John Swan, Los Altos Hills, stated that next month the City Council will receive a formal request to participate in a joint venture with Foothill College to interview local CEO's and explain how diversity has been a key asset in Silicon Valley. 4. CONSENT CALENDAR MOTION MADE AND SECONDED: Councilmember Corrigan to approve the CONSENT CALENDAR, specifically as stated below: The motion was seconded by Vice Mayor Radford. Review of Disbursements: October 1, 2017 – October 31, 2017 B. Resolution 71-17 Accepting the Comprehensive Annual Financial Report (CAFR) for Fiscal Year ending June 30, 2017 (Staff: P. Lin) C. Resolution 72-17 Authorizing the Town of Los Altos Hills to Participate in the Pooled Liability Assurance Network Joint Powers Authority (PLAN JPA) (St aff: P. Lin) D. Approval of Public Art Committee Meeting Time Change (Staff: D. Padovan) 3 City Council Special Meeting Minutes December 14, 2017 (6:00 p.m.) E. Resolution Accepting the 2017 Sanitary Sewer Repair and Rehabilitation Project (Staff: A. Chen) F. Resolution Approving the Sanitary Sewer Reimbursement Agreement Between the Town of Los Altos Hills and Tom Laris (Staff: A. Chen) G. Approval of Community Relations Committee Follow-up Letter to New Residents of Los Altos Hills (Staff: D. Padovan) 5. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES Councilmember Corrigan stated that she recently attended a meeting of Silicon Valley Clean Energy and they have announced a desire to pursue a contest with the youth in the service area to design an electric bike. Los Altos Hills is encouraged to put together a team. Councilmember Wu stated that the Valley Transportation Authority Policy Advisory Group and the Northwest Cities (Group 2) have met. Mountain View will be the primary and Los Altos Hills will be the alternate for the VTA board seat in 2018. She asked that an alternate LAH Councilmember be designated for the Group 2 seat and that the topic will be agendized in January. Councilmember Wu also reported on the status of the Emerging Technology Ad Hoc Committee and stated that they met with a vendor known as Open Fiber. City Manager Cahill stated that Open Fiber is a firm that is taking the lead to bring fiber to Atherton. They provide a roadmap that Los Altos Hills could follow as well. Mayor Waldeck reported out on the status of the zip code request. 6. STAFF REPORTS A. City Manager - None. B. City Attorney - None. C. City Clerk - The audio/video upgrade of the chambers will begin the week of December 18 and everything should be in order by the next City Council meeting. D. Planning Director - None. E. Administrative Services Director - None. F. Public Works Director - None. 4 City Council Special Meeting Minutes December 14, 2017 (6:00 p.m.) 7. SPECIAL ITEMS A. Recognition of Mayor Gary Waldeck 1. Remarks from Mayor Waldeck Rich Urena, Santa Clara County Sheriff Captain, thanked the Mayor and City Council for their dedication and support of all things related to public safety. Lisa Chung, on behalf of Senator Jerry Hill , stated that Senator Hill very much appreciates the work that Mayor Waldeck has done in the past year. Louis Morrone, on behalf of Assemblymember Marc Berman, expressed his thanks on behalf of the assemblymember and congratulated Mayor Waldeck on a very successful year. Mayor Waldeck presented an overview of his year of Mayorship. Councilmember Corrigan, stated that Mayor Waldeck’s leadership has been exceptional. She said that she has enjoyed working with him on subcommittees as well as the Council and “even when we don’t agree, she appreciates his point of view.” Councilmember Spreen , expressed that he appreciated that Mayor Waldeck was not afraid to take on the tough topics, i.e. airplane noise, zip codes, short term rentals. Councilmember Wu, said "thank you with all my heart. Gary, you're my hero." Vice Mayor Radford said that he has served with Mayor Waldeck for the past seven years and said "one more to go." He then presented Mayor Waldeck with a gift of appreciation from the Town. B. City Council Reorganization 1. Election of New Mayor Mayor Waldeck said he would entertain nominations for the new mayor. Mayor Waldeck then opened up the floor to public comment. Seeing no one wishing to speak, he closed public comment. MOTION MADE AND SECONDED: Councilmember Corrigan moved to nominate John Radford as Mayor for 2018 and Roger Spreen as Vice Mayor. The motion was seconded by Councilmember Spreen. 5 City Council Special Meeting Minutes December 14, 2017 (6:00 p.m.) Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Councilmember Wu, Vice Mayor Radford, Mayor Waldeck NOES: None ABSENT: None ABSTAIN: None 2. Comments by New Mayor and Vice Mayor Incoming Mayor John Radford recognized his family members, friends and work colleagues and thanked them for their support. He then outlined his goals for 2018, including pathway development procedures and establishing a more equitable distribution of construction costs among residents. He also questioned whether officials couldn’t be more financially aggressive and use the Town’s $10 million in reserves to invest in services for residents. He plans to advocate for a detailed study regarding a master campus plan for city hall. He then announced that the Los Altos Hills City Council will be having a goal setting session in February to discuss the Town’s top priorities over the next 10 years and then decide which to focus on at this time. Incoming Vice Mayor Spreen said he is honored to be moving into a different chair and looking forward to a great year. 8. ADJOURN Mayor Waldeck adjourned the meeting in the memory of long time Los Altos Hills resident Bill Downey and San Francisco Mayor Ed Lee.
