Mayor Radford called the meeting to order at 6 p.m. A. Pledge of Allegiance 1. AGENDA REVIEW Mayor Radford reported that at this meeting the Council would be utilizing electronic voting for the first time. City Manager Carl Cahill requested that Consent Calendar Item 5.P be pulled and not considered. Councilmember Waldeck requested that Consent Calendar Item 5.N be pulled for discussion. 2. PRESENTATIONS AND APPOINTMENTS A. Recognition of Science Fair Winner Russell Yang Mayor Radford presented Russell Yang with a certificate and pin for his award for second place for scientific merit at the regional Science Fair 2017 Synopsis Championship. Appointment to the Los Altos Hills Youth Commission City Clerk Deborah Padovan introduced the application of Russell Yang for the Los Altos Hills Youth Commission. Russell Yang, Los Altos Hills, expressed his interest in serving on the Youth Commission. MOTION MADE AND SECONDED: Councilmember Corrigan moved to appoint Russell Yang to the Los Altos Hills Youth Commission. The motion was seconded by Councilmember Waldeck. Appointment to the Los Altos Hills Environmental Design and Protection Committee City Clerk Padovan presented the application of Buvana Dayanandan for the Environmental Design and Protection Committee. Buvana Dayanandan, Los Altos Hills, introduced herself to the City Council and expressed her interest in serving on the committee. MOTION MADE AND SECONDED: Councilmember Corrigan moved to appoint Buvana Dayanandan to the Environmental Design and Protection Committee for a four-year term. The motion was seconded by Mayor Radford. Motion Carried 5 to 0. Appointment to the Los Altos/Los Altos Hills Senior Commission City Clerk Padovan presented the application of Zee Yu for the Los Altos/Los Altos Hills Senior Commission. Zee Yu, Los Altos Hills, introduced herself to the City Council and expressed her interest in serving on the Los Altos/Los Altos Hills Senior Commission. MOTION MADE AND SECONDED: Mayor Pro Tem Spreen moved to appoint Zee Yu to the Los Altos/Los Altos Hills Senior Commission for a four-year term. The motion was seconded by Councilmember Waldeck. Peter Brown, Los Altos Hills, introduced himself to the City Council and expressed his interest in serving on the Open Space Committee. MOTION MADE AND SECONDED: Mayor Pro Tem Spreen moved to appoint Peter Brown to the Open Space Committee for a four-year term. The motion was seconded by Councilmember Wu. ONGOING BUSINESS A. Discussion and Possible Action on the Traffic Calming Measures at Robleda Road and Purissima Road and at Robleda Road and Elena Road (Staff: A. Chen) Mayor Radford introduced the topic and outlined the process. Public Works Director Allen Chen presented the traffic calming measures that were approved at the February 15, 2018 City Council meeting. Council discussion ensued. Anne DeGheest, Los Altos Hills, was not in support of the traffic calming measures. Carlo, Los Altos Hills, was not in support of the traffic calming measures. Al Campa, Los Altos Hills, was not in support of the traffic calming measures. Maria Caffey, Los Altos Hills, was not in support of the traffic calming measures. Jack Caffey, Los Altos Hills, was not in support of the traffic calming measures. Allison Campa, Los Altos Hills, was not in support of the traffic calming measures. Martha Bowden, Los Altos Hills, said that she previously served on the Traffic Safety Committee and said the Town should follow the Traffic Calming Guide. Phil Mahoney, Los Altos Hills, was not in support of the traffic calming measures. Jennifer Carlstrom, Los Altos Hills, was not in support of the traffic calming measures. Dave Milgram, Los Altos Hills, was not in support of the traffic calming measures. Judy Dundas, Los Altos Hills, was not in support of the traffic calming measures. David Blair, Los Altos Hills, was not in support of the traffic calming measures. Chris Hoeber, Unincorporated Santa Clara County, said that he lives on Summerhill and not all residents live in the Town of Los Altos Hills. He asked that the Council please find a way to communicate to County residents. 5 City Council Special Meeting Minutes March 22, 2018 Eleanor Ling-Wong, Los Altos Hills, was not in support of the traffic calming measures. Elena Fry, Los Altos Hills, suggested the solution of speed bumps. Charlie, Los Altos Hills, was not in support of the traffic calming measures. Bob Meneely, Los Altos Hills, was not in support of the traffic calming measures. Pat Meneely, Los Altos Hills, was not in support of the traffic calming measures. Page Alloo, Los Altos Hills, said we shouldn't scrap the idea until we try it. She proposed getting lawyers involved to contact Apple and Google to get them to stop re-routing traffic. George, Los Altos Hills, was not in support of the traffic calming measures. Bob Sandor, Los Altos Hills, was not in support of the traffic calming measures. Dave O'Neill, Los Altos Hills, said that Fremont Road used to be packed until Waze took Los Altos Hills off the list. He suggested going after Google and Apple maps. Kerry, Los Altos Hills, was not in support of the traffic calming measures. Odette Harris, Los Altos Hills, was not in support of the traffic calming measures. Phyllis O'Sullivan, Los Altos Hills, was not in support of the traffic calming measures. A resident said that I-280 is one of the problems and one solution is to change the freeway interchange and lanes at Magdalena. Bob Molinari, Los Altos Hills, commented on traffic calming measures. Nick Pliam, Los Altos Hills, was not in support of the traffic calming measures. Simon Patience, Los Altos Hills, was not in support of the traffic calming measures. A resident was not in support of the traffic calming measures. Public comment was closed. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Corrigan moved to rescind the City Council's prior action regarding the traffic calming actions at 6 City Council Special Meeting Minutes March 22, 2018 Purissima Road and Robleda Road and Elena Road and Robleda Road. The motion was seconded by Councilmember Wu. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu, Mayor Pro Tem Spreen, Mayor Radford NOES: None ABSENT: None ABSTAIN: None Councilmember Corrigan requested that it is important to complete a traffic study looking at other alternative traffic calming measures the Town can implement. 2. Continued) PRESENTATIONS AND APPOINTMENTS The Council now considered Item 2.H. H. Presentation of the Master Municipal Clerk Certificate to the City Clerk Mayor Radford presented the Master Municipal Clerk Certificate to the City Clerk. F. Annual Report of the Los Altos Hills Finance and Investment Committee Susan Mason, Member of the Los Altos Hills Finance and Investment Committee, presented the annual report of the Finance and Investment Committee. Council discussion ensued. No action was taken. G. Annual Report of the Los Altos Hills Environmental Design and Protection Committee Carol Gottlieb, Chair of the Environmental Design and Protection Committee , presented the annual report of the committee. Council discussion ensued. No action was taken. Councilmember Corrigan challenged the committee to take on the beautification of the entrance to the Town. In addition, she asked them to consider reviewing the lighting at Gardner Bullis and have it turned off at a reasonable hour. 7 City Council Special Meeting Minutes March 22, 2018 4. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subject not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda. Cheryl Matthews, Los Altos Hills, thanked the staff for doing the right thing during the demolition proceedings on her neighbor's property. Rich Urena, Santa Clara County Sheriff's Office, encouraged residents to call 911 any time something suspicious is occurring in the neighborhood. 5. Chen) The Council now considered Consent Calendar Item 5.N N. Resolution 23-18 Establishing a Preferential Parking District in the Town of Los Altos Hills for Moody Springs Court Between Moody Road to the end of the Cul- De-Sac (Staff: A. Chen) 9 City Council Special Meeting Minutes March 22, 2018 Councilmember Waldeck requested more information about this item. City Manager Cahill provided an explanation of the rules for a preferential parking districts. Director Chen said the residents requested this parking district. MOTION MADE AND SECONDED: Mayor Pro Tem Spreen moved to approve Resolution 23-18 establishing a preferential parking district in the Town for Moody Springs Court between Moody Road to the end of the cul-de-sac. The motion was seconded by Councilmember Wu. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu, Mayor Pro Tem Spreen, Mayor Radford NOES: None ABSENT: None ABSTAIN: None 6. PUBLIC HEARINGS A. 2017 Annual Housing Element Progress Report to the City Council. The report summarizes the status of Housing Element policy implementation, the progress made in meeting the community's share of regional housing needs, and the implications for the Town under State Senate Bill SB 35. (Staff: S. Avila) Ex Parte Communications: Councilmember Corrigan said that she met with staff on this item and had contact with several residents regarding housing requirements and ancillary living units. There were no other ex parte communications reports. Consultant Planner Steve Padovan presented the staff report. Council discussion ensued. Councilmember Corrigan asked the Council to allow staff to look at the pros and cons of waiving the fees (some or all) and look at the impact. She further asked the Council to direct staff to look at easing restrictions and what that might look like and what the ramifications might be. This requires thought and analysis and would like for the Council to take a hard look at easing or relaxing restrictions and fees associated with secondary units. 10 City Council Special Meeting Minutes March 22, 2018 City Manager Cahill replied that to the extent that those programs are within our housing element, that is the best way to start. Staff could look at these items over a 12 to 15 month time frame. Mayor Radford opened the Public Hearing. Seeing no one wishing to speak, Mayor Radford closed the Public Hearing. MOTION MADE AND SECONDED: Councilmember Waldeck moved to review and approve the 2017 Annual Progress Report on the implementation of the 2015-2023 Housing Element and direct staff to forward the report to the appropriate state agencies. The motion was seconded by Councilmember Wu. Introduction (First Reading) of an Ordinance Revising an Amendment to Chapter 10 of the Municipal Code (Zoning) to Adopt Short Term Rental Regulations Within Residential Zones in Los Altos Hills; File # 117-17-MISC (Staff: M. Mosley) Senior Planner Marni Moseley presented the staff report. The meeting went into Recess at 8:20 p.m. The meeting Reconvened to Open Session at 8:25 p.m. Council discussion ensued. Mayor Radford opened the Public Hearing. Scott Vanderlip, Los Altos Hills, asked about spending money for a very small amount of troublesome rentals. He said it sounds like we are spending money to get phone numbers. Richard Partridge, Los Altos Hills, said when this ordinance came before the Planning Commission, he did his research and found out about rentals in Town. Kjell Karlsson, Los Altos Hills, said he was doubtful that the Town has 70 short- term rentals in Town. 11 City Council Special Meeting Minutes March 22, 2018 Mayor Radford closed the Public Hearing. Further Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Waldeck moved to waive reading and introduce the Ordinance amending Chapter 10 of the Los Altos Hills Municipal Code. The motion was seconded by Mayor Radford. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES A. Request by the Parks and Recreation Committee to Send a Letter to All Residents Providing a Free Pathways Map Scott Vanderlip, Member of the Los Altos Hills Parks and Recreation Committee, proposed sending a townwide mailing of the pathway map and was seeking Council support. The City Clerk explained the cost would be approximately $5,800, including printing additional maps and mailing a letter to all residents. Council discussion ensued. Alisa Bredo, Member of the Pathways Committee, said some people can't make it to Town Hall to pick up a map. Carol Gottlieb, Los Altos Hills, said that in the past, when the pathways map was sent out, it was sent with a Town booklet. Councilmember Corrigan suggested that the Parks and Recreation Department work with the Town newsletter to promote pathway routes. 12 City Council Special Meeting Minutes March 22, 2018 MOTION MADE AND SECONDED: Councilmember Wu moved to approve sending out a letter to all residents informing them that one can come to Town to purchase a pathways map. The motion failed due to lack of a second. B. Request by the Open Space Committee to Hold a Forum on "Living in Earthquake Country" on Tuesday, May 1, 2018 City Clerk Padovan presented the Open Space Committee's request to host a forum on "Living in Earthquake Country." Council discussion ensued. MOTION MADE AND SECONDED: Mayor Pro Tem Spreen moved to approve the Living in Earthquake Country forum on May 1, 2018 and direct staff to advertise via social media. The motion was seconded by Councilmember Wu. City Manager City Manager Cahill reported that this is Administrative Services Director Pak Lin's last meeting as she has accepted another position in the Town of Colma. It has been a pleasure working with Pak and she will be missed. B. City Attorney - No report. C. City Clerk - No report. D. Planning Director – Update on TrackIt Director Avila informed the City Council that next Monday, Tuesday and Wednesday staff will be training for a new permit tracking software. TrakIT will be going live on Thursday, March 29, 2018. E. Administrative Services Director 13 City Council Special Meeting Minutes March 22, 2018 Director Lin thanked the Council for allowing her the opportunity to serve the Town of Los Altos Hills. F. Public Works Director - No report. 9. COUNCIL INITIATED ITEMS A. Update on the Effort to Obtain a New ZIP Code for Los Altos Hills (Councilmember Waldeck) Councilmember Waldeck provided a report on the zip code update and informed the Council that the post office declined the request for a new zip code. He requested the Council's support to appeal the denial. City Attorney Mattas provided information on the process and cost of an appeal. Council discussion ensued. Allen Epstein, Los Altos Hills, asked about the letter from the City Attorney and asked why it is confidential as there is no litigation involved. City Attorney Mattas responded that the advice provided to the Council is generally confidential, but the Council has the ability to waive the privilege. MOTION MADE AND SECONDED: Councilmember Waldeck moved to pursue an appeal based on information received from the City Attorney's office. Councilmember Waldeck withdrew his motion due to lack of a second. B. Proposed Modifications to the Standing Committee Resolution, including Updating the Public Art Committee Charter (Councilmember Waldeck) Councilmember Waldeck presented the item. Council discussion ensued. MOTION MADE AND SECONDED: Mayor Pro Tem Spreen moved to amend the standing committee Resolution 24-18 by deleting Section 3 (d) (iv) A committee member whose term has expired will continue to serve until a replacement is appointed. The motion was seconded by Councilmember Wu. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu, Mayor Pro Tem Spreen, Mayor Radford NOES: None 14 City Council Special Meeting Minutes March 22, 2018 ABSENT: None ABSTAIN: None Councilmembers Corrigan and Waldeck will continue to meet to discuss further edits to the standing committee resolution. Council discussion continued regarding the Public Art Committee charter. MOTION MADE AND SECONDED: Councilmember Corrigan moved to amend standing committee Resolution 24-18 to update the charter of the Public Art Committee as follows: (k) Public Art Committee The membership of this Committee shall consist of a minimum of five {5} and a maximum of nine {9} members appointed whenever feasible from different geographical areas of the Town. The charges to and duties of this Committee shall be (in order): Work with art consultants and/or others to find or create appropriate art for display. Propose appropriate sites for the recommended art. Identify any funds that may be required to acquire recommended works of art. Then present applications for new art work(s), including siting recommendations, to the Council for approval. If approved, the Town shall, with the Committee’s support, acquire the proposed art work(s). Work with the artist or consultant, Town and donor regarding installation, security and lighting. Be available for problem solving of maintenance and other issues. Maintain a public resource for all installed and displayed works of art (including artist statements, description of the art, donor information, etc.). Note: The Town is the only entity that can accept a donation of funds or any other item(s). The Public Art Committee cannot accept donations intended for Town usage (See Section 6(b)). The committee shall meet as necessary when called by the Chairperson.. The motion was seconded by Mayor Radford. MOTION CARRIED 5 to 0:. The Council will continue with the electronic voting and will reevaluate in the upcoming months. 10.
