A. Roll Call Present: Mayor Radford, Mayor Pro Tem Spreen, Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning Director Suzanne Avila, Public Works Director/City Engineer Nichol Bowersox, Administrative Services Director Kelly Mayes, Principal Planner Steve Padovan, City Clerk Deborah Padovan B. Pledge of Allegiance 1. AGENDA REVIEW City Attorney Steve Mattas stated there was reportable action as a result of the closed session. 2. PRESENTATIONS AND APPOINTMENTS A. Reappointment to the Los Altos Hills Emergency Communications Committee City Clerk Deborah Padovan introduced the reappointment of Ed Jones to the Emergency Communications Committee. Councilmember Waldeck spoke in support of reappointing Ed Jones. MOTION MADE AND SECONDED: Councilmember Waldeck moved to reappoint Ed Jones to the Emergency Communications Committee for a four-year term ending November 2022. The motion was seconded by Councilmember Corrigan. Motion Carried 5 to 0: 2 City Council Regular Meeting Minutes November 15, 2018 AYES: Mayor Radford, Mayor Pro Tem Spreen, Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None B. Appointments to the Los Altos Hills Youth Commission City Clerk Padovan presented the applications of the proposed Youth Commissioners. The applicants introduced themselves to the City Council. MOTION MADE AND SECONDED: Councilmember Corrigan moved to appoint Mir Bahri, David Leschensky, Kyle McKinney, Emilia Puccinelli, Alex Singh and Anya Singh to the Los Altos Hills Youth Commission. The motion was seconded by Councilmember Waldeck. Motion Carried 5 to 0: AYES: Mayor Radford, Mayor Pro Tem Spreen, Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None C. Annual Report of the Los Altos Hills Youth Commission Katelyn Moussavian and Sanjana Mishra, Co-Chairs of the Los Altos Hills Youth Commission, provided the annual report of the Youth Commission. The City Council commended the Commission on their accomplishments in the last year. No action was taken. 3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subject not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for 3 City Council Regular Meeting Minutes November 15, 2018 appropriate action, which may include placement on the next available agenda. There were no presentations from the floor. 4. CONSENT CALENDAR MOTION MADE AND SECONDED: Councilmember Waldeck moved to approve the CONSENT CALENDAR as stated. The motion was seconded by Mayor Pro Tem Spreen. Resolution 92-18 Awarding a Contract for Voice Over Internet Protocol (VOIP) Phone System with Packet Fusion (Staff: D. Padovan) 5. ONGOING BUSINESS A. Report on the November 1, 2018 Planning Commission Study Session on Town Hall Addition/Remodel Meeting Summary and Next Steps (Staff: S. Padovan) Councilmember Wu abstained and stepped down from the dais. Mayor Radford addressed some of the issues that have come up since the Planning Commission meeting and said there is no Plan A or B; there is a plan to remodel the town hall site. City Manager Carl Cahill said the estimate just for the town hall site was 1.75 to 3 million. Also, a new EOC is approximately $350,000 to $700,000. Staff is looking at a mobile emergency operations center (EOC), so the amount of an EOC would potentially change. Principal Planner Steve Padovan presented the staff memo. Council discussion ensued. Councilmembers agreed that a needs assessment would be beneficial, and that the needs of the Parks and Recreation Department should also been looked at thoroughly. Les Earnest, Los Altos Hills, offered a Plan C and said, "get rid of the so-called legacy house" and suggested using the area on Purissima Road or at O'Keefe. Peter Brown, Los Altos Hills, asked to please preserve the heritage house, the native plant garden, and farm equipment. Ying Liu, Los Altos Hills, said she was excited about more space, but asked, "does the current proposal provide enough space for residents and staff needs?" Steven Evans, Los Altos Hills, said that from his perception, it isn't about needs, but about wants. Diana Huffman, Los Altos Hills, stated that we are putting the cart before the horse and it appears to be backwards. Nina Sutaria, Los Altos Hills, expressed her concerns about the proposed remodel. 5 City Council Regular Meeting Minutes November 15, 2018 Jitze Couperus, Los Altos Hills, stated that the O'Keefe property is protected for open space. He also spoke about the driveway and why there is a roundabout at Town Hall. Carol Gottlieb, Los Altos Hills, said the History Committee would like to see the heritage house stay where it is. Council discussion ensued. Mayor Radford said that we will follow the incoming Mayor’s lead on the project in 2019. The next step is that the Planning Commission meeting regarding the town hall remodel should be noticed and sent to all residents. Councilmember Wu returned the dais. B. Discussion of Master Path Plan Update Regarding Magdalena/Fernhill Pathway and Voorhees Pathway Councilmember Corrigan introduced the topic and requested the Council provide clear intent to the Pathways Committee on these two unresolved items on the master path map. Council discussion ensued. Hanh Nguyen, Los Altos Hills, spoke against the pathway on Fernhill and asked that the Council to permanently remove this connection from any future consideration. Jean-Luc Delpech, Los Altos Hills, thanked the Council for taking the recommendation of the Pathways Committee and remove the Fernhill pathway from consideration. Eileen Gibbons, Los Altos Hills, said that the Council needs to actually vote publicly to remove the pathway from the map. Allan Epstein, Los Altos Hills, commented on the similarities with pathways Fernhill/Magdalena and Voorhees. Suggested the Council completely remove the Fernhill pathway from consideration and look at Voorhees similarly. Jim Abraham, Los Altos Hills, said both of these pathways need to go away. Bill Owen, Los Altos Hills, spoke against the pathway on Voorhees Drive. Stella Kister, Los Altos Hills, spoke against the pathway on Voorhees Drive. Tina Patel, Los Altos Hills, spoke against the pathway on Voorhees Drive. 6 City Council Regular Meeting Minutes November 15, 2018 Les Earnest, Los Altos Hills, said the Voorhees path was proposed and put on the map in the 1990s and it is a very sensible path route that should have been implemented long ago. Carol Gottlieb, Los Altos Hills, said the 2005 pathway map had circles on it so it could be brought back for a decision and that never happened. Alisa Bredo, Los Altos Hills, said the Pathways Committee just looked at the Fernhill pathway at their last meeting. Teresa Baker, Los Altos Hills, spoke in support of the Voorhees pathway. Bill Silver, Los Altos Hills, said the people on Voorhees have a good memory, and there was a circle on the map and it was not completely resolved in 2005 as it needed to be studied. He proposed an alternate option as a pathway. Eileen Gibbons, Los Altos Hills, reminded that the Pathway Committee does not go out looking for controversy, nor do they bring forward paths that are unbuildable. Kjell Karlsson, Los Altos Hills, suggested that the Council should consider offering up floor area (MFA) in exchange for a pathway. Nancy Traficanti, Los Altos Hills, was not in support of a pathway on Voorhees. Jean-Luc Delpech, Los Altos Hills, said no one in their right mind would use a pathway in the event of a fire. Further Council discussion ensued. City Attorney Mattas stated that future City Councils cannot be bound by a decision of the current City Council. If the designations are removed from the map, a new City Council would have to act affirmatively to add it back on the map. MOTION MADE AND SECONDED: Councilmember Corrigan moved to remove the two unresolved sections, namely, Magdalena/Fernhill Pathway and Voorhees Pathway, and take them out of the current pipeline for the master path map. The motion was seconded by Mayor Radford. Resolution to Accept Street Dedications Along a Portion of La Loma Drive and Resolution to Accept a Designated Portion of La Loma Drive as a Public Street from the Existing Public Portion of La Loma Drive at the Intersection of Summit Wood Road through 25355 La Loma Drive (Staff: N. Bowersox) City Attorney Mattas presented the staff report. Public Works Director Nichol Bowersox provided an update on the current road conditions. Eileen Gibbons, Los Altos Hills, said that there are pathway easements on La Loma. Allan Epstein, Los Altos Hills, said there will be a $200,000 plus impact when this road is improved. Noted that the fiscal impact of the decision is large. Jim Abraham, Los Altos Hills, asked, why is this road different, why shouldn't it be offered to the town with a decent road to start with? Sandy Kelly, Los Altos Hills, said the Town accepted the road in 1957 and somewhere in the 1990's decided it wasn't public and stopped maintaining it. MOTION MADE AND SECONDED: Councilmember Corrigan moved to adopt Resolution 93-18 authorizing the Town to accept street dedications along a designated portion of La Loma Drive. The motion was seconded by Mayor Radford. Motion Carried 5 to 0: AYES: Mayor Radford, Mayor Pro Tem Spreen, Councilmember Corrigan, Councilmember Waldeck, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None MOTION MADE AND SECONDED: Councilmember Corrigan moved to adopt Resolution 94-18 to Accept a Designated Portion of La Loma Drive as a Public Street pursuant to Streets and Highway Code Section 1806. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES Councilmember Corrigan reported that the county library has received a “bump in our collected taxes” and has used those funds to open branches for additional hours. The county library will receive $315K per year for the next two years. She also reported that the Silicon Valley Clean Energy board met and signed two contracts for solar energy. Mayor Pro Tem Spreen said the Employee Value Proposition subcommittee met and determined the goal of hiring key personnel and looking at competing cities, we shouldn't lose to them for compensation reasons. 7. STAFF REPORTS A. City Manager - No report. B. City Attorney - No report. C. City Clerk - No report. D. Planning Director - No report. E. Administrative Services Director - No report. F. Public Works Director Director Bowersox said that Public Works staff will be finalizing the administrative draft of the sewer tax roll preparation standard operating procedures (SOP). She stated that they are continuing to collaborate with Planning and Building on the TRAKiT portion of the SOP. They have also implemented some internal procedural changes. The SOP is a living document that will be evaluated and revised annually. The sewer CIP project is on target to be completed before Thanksgiving. 9 City Council Regular Meeting Minutes November 15, 2018 8. COUNCIL INITIATED ITEMS There were no Council initiated items. 9.
