Mayor Radford called the meeting to order at 6:01 p.m.
CALL TO ORDER (6:00 P.M.)
A. Roll Call
Present: Mayor Radford, Vice Mayor Spreen, Councilmember Corrigan,
Councilmember Waldeck, Councilmember Wu (Councilmember
Tankha and Councilmember Tyson joined the Council at 6:35 p.m.
Absent: None
Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning
Director Suzanne Avila, Public Works Director/City Engineer Nichol
Bowersox, Administrative Services Director Kelly Mayes, City Clerk

B. Pledge of Allegiance
1. AGENDA REVIEW
There were no changes to the agenda.
2. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
Councilmember Wu stated that she went to the Emergency Manager of the Year
luncheon on December 13. Neil Katin received two awards for his work with the Red
Cross and CERT.

3. CONSENT CALENDAR
MOTION MADE AND SECONDED: Councilmember Corrigan moved to approve
the CONSENT CALENDAR as follows. The motion was seconded by Vice Mayor
Spreen.
Motion Carried 5 to 0:
AYES: Mayor Radford, Vice Mayor Spreen, Councilmember Corrigan,
Councilmember Waldeck, Councilmember Wu

A. Approval of City Council Regular Meeting Minutes - November 15, 2018
B. Approval of City Council Special Meeting Minutes - December 3, 2018
C. Review of Disbursements: November 1 -30, 2018 $664,866.94
D. Resolution 95-18 Declaring the Canvass of Returns and Results of the General
Municipal Election held on Tuesday, November 6, 2018 (Staff: D. Padovan)
E. Approval of a Request by the History Committee to Host a Los Altos Hills
Residents' Day at the Los Altos History Museum in February 2019 (Staff: D.
Padovan)
F. Resolution 96-18 Awarding a Contract for Inspection Services for the Black
Mountain Sanitary Sewer Main Extension Project Proposed for a Sewer
Reimbursement Agreement (Staff: N. Bowersox)
G. Resolution 97-18 Accepting the 2018 Pavement Rehabilitation and Drainage
Improvement Project (Staff: N. Bowersox)

Resolution Authorizing the City Manager to Enter into an Agreement to Purchase
a New Field Mower and related Equipment for the Public Works Department
(Staff: N. Bowersox) This item was removed from the agenda with Revision No. 1
and continued to the January City Council meeting.

Notification of Fast Track Approval: Lands of Dong and Hwang; 13439 Mandoli
Drive; File #SD18-0011; A request for a Site Development Permit for a major
addition and remodel of an existing residence consisting of a 1,997 square foot,

two-story addition with an attached 2-car garage and associated hardscape
improvements; CEQA Review: Categorical Exemption per Section 15301(e) -
addition of less than 10,000 square feet to an existing single-family residence in a
residential zone. (Staff: S. Avila) Appeal Deadline: Wednesday, December 26,
2018 at 5:00 p.m.

Authorizing the Mayor to Sign Letters on Behalf of the Town to the Los Altos
School District and Bullis Charter School Encouraging them to Resolve Facility
Issues (Mayor Radford)
4. SPECIAL ITEMS
A. Remarks from Councilmember Waldeck
Councilmember Waldeck expressed that serving the Town of Los Altos Hills has
been "the honor of my life." He expressed his thanks to his fellow councilmembers
and wished the best for the new and incoming councilmembers.
B. Remarks from Mayor Radford
Mayor Radford said it has been an honor to serve this community. He
thanked every councilmember and every senior staff member for all their support
over the past eight years. He summarized the results of the strategic planning
session that occurred earlier in the year and outlined how some of those goals have
been met.
C. Presentation of Gift to Outgoing Mayor Radford and Councilmember Waldeck
and Comments by Councilmembers and Members of the Public
Councilmembers thanked Councilmember Waldeck and Mayor Radford for their
eight years of service and all that they had done for the Town of Los Altos
Hills. Vice Mayor Spreen and Councilmember Corrigan then presented gifts to
the outgoing Councilmembers.
Lisa Chung, from the Office of Senator Jerry Hill and Isabelle LaSalle, from the
office of Assemblymember Marc Berman presented a joint proclamation from
Senator Hill and Assemblymember Berman to each Councilmember Waldeck
and Mayor Radford.
Santa Clara County Assistant Sheriff Ken Binder, on behalf of Sheriff Laurie
Smith, Captain Rich Urena, and the men and the women of the Sheriff's Office,
honored Mayor Radford and Councilmember Waldeck each with a plaque
thanking them for their years of leadership and for supporting public safety in the
Town of Los Altos Hills.

Kris Zanardi, from the Office of Supervisor Joe Simitian, also presented Mayor
Radford and Councilmember Waldeck each with a proclamation from the Santa
Clara County Board of Supervisors.
D. Stepping Down of Mayor Radford and Councilmember Waldeck
Mayor Radford and Councilmember Waldeck then stepped down from the dais.
5. COUNCIL REORGANIZATION
A. Administration of Oath of Office to Councilmember-Elect Kavita Tankha and
Councilmember-Elect George Tyson and the Seating of New Councilmembers
City Clerk Deborah Padovan administered to the Oath of Office to
Councilmembers-Elect Kavita Tanka and George Tyson. The Councilmembers
then took their seats on the dais.
B. Election of New Mayor
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
appoint Roger Spreen to serve as Mayor of the Town of Los Altos Hills for 2019.
The motion was seconded by Councilmember Wu.
Motion Carried 5 to 0:
AYES: Vice Mayor Spreen, Councilmember Corrigan, Councilmember
Tankha, Councilmember Tyson, Councilmember Wu
NOES: None
ABSENT: None
ABSTAIN: None
Mayor Spreen expressed his thoughts for the upcoming year. He outlined the
general duties of the Mayor and stated it was an honor to serve this Town.
C. Election of New Vice Mayor
Council discussion ensued on who should serve as Vice Mayor 2019.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
appoint Michelle Wu to serve as Vice Mayor for the Town of Los Altos Hills for
2019. The motion was seconded by Councilmember Tyson.

NOES: None
ABSENT: None
ABSTAIN: Councilmember Wu
D. Discussion and Vote to Cancel the Regular Meeting in January and Schedule a
Special City Council Meeting on January 31, 2019
MOTION MADE AND SECONDED: Councilmember Tankha moved to cancel
the Regular City Council Meeting of January 17, 2019 and schedule a Special City
Council Meeting to be held on January 31, 2019. The motion was seconded by
Councilmember Tyson.
Motion carried 5 to 0:
AYES: Mayor Radford, Vice Mayor Spreen, Councilmember Corrigan,
Councilmember Waldeck, Councilmember Wu
NOES: None
ABSENT: None
ABSTAIN: None

The meeting adjourned at 7:05 p.m.
