Mayor Spreen called the meeting to order at 6:02 p.m.
CALL TO ORDER (6:00 P.M.)
A. Roll Call
Present: Mayor Spreen, Vice Mayor Wu, Councilmember Corrigan,
Councilmember Tankha, Councilmember Tyson
Absent: None
Staff: City Manager Carl Cahill, City Attorney Jason Rosenberg, City
Engineer/Public Works Director Nichol Bowersox, Principal Planner

B. Pledge of Allegiance
1. AGENDA REVIEW
There were no changes to the agenda.
2. PRESENTATIONS AND APPOINTMENTS
A. Appointment to the Los Altos Hills Parks and Recreation Committee
City Clerk Deborah Padovan presented the application of Yibin Tang.
Yibin Tang, Los Altos Hills, introduced herself to the City Council and expressed
her interest in serving on the Parks and Recreation Committee.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
appoint Yibin Tang to the Los Altos Hills Parks and Recreation Committee for a
four-year term. The motion was seconded by Councilmember Tankha.
Motion Carried 5 to 0:

B. Appointments to the Los Altos/Los Altos Hills Joint Volunteer Community
Service Awards Committee
City Clerk Padovan presented the three applications.
Donald Mattson, Los Altos Hills, introduced himself to the City Council and
expressed his interest in serving on the committee.
MOTION MADE AND SECONDED: Councilmember Tankha moved to
appoint Sandy Mingia, Donald Mattson, and Morvari Ahi to the Los Altos/Los
Altos Hills Joint Community Volunteer Service Awards Committee for a four-year
term. The motion was seconded by Councilmember Tyson.
Motion Carried 5 to 0:

Councilmember Tankha, Councilmember Tyson

C. Annual Public Safety Report Presentation by Santa Clara County Sheriff Office -
Captain Rich Urena
Santa Clara County Sheriff Captain Richard Urena presented the annual public
safety report for 2018.
Council discussion ensued. No action was taken.
A resident asked who to contact if they see a downed tree. Captain Urena replied
that calling 9-1-1 would be the best way to report a public safety incident.
D. Update on Los Altos Hills Open Space Land Stewardship and Community
Engagement by Grassroots Ecology

Alex Von Felt, Executive Director and Kristin Williams, Habitat Restoration
Director from Grass Roots Ecology provided an update on all the work that has
been done in Town by their organization and volunteers.
Council discussion ensued. No action was taken.
Wendie Ward, Los Altos Hills, thanked Grass Roots Ecology for all they have
done.
Kjell Karlsson, Los Altos Hills, said that the money that has been spent on Grass
Roots Ecology is some of the best money this Council and Town has spent.
3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
Rhoda Fry, Cupertino, provided an update on the status of Lehigh Quarry.
Kit Gordon, Los Altos Hills, said she will be attending the February 28th meeting on the
Lehigh Quarry and encouraged the Council to also attend.
Allan Epstein, Los Altos Hills, commented on Agenda Item 4.A referencing January
disbursements and questioned the payment to OpenGov.
Vice Mayor Wu responded to Mr. Epstein and said she had a conversation with former
employee Pak Lin regarding the OpenGov software.
City Manager Cahill provided the background on the OpenGov contract.
Kjell Karlsson, Los Altos Hills, said the City Attorney is not there to negotiate contracts
for us, their job is to make sure the contract is legally enforceable.
4. CONSENT CALENDAR
MOTION MADE AND SECONDED: Vice Mayor Wu moved to approve the Consent
Calendar as stated. The motion was seconded by Councilmember Tankha.

Councilmember Corrigan stated that the Council reserves the right to look at the
disbursement for OpenGov based on the public comment discussion.
A. Review of Disbursements: January 1 - 31, 2019 $1,077,495.15
B. Waive Further Reading and Adopt Ordinance 579 Designating the Greenhouse,
Cottage and Grounds at 14700 Manuella Road as a Historical Landmark; Lands of
Hauser; File #SP18-0001 (Staff: S. Avila) (Motion to Waive Further Reading and
Adopt Ordinance 579)
C. Waive Further Reading and Adopt Ordinance 580 Amending the Municipal Code
Section 2-4.01 Limit on the Amount of Purchases that may be Approved by the
City Manager (Staff: T. Nguyen) (Motion to Waive Further Reading and Adopt
Ordinance 580)
D. Resolution 07-19 Approving Accountant I/II Job Description, the Employee
Classification and the Compensation Plan (Staff: T. Nguyen)
E. LANDS OF WILLIAMS; 13505 Burke Road; File #SD18-0053; A request for a
Site Development Permit for a new 5,233 square-foot residence (Maximum height
19'-0") with a new 598 square foot accessory structure and new 900 square foot
pool. CEQA review: Categorical Exemption per Section 15303(a) - construction
of a new single-family residence in a residential zone (Staff: J. Loh). Deadline to
Appeal: Wednesday, February 27, 2019 at 5:00 p.m.
5. ONGOING BUSINESS
A. Resolution Approving Town Hall Facility Use Policy for Council Chambers and
Town Hall Meeting Spaces (Staff: S. Robustelli)
Community Services Supervisor Sarah Robustelli presented the staff report.
Council discussion ensued.
Kjell Karlsson, Los Altos Hills, thanked the Park and Rec staff for presenting this
policy if it is needed. He doesn't see the value in the deposit for residents.
MOTION MADE AND SECONDED: Vice Mayor Wu moved to adopt
Resolution 08-19 approving a facility use policy for the Council Chambers and
Town Hall meeting spaces with the added condition that the policy be reviewed by

the City Council in six months. The motion was seconded by Councilmember
Corrigan.

6. REPORTS FROM COMMITTEES, SUB-COMMITTEES,
AND COUNCILMEMBERS ON OUTSIDE AGENCIES
A. Report from Pathway Cost Cap Subcommittee (Mayor Spreen)
Mayor Spreen presented a report on the status of the construction cost cap
report. No action was taken.
7. STAFF REPORTS
A. City Manager – No report.
B. City Attorney – No report.
C. City Clerk – No report.
D. Planning Director – No report.
E. Administrative Services Director – No report.
F. Public Works Director – No report.
8. COUNCIL INITIATED ITEMS
A. Discussion on Defining the Roles of Council Liaisons at Committee Meetings
(Mayor Spreen)
Mayor Spreen presented a document with proposed suggestions outlining the roles
of a Council liaison.
Council discussion ensued.

Kjell Karlsson, Los Altos Hills, said that the document violates the powers in the
council/manager form of government.
Allan Epstein, Los Altos Hills, said he appreciated the work in the document, but
expressed concerns about the use of the word "proxy."
Further Council discussion ensued. Councilmember Corrigan asked that an
update to Ordinance 67 be agendized for the March City Council meeting to
update the City Manager's role in attending committee meetings. No additional
action was taken.
B. Discussion and Possible Action to Schedule a Goal Setting Session in 2019 to
Review Previous Long-Term Goals (Mayor Spreen)
Mayor Spreen asked the council if they would like to schedule a goal setting
session for 2019?
Council discussion ensued. There was consensus from the City Council to schedule
a goal setting session for April and agreement to engage a facilitator to assist with
the process.
The Council now returned to discuss item 6 – Reports from Committees, Sub-Committees and
Councilmembers on Outside Agencies.
Councilmember Corrigan provided a report on the activities of the North County Library
Authority and Silicon Valley Clean Energy.
Vice Mayor Wu said she attended the Cities Association meeting and completed a survey on
airplane noise.
