Mayor Spreen called the meeting to order at 4:03 p.m. A. Roll Call Present: Councilmember Corrigan, Councilmember Tankha, Councilmember Tyson, Vice Mayor Wu, Mayor Spreen Absent: None Staff: City Manager Carl Cahill, Administrative Services Director Dave Sherwood, Public Works Director/City Engineer Nichol Bowersox, Interim Planning Director Steve Padovan, City Clerk Deborah Padovan B. Pledge Of Allegiance 1. CONSENT CALENDAR MOTION MADE AND SECONDED: Councilmember Corrigan moved to approve the CONSENT CALENDAR as stated. The motion was seconded by Councilmember Tyson. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Tankha, Councilmember Tyson, Vice Mayor Wu, Mayor Spreen NOES: None ABSENT: None ABSTAIN: None 2 City Council Special Meeting Minutes and City Council/Finance and Investment Committee Special Joint Meeting Minutes May 30, 2019 A. Proclamation Honoring Julie Rose as the Recipient of the 2019 Walter and Marie Singer Award (Staff: D. Padovan) B. Proclamation Recognizing the Retirement of Mountain View Los Altos High School District Superintendent Dr. Jeff Harding (Staff: D. Padovan) 2. ADJOURNMENT OF THE SPECIAL CITY COUNCIL MEETING AND CONVENE THE JOINT MEETING OF THE LOS ALTOS HILLS CITY COUNCIL AND FINANCE AND INVESTMENT COMMITTEE Mayor Spreen adjourned the Special City Council at 4:05 p.m. and called the Joint City Council/Finance and Investment Committee Special Meeting to order. CALL TO ORDER (4:00 P.M.) A. Roll Call of City Council and Finance and Investment Committee Members Present: City Council Members Councilmember Corrigan, Councilmember Tankha, Councilmember Tyson, Vice Mayor Wu, Mayor Spreen Finance and Investment Committee Members Chair Bill Silver, Vice Chair Allan Epstein, Secretary Roddy Sloss, Committee Member Committee Member Stan Mok, Committee Member Susan Mason, Committee Member Kjell Karlsson, Committee Member Betty Kayton, Committee Member Christopher Nam (arrived at 4:14 p.m.) Committee Member Chris Welborn (arrived at 4:10 p.m. and left the meeting at 6:45 p.m.) Absent: None Staff: City Manager Carl Cahill, Administrative Services Director Dave Sherwood, Public Works Director/City Engineer Nichol Bowersox, Interim Planning Director Steve Padovan, City Clerk Deborah Padovan 1. AGENDA REVIEW Mayor Spreen outlined the agenda for the evening and said the meeting would help the Council understand what the budget represents and better understand how the Town works financially. 2. PUBLIC COMMENT (PUBLIC COMMENT IS LIMITED TO ITEMS WHICH ARE THE SUBJECT OF THE SPECIAL MEETING) Edith Shaked, Los Altos Hills, said she thinks it is important to speak up and asked the Council to please fund the pathway. 3 City Council Special Meeting Minutes and City Council/Finance and Investment Committee Special Joint Meeting Minutes May 30, 2019 3. NEW BUSINESS A. Study Session Regarding Proposed FY 2019-20 Operating and Capital Improvement Budget; Resolution Approving the Fiscal Year 2019-20 Salary Schedule (The Resolution is for City Council action only as a part of the budget discussion) (Staff: D. Sherwood) Bill Silver, Chair of the Finance and Investment Committee, said the budget process had been challenging this year and he explained that there has been a lot of communication on the base budget. Further, he stated that adjustments have been made and he encouraged the committee members to speak up at this meeting. He said that the committee has not seen any of the enhancements. Administrative Services Director Dave Sherwood presented the draft FY 2019- 20 budget. Questions were asked and answered. Council discussion ensued regarding funding pathway projects. Public Works Director Nichol Bowersox suggested that staff provide a work plan to review each one of the pathway projects in detail and return to the City Council at the June 20th meeting. There was Council consensus to include this item on the June 20, 2019 regular City Council meeting agenda. MOTION MADE AND SECONDED: Mayor Spreen moved to allocate $393,000, which includes a line for $50,000 for La Paloma/Robleda environmental studies, to be included in the budget that will be presented in June. The motion was seconded by Councilmember Tankha. Motion Carried 4 to 1: AYES: Councilmember Tankha, Councilmember Tyson, Vice Mayor Wu, Mayor Spreen NOES: Councilmember Corrigan ABSENT: None ABSTAIN: None The Meeting went into Recess at 6:20 p.m. The Meeting Reconvened to Open Session at 6:40 p.m. After the dinner break, further discussion ensued regarding the proposed enhancements to the budget. 4 City Council Special Meeting Minutes and City Council/Finance and Investment Committee Special Joint Meeting Minutes May 30, 2019 Councilmember Corrigan expressed concerns about the Grassroots Ecology contract and the request for additional funds. Staff replied that Grassroots Ecology could return in June to explain their reasoning for the additional funds. The Council provided direction to the staff as follows: City Manager Carl Cahill presented the staff report for the salary schedule. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Tyson moved to approve Resolution 24-19 Approving the Fiscal Year 2019-20 Salary Schedule. The motion was seconded by Councilmember Tankha. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Tankha, Councilmember Tyson, Vice Mayor Wu, Mayor Spreen NOES: None ABSENT: None ABSTAIN: None 4.
