CALL TO ORDER (6:00 P.M.)
Mayor Spreen called the meeting to order at 6:01 p.m.
A. Roll Call
Present: Councilmember Corrigan, Councilmember Tyson, Councilmember
Tankha, Vice Mayor Wu, Mayor Spreen
Absent: None
Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning
Director Zach Dahl, City Engineer/Public Works Director Nichol

B. Pledge of Allegiance
1. AGENDA REVIEW
Mayor Spreen stated that there will a special City Council meeting on Wednesday,
December 4, 2019 to discuss the Town's telecommunications ordinance and building
codes and a regular City Council meeting on December 19, 2019 to reorganiz e the City
Council. There were no changes to the agenda.
2. PRESENTATIONS AND APPOINTMENTS
A. Reappointment to the Los Altos Hills Open Space Committee
City Clerk Deborah Padovan presented the reappointment request of Kit Gordon.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
reappoint Kit Gordon to the Los Altos Hills Open Space Committee for a second,
four-year term. The motion was seconded by Councilmember Tankha.
Motion Carried 5 to 0:

B. Appointments to the Los Altos Hills Youth Commission
City Clerk Padovan presented the Youth Commission applications.
Jennifer Cruden, Los Altos Hills, introduced herself to the City Council and
expressed her interest in serving on the commission.
Raghav Ramgopal, Los Altos Hills, introduced himself to the City Council and
expressed his interest in serving on the commission.
DJ Tabrizi, Los Altos Hills, introduced himself to the City Council and expressed
his interest in serving on the commission.
MOTION MADE AND SECONDED: Vice Mayor Wu moved to appoint
Jennifer Cruden, Raghav Ramgopal and DJ Tabrizi to the Los Altos Hills Youth
Commission. The motion was seconded by Councilmember Tankha.
Motion Carried 5 to 0:

C. Annual Report of the Los Altos Hills Youth Commission
Jai Bahri and Serena Theobald, Co-Chairs of the Los Altos Hills Youth
Commission, provided the annual report of the Youth Commission. The City
Council commended the Commission on their accomplishments in the last year. No
action was taken.

D. Annual Report of the Los Altos Hills Public Art Committee
David Milgram, Chair of the Public Art Committee, presented the annual report
of the committee.
The Council thanked the Public Art Committee for all of their hard work and
dedication. No action was taken.
E. Appointment of Roger Spreen to the Los Altos Hills County Fire District
Mayor Spreen presented his request for reappointment to the Los Altos Hills
County Fire District.
Council discussion ensued.
Kjell Karlsson, Los Altos Hills, said that having two councilmembers on two
overlapping boards is unethical.
City Attorney Steve Mattas advised that this issue has been analyzed before and
this is not an incompatible office.
MOTION MADE AND SECONDED: Councilmember Tyson moved to authorize
the Vice Mayor to send a letter to Supervisor Simitian nominating Roger Spreen to
serve as a Town representative on the Los Altos Hills County Fire District. The
motion was seconded by Councilmember Tankha.
Motion Carried 5 to 0:

F. Presentation by the Los Altos Hills County Fire District on Fire Protection,
Prevention, and Fuel Mitigation Initiatives
J. Logan, General Manager of the Los Altos Hills County Fire District,
presented the fire district's report.
Captain Denise Gluhan (Ret.), Emergency Services Manager, provided an
update on CERT programs, goals, objectives, and activities.

Council discussion ensued. No action was taken.
3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on
any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for appropriate
action, which may include placement on the next available agenda.
Allan Epstein, Los Altos Hills, thanked J. Logan for the presentation on the fire district
and informed the Council that the district no longer has the dead tree removal program.
4. CONSENT CALENDAR
MOTION MADE AND SECONDED: Councilmember Tankha moved to approve the
CONSENT CALENDAR as stated. The motion was seconded by Councilmember Tyson.

C. Authorization for City Manager to Execute Standing Purchase Orders for Fiscal
Year FY 2019-2020 in an Amount not to Exceed $5,234,852 (Resolution 69-19)
D. Resolution 70-19 Authorizing the City Manager to Execute the Funding
Agreement between the Town and Santa Clara Valley Transportation Authority
(VTA) or Acceptance of 2016 Measure B: Bicycle & Pedestrian Education and

E. Resolution 71-19 Approving the Purchase of a 2019 Kia Niro EV for the Town

Councilmember Corrigan asked about Consent Calendar Item #4.D (Measure
B). Public Works Director Nicol Bowersox said the money would be limited for
education on bicycle and pedestrian safety.
5. PUBLIC HEARINGS
A. 26379 Fremont Road - File# CUP18-0003 & SD18-0050 - Town of Los Altos
Hills
A request for a Conditional Use Permit Modification and Site Development Permit
for the demolition of the existing Parks and Recreation Building and the addition
of 2,392 square feet of floor area to Town Hall.
CEQA review: Exempt per Section 15061(b).
Project Planner: Steve Padovan
Ex Parte Disclosures: None.
As Vice Mayor Wu lives within 500 feet of the subject property, she recused
herself, stepped down from the dais, and left the room.
Principal Planner Steve Padovan presented the staff report.
Mayor Spreen opened the Public Hearing.
Seeing no one wishing to speak, Mayor Spreen closed the Public Hearing.
Councilmember Corrigan disclosed she had an email exchange with Town hall
neighbor Mark Breier.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Tyson moved to adopt
Resolution 74-19 Approving a Conditional Use Permit Modification and Site
Development Permit for an Additional and Remodel to Town Hall Located at
26379 Fremont Road. The motion was seconded by Councilmember Corrigan.
MOTION CARRIED 4-0-1:

The Meeting went into Recess at 7:50 p.m.
The Meeting Reconvened to open session at 7:56 p.m.
6. REPORTS FROM COMMITTEES, SUB-COMMITTEES,
AND COUNCILMEMBERS ON OUTSIDE AGENCIES
A. Report by the Undergrounding Subcommittee (Councilmember Tyson)
Councilmember Tyson provided an update on the progress of the
subcommittee. No action was taken.
B. Report by the Subcommittee to Review a Master Park Plan Committee
(Councilmembers Corrigan & Tankha)
Councilmember Corrigan reported out on the preliminary work of the
subcommittee.
Allan Epstein, Los Altos Hills, asked a procedural question about it being a
noticed, public meeting.
Scott Vanderlip, Los Altos Hills, stated that the Parks and Recreation Committee
met on Monday and motioned that the committee be granted attendance privileges
at any and all meetings of the subcommittee.
Kathy Evans, Los Altos Hills, said that it should be Council's choice who to
appoint to participate on a committee.
No action was taken.
C. Update on the Activities of the Santa Clara County Cities Association (Vice
Mayor Wu)
Vice Mayor Wu presented a report on the activities of the Cities Association.
Council discussion ensued. No action was taken.

City Manager Carl Cahill reported that a Palo Alto Parks and Recreation ad hoc
committee has come up with a pilot program to allow non-residents into Foothills
Park.
