City Council Special Meeting Minutes
Wednesday, April 28, 2021— 3:30 p.m.

CALL TO ORDER, ROLL CALL
Via teleconference according to the Governor's Executive Order N-29-20, Mayor Tankha called
the City Council Regular Meeting to order at 3:32 p.m.
Present: Mayor Kavita Tankha, Vice Mayor George Tyson, Councilmember Stanley Q.
Mok, Councilmember Lisa H. Schmidt, Councilmember Linda Swan
Absent: None
Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Interim Engineering
Services Manager/Planning and Building Director Zach Dahl, Administrative
Services Director Sarina Revillar, Management Analyst Cody Einfalt, City Clerk

1. PUBLIC COMMENT (Public Comment is Limited to Items which are the Subiect of
the Special Meeting)
Public Comment was taken under Agenda Item #2.A.
2. NEW BUSINESS
A. Resolution to Enter into Agreements with Three Jurisdictions to Purchase 4,323,712
Rule 20a Work Credits to Complete the Town's Undergrounding Project for An
Amount of $2,012,240
Interim Engineering Services Manager Zach Dahl presented the staff report.
Vice Mayor Tyson provided background information on the California Public
Utilities Commission actions and PG&E. He said that he is strongly advocating that
we proceed with this course of action to execute the MOU's and purchase the credits.
Council discussion ensued.
Mayor Tankha announced that she had a conflict of interest. She recused herself
from the discussion and left the meeting at 3:56 p.m.
Public Comment
Allan Epstein, Los Altos Hills, asked what the total out-of-pocket cost would be to
the Town.

Vice Mayor Tyson replied and said the out-of-pocket would be the amount we are
spending for the credits, less the amount of betterment credits we get from PG&E,
AT&T and Comcast, which represent roughly three-quarters of our net costs.
Somewhere in the half -million to one million net Town expenditure. The Town
would up -front the cost and we receive the money back once the project was
complete.
Further Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Schmidt moved to approve
Resolution 23-21 to Enter into Memorandum of Agreements with Three Jurisdictions
to Purchase 4,323,712 Rule 20a Work Credits to Complete the Town's
Undergrounding Project for an Amount of $2,012,240; the agreements would be
effective upon execution by the Vice Mayor; and approval of a letter to the CPUC.
The motion was seconded by Councilmember Swan.
