CALL TO ORDER (6:00 P.M.)
Mayor Wu called the meeting to order at 6:00 p.m.
A. Roll Call
Present: Mayor Wu, Vice Mayor Tankha, Councilmember Corrigan,
Councilmember Spreen, Councilmember Tyson
Absent: None

1. AGENDA REVIEW
There were no changes to the agenda.
2. PRESENTATIONS AND APPOINTMENTS
A. Appointment to the Los Altos Hills Public Art Committee
City Clerk Padovan presented the application of Erika Shapiro.
Erika Shapiro, Los Altos Hills, introduced herself to the City Council and
expressed her interest in serving on the committee.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
appoint Erika Shapiro to the Los Altos Hills Public Art Committee for a four-year
term. The motion was seconded by Vice Mayor Tankha.
Motion Carried 5 to 0:

B. Reappointment to the Los Altos Hills Parks and Recreation Committee
City Clerk Padovan presented the reappointment request of Nina Sutaria.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
reappoint Nina Sutaria to the Los Altos Hills Parks and Recreation Committee for
a second, four-year term. The motion was seconded by Mayor Spreen.
Motion Carried 5 to 0:

Councilmember Spreen, Councilmember Tyson

C. Annual Report of the Los Altos Hills Parks and Recreation Committee
Nina Sutaria, Chair of the Los Altos Hills Parks and Recreation Committee,
presented the annual report of the committee.
The Council thanked the committee for all their hard work this past year. No action
was taken.
3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
Pierre Bedard, Los Altos, introduced himself as the chair of the Los Altos/Los Altos
Hills Library Commission.

4. CONSENT CALENDAR
MOTION MADE AND SECONDED: Councilmember Spreen moved to approve the
CONSENT CALENDAR with the exception of Item 4.F. The motion was seconded by
Vice Mayor Tankha.

The Council now considered Consent Calendar Item #4.F.
F. Proclamation Expressing Appreciation for Santa Clara County Librarian Nancy
Howe
Councilmember Corrigan said she made some corrections to the proclamation.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
approve a proclamation for Santa Clara County Librarian Nancy Howe. The motion
was seconded by Vice Mayor Tankha.

and approve the Council liaison and outside agency appointments. The motion was
seconded by Councilmember Corrigan.

B. Discussion and Direction to Staff Regarding Filling a Vacant Planning
Commission Term that Expires June 30, 2020 (Staff: Z. Dahl)
Planning Director Zach Dahl presented the Planning Commission vacancy and
requested direction from the City Council.
Council discussion ensued.
Jitze Couperus, Los Altos Hills, commented that there is a learning curve and the
last thing he would want is a short timer. He said that anyone one who applies now,

to fill in the four months, double check with them to confirm they are prepared to
continue to serve into the next term.
MOTION MADE AND SECONDED: Vice Mayor Tankha moved to direct staff
to advertise for the Planning Commission vacancy and return with the applications
at the February 20th regular City Council meeting for the Council's selection. The
motion was seconded by Councilmember Corrigan.

C. Resolution Accepting a Restricted Donation for Public Art from Karen Druker to
the Town of Los Altos Hills (Staff: S. Revillar)
Administrative Services Director Sarina Revillar presented the staff report.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Tyson moved to adopt
Resolution 02-20 accepting a Restricted Donation for Public Art from Karen Druker
to the Town of Los Altos Hills; Authorize the City Manager to sign a Donor
Agreement; and amend the 2019-20 budget by increasing the revenues by $100,000.
The motion was seconded by Councilmember Spreen.

7. REPORTS FROM COMMITTEES, SUB-COMMITTEES,
AND COUNCILMEMBERS ON OUTSIDE AGENCIES
A. Report by the Undergrounding Subcommittee (Councilmember Tyson)
Councilmember Tyson presented the progress of the underground subcommittee.
Council discussion ensued.
Steve Schmidt, Los Altos Hills, thanked Councilmember Tyson for moving this
forward.
There was consensus of the City Council to discuss the topic further at the goal
setting meeting set for Friday, January 31, 2020.
6. PUBLIC HEARINGS
Ex Parte Disclosures: Councilmember Corrigan stated that she was a director at Silicon
Valley Clean Energy and now an alternate and has had a number of discussions with staff
and her fellow Councilmember/Director George Tyson. There were no other
disclosures.
A. Energy Code Amendments - File# MCA19-0005- Town of Los Altos
Hills Introduction of an Ordinance to amend Chapter 1.6 (California Energy
Code) in Title 8 (Building Regulations) of the Los Altos Hills Municipal Code to
adopt local amendments to the 2019 California Energy Code related to
electrification of new buildings (reach codes) to reduce the use of natural gas,
improve indoor air quality and reduce greenhouse gas emissions. CEQA review:
Exempt per Section 15061(b). (Staff: S. Padovan) Motion to Waive Reading and
Introduce the Ordinance
Principal Planner Steve Padovan presented the staff report.
Council discussion ensued.
Mayor Wu opened the Public Hearing.
Steve Schmidt, Los Altos Hills, said he updated his home with heat pump heating
and is very happy with the results.
Kjell Karlsson, Los Altos Hills, said that one thing that has been used in large
homes is instant water heaters.
Mayor Wu closed the Public Hearing.

MOTION MADE AND SECONDED: Councilmember Corrigan moved to waive
reading and introduce an ordinance to amend Chapter 1.6 of Title 8 of the Los Altos
Hills Municipal Code and adopt by reference local amendments that require the
electrification of space and water heating in new residential buildings based on
special local conditions. The motion was seconded by Councilmember Tyson.
Motion Carried 4 to 1:

Councilmember Tyson

7. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND

Councilmember Corrigan reported on the status on subcommittee on parks and the
Library Commission/NCLA. She said that a survey will include asking library users to
determine their appetite for a bond measure for a new library in downtown Los Altos.

D. Planning Director – Update on Next Steps for Town Hall
Planning Director Dahl provided an update on the next steps for town hall.

10. ADJOURN Pursuant to Ordinance No. 506, the Council Meeting shall adjourn no
