HomeMy WebLinkAbout04/01/2020 1 City Council Special Meeting Minutes April 1, 2020 Town of Los Altos Hills City Council Special Meeting Minutes Wednesday, April 01, 2020 Council Chambers, 26379 Fremont Road, Los Altos Hills, California Via teleconference according to the Governor’s Executor Order N-29-20, Mayor Wu called the meeting to order at 6:00 p.m. CALL TO ORDER (6:00 P.M.) A. Roll Call Present: Councilmember Corrigan, Councilmember Spreen, Councilmember Tyson, Vice Mayor Tankha, Mayor Wu Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning Director Zach Dahl, Public Works Director/City Engineer Nichol Bowersox, Administrative Services Director Sarina Revillar, Community Services Supervisor Sarah Robustelli, Management Analyst Cody Einfalt, City Clerk Deborah Padovan Note: Everyone listed in the roll call participated virtually using Zoom. The full meeting was streamed online. B. Pledge of Allegiance 1. AGENDA REVIEW There were no changes to the agenda. 2. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subject not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda. CONSENT CALENDAR MOTION MADE AND SECONDED: Vice Mayor Tankha moved to approve the CONSENT CALENDAR with the exceptions of Item 3.H and 3.K. Mayor Wu recused herself from voting on item 3.L. The motion was seconded by Councilmember Tyson. Motion Carried 5-0 (Mayor Wu recused herself from voting on Item 3.L). Resolution 10-20 to Award the Architectural Design Services Contract for Phase 1 of the Town Hall Addition Project to M. Sandoval Architects, Inc. (Staff: Z. Dahl) (Mayor abstained from voting on this item) 3 City Council Special Meeting Minutes April 1, 2020 M. Request for a Map Adjustment to Abandon a 75-foot Side Yard Building Setback Line on Lot 6 of Recorded Tract Map No. 1288 at 24160 Dawnridge Drive; File # MA19-0002 (Staff: S. Padovan) N. Authorization for City Manager to Close Public Parks and Open Space in the Event of an Emergency (S. Robustelli) The Council now considered Consent Calendar Items 3.H and 3.K. H. Resolution to Renew the Concessionaire Agreement for the Westwind Community Barn Owned by the Town of Los Altos Hills Between the Town and Victoria Dye Equestrian, LLC (Staff: S. Robustelli) Councilmember Tankha said she pulled the item to ask questions about lessons. She expressed concerns about the riding classes due to the closure of Westwind Barn. City Manager Carl Cahill informed the Council that the Town is in discussions with the concessionaire and working with her on a proposal that would likely come to the next City Council meeting. Councilmember Corrigan asked about the tractor use. The City Manager clarified that the concessionaire may use the Town's tractor. K. Consideration a Three-Year Renewal of the Agreement for Use, Maintenance, and Improvement by Los Altos/Los Altos Hills Little League of Playing Field Facilities Owned by the Town of Los Altos Hills (Staff: C. Einfalt) Mayor Wu asked questions about Little League usage of field. The City Clerk read a comment into the record from Los Altos/Los Altos Hills Little League President Steve Apfelberg. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Spreen moved to adopt Resolution 11-20 to Renew the Concessionaire Agreement for the Westwind Community Barn Owned by the Town of Los Altos Hills Between the Town and Victoria Dye Equestrian, LLC and moved to approve a Three-Year Renewal of the Agreement for Use, Maintenance, and Improvement by Los Altos/Los Altos Hills Little League of Playing Field Facilities Owned by the Town of Los Altos Hills. The motion was seconded by Vice Mayor Tankha. NEW BUSINESS A. Accept the 2019 Housing Element Annual Progress Report, Which Summarizes the Status of Housing Production, Implementation of Housing Element Programs and Progress on Meeting the Town's Regional Housing Needs Allocation (Staff: S. Padovan) Planning Director Zach Dahl presented the staff report. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Corrigan moved to approve the 2019 Housing Element Annual Progress Report, Which Summarizes the Status of Housing Production, Implementation of Housing Element Programs and Progress on Meeting the Town's Regional Housing Needs Allocation. The motion was seconded by Councilmember Spreen. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Councilmember Tyson, Vice Mayor Tankha, Mayor Wu NOES: None ABSENT: None ABSTAIN: None B. Discussion of Management Audit of the County of Santa Clara for the South Santa Clara County Fire District and Recommendation to Form City Council Ad Hoc Committee (Staff: C. Cahill) City Manager Carl Cahill presented the staff report. Council discussion ensued. Councilmember Corrigan and Vice Mayor Tankha agreed to serve on the ad hoc committee. 5 City Council Special Meeting Minutes April 1, 2020 MOTION MADE AND SECONDED: Councilmember Tyson moved to appoint a City Council Ad Hoc Committee, comprised of Vice Mayor Tankha and Councilmember Corrigan to review the Management Audit of the County of Santa Clara for the South Santa Clara County Fire District. The motion was seconded by Councilmember Spreen. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Councilmember Tyson, Vice Mayor Tankha, Mayor Wu NOES: None ABSENT: None ABSTAIN: None C. Resolution Supporting the Formation of Neighborhood Watch Programs and Appropriate $4,000 from the General Fund to The Development of Additional Neighborhood Watch Groups (Staff: C. Einfalt) Management Analyst Cody Einfalt presented the staff report. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Corrigan to adopt Resolution 12-20 Supporting the Formation of Neighborhood Watch Programs and Appropriate $4,000 from the General Fund to The Development of Additional Neighborhood Watch Groups. The motion was seconded by Vice Mayor Tankha. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Councilmember Tyson, Vice Mayor Tankha, Mayor Wu NOES: None ABSENT: None ABSTAIN: None 5. ONGOING BUSINESS A. Status of Local Emergency Declaration (Staff: C. Cahill) 6 City Council Special Meeting Minutes April 1, 2020 City Manager Cahill presented the report. Council asked questions of the City Manager and received responses. No action was taken. 6. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES A. Report by the Undergrounding Subcommittee (Councilmember Tyson) Councilmember Tyson presented the report. Council discussion ensued. DIRECTION: Councilmember Tyson may proceed in steps as follows:  Beginning with design work for an ice-breaker project which may use existing and borrowed 20A funding.  Consider planning for a Utility Tax to bring before the voters  Develop an updated cost for Town-wide undergrounding  Obtain current utility spending in Los Altos Hills  Work with Godbe to develop an appropriate Town Survey. It was acknowledged that some of the items listed above will require subsequent action by the City Council. 7. STAFF REPORTS A. City Manager - No report. B. City Attorney - No report. C.
