City Council Regular Meeting Minutes
Thursday, April 16, 2020
Council Chambers, 26379 Fremont Road, Los Altos Hills, California
Via teleconference according to the Governor’s Executive Order N-29-20, Mayor Wu called the
meeting to order at 6:00 p.m.
CALL TO ORDER (6:00 P.M.)
A. Roll Call
Present: Councilmember Corrigan, Councilmember Spreen, Councilmember
Tyson, Vice Mayor Tankha, Mayor Wu
Absent: None
Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning
Director Zach Dahl, Public Works Director/City Engineer Nichol
Bowersox, Administrative Services Director Sarina Revillar,
Management Analyst Cody Einfalt, City Clerk Deborah Padovan
Note: Everyone listed in the roll call participated virtually using Zoom.
The full meeting was streamed online.
B. Pledge of Allegiance
1. AGENDA REVIEW
There were no changes to the agenda.
2. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
There were no presentations from the floor.

3. CONSENT CALENDAR
MOTION MADE AND SECONDED: Councilmember Corrigan moved to approve the
CONSENT CALENDAR with exception of items 3.D and 3.E. The motion was seconded
by Vice Mayor Tankha.
Motion Carried 5-0.

A. Approval of Special City Council Meeting Minutes: April 1, 2020

C. Resolution 13-20 to Award a Contract for the Construction of Summerhill
Pathway from El Monte Road to Nicole Lane (Staff: N. Bowersox)
D. Resolution to Accept the 2019 Pavement Rehabilitation and Drainage
Improvement Project (Staff: N. Bowersox)
City Clerk Padovan read a public comment from Mr. Epstein into the record.
MOTION MADE AND SECONDED: Councilmember Spreen moved to adopt
Resolution 14-20 Accepting the 2019 Pavement Rehab & Drainage Improvement
Project and direct the City Clerk to file a Notice of Completion.. The motion was
seconded by Councilmember Tyson.
Motion Carried 5 to 0:

E. Resolution Approving Deferral of Victoria Dye Equestrian Lesson Payments
During Shelter in Place (Staff: S. Robustelli)
Councilmember Corrigan pulled the item to reflect on how we, as a Town, can
support Victoria Dye and this program.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to Adopt
Resolution 15-20 approving the deferral of Victoria Dye Equestrian lesson
payments during the shelter in place order. The motion was seconded by Vice
Mayor Tankha.
Motion Carried 5-0.

4. NEW BUSINESS
A. Consideration of City Council Authorization to Initiate Island Annexation
Proceedings of an Urban Island in Unincorporated Santa Clara County at the End
of Ravensbury Avenue Consisting of Eight Parcels (24.3 acres) (Staff: Z. Dahl)
Planning Director Zach Dahl presented the staff report.
Council discussion ensued.
Jim Waschura, Los Altos Hills, said that explanations should go out to the
annexed community about the pathways element impacts in the neighborhood.
MOTION MADE AND SECONDED: Vice Mayor Tankha moved to authorize
staff to initiate island annexation proceedings for the Ravensbury Avenue Island.
The motion was seconded by Councilmember Spreen.
Motion Carried 5-0:

B. Consideration of a Policy to Allow Committee Meetings to use a Teleconferencing
Platform only while the Governor's Order Remains in Effect (Staff: C. Cahill)
City Manager Carl Cahill presented the staff report.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Tyson moved to approve
a Policy to Allow Committee Meetings to use a Teleconferencing Platform only
while the Governor's Order Remains in Effect. The motion was seconded by
Councilmember Corrigan.
Motion Carried 5-0.

5. ONGOING BUSINESS
A. Status of Local Emergency Declaration (Staff: C. Cahill)
City Manager Cahill presented the report on the status of an emergency
declaration.
Council discussion ensued. No action was taken.
7. REPORTS FROM COMMITTEES, SUB-COMMITTEES,
AND COUNCILMEMBERS ON OUTSIDE AGENCIES
A. Report by the Undergrounding Subcommittee (Councilmember Tyson)
Councilmember George Tyson presented the report.
Council discussion ensued. No action was taken.

6. PUBLIC HEARINGS
Ex Parte: Councilmembers Tyson and Spreen and Vice Mayor Tankha met with
Commissioners Mandle and Patel. Mayor Wu spoke with Commissioners Couperus,
Indaco, Mandle and Smith.
A. Introduction of an Ordinance to Amend Title 10 of the Town of Los Altos Hills
Municipal Code (Zoning and Site Development) to Adopt Updated Regulations
for the Placement and Development of Accessory Dwelling Units (Staff: Z. Dahl)
Mayor Wu opened the Public Hearing.
Planning Director Zach Dahl presented the staff report.
Council discussion ensued.
Jitze Couperus, Los Altos Hills, said the Council needs to separate the principal of
doing it and the actual numeric values.
Birgitta Indaco, Los Altos Hills, said to please pass the ADU ordinance the way is
presented. She would like to see a continued discussion about the MFA at a later
date.
Further council discussion ensued.
Mayor Wu closed the Public Hearing.
Council discussion continued.
MOTION MADE AND SECONDED: Vice Mayor Tankha moved to Introduce
an Ordinance to Amend Title 10 of the Town of Los Altos Hills Municipal Code
(Zoning and Site Development) to Adopt Updated Regulations for the Placement

B. Resolution to Adopt FY 20/21 Fee Schedule; Approval of the Cost Allocation Plan
and User Fee Study Prepared by Matrix Consulting, and Adoption of a Resolution
to Update the Town's Cost of Services Schedule (User Fees). (Staff: S. Revillar
and Z. Dahl)
Courtney Ramos with Matrix Consulting Group provided an overview of the
Full Cost Allocation Plan and the Cost of Service Study.
Planning Director Dahl presented the updated User Fee Schedule.
Council discussion ensued.
Mayor Wu opened the Public Hearing.
Jim Waschura, Los Altos Hills, asked about the application of pathway fees.
Mayor Wu closed the Public Hearing.
MOTION MADE AND SECONDED: Councilmember Spreen moved to approve
the Cost Allocation Plan and User Fee Study; and adopt Resolution 16-20 to update
the Town's User Fee Schedule. The motion was seconded by Councilmember
Tyson.
Motion Carried 5 to 0:

8. STAFF REPORTS
A. City Manager - No report.
B. City Attorney
City Attorney Steve Mattas asked about the motion for agenda item 6.A and
questioned whether or not the Council provided direction on the issue further
consideration of the MFA reserve.

Vice Mayor Tankha clarified that once we are out of the shelter in place, the public
can weigh in about the MFA reserve. If after a few months, other issues arise, the
Council can have further discussion. The Council agreed with this direction.
C. City Clerk - reported that we will be moving to CivicClerk for streaming services.
D. Planning Director - stated that the Planning Commission was scheduled to meet in
May using the Zoom technology.
E. Administrative Services Director - No report.
F. Public Works Director - No report.

COUNCIL INITIATED ITEMS
Councilmember Corrigan asked about advertising for the Town Council. The City
Clerk replied that the election resolution will be brought to the City Council in May and
the noticing will happen in June. The process of pulling papers will start in July.
Councilmember Tyson reported about the Community Awareness Healthcare Council
(CHAC) and a possible supplemental funding request. Also, regarding Silicon Valley
Clean Energy (SVCE) revenue is down about 10% as people are working from. However,
the finances are looking good for SVCE. Councilmember Corrigan reported that the
library "is closed, but open online."
10. ADJOURN Pursuant to Ordinance No. 506, the Council Meeting shall adjourn no
later than 10:00 p.m., unless otherwise approved by a majority of the
Councilmembers present.
