RESOLUTION 37-22 <br />A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS <br />ALTOS HILLS AUTHORIZING THE CITY MANAGER TO ENTER <br />INTO A ONE-YEAR AGREEMENT WITH ANN HEPENSTAL FOR <br />EMERGENCY MANAGEMENT CONSULTANT SERVICES NOT TO <br />EXCEED $90,000 <br />WHEREAS, for the past 10 years, the Town has received professional advice and guidance on <br />matters pertaining to emergency management and disaster preparedness at the municipal level <br />from a consultant, Marsha Hovey, LLC; and <br />WHEREAS, recently, the Town engaged in a priority setting session to plan what it would like to <br />accomplish in the year ahead. One of the goals identified was an increase in the Town's dedication <br />to emergency preparedness; and <br />WHEREAS, Due to this increase of responsibility, coupled with her long running career in <br />emergency management consulting, Ms. Hovey notified the Town of her intention to step down <br />as the Town's lead point of contact for Emergency Preparedness; and <br />WHEREAS, Town staff put together an informal Request for Proposal (RFP) which was <br />circulated amongst the Santa Clara County Office of Emergency Management network and the <br />Santa Clara County Emergency Managers' Association network; and <br />WHEREAS, Town staff received a proposal from Ann Hepenstal, who has over 15 years of <br />experience in emergency management in both the public and private sectors; and <br />WHEREAS, staff recommends entering into an agreement with Ms. Hepenstal for a one-year trial <br />agreement, at the end of which Town staff can assess the services received from Ms. Hepenstal <br />and consider renewing the agreement or seeking alternative emergency Management consulting <br />services. <br />NOW THEREFORE, the City Council of the Town of Los Altos Hills hereby authorizes the City <br />Manager to enter into a one-year agreement with Ann Hepenstal for emergency management <br />consultant services not to exceed $90,000. <br />The above and foregoing Resolution was passed and adopted by the City Council of the Town of <br />Los Altos Hills at a regular meeting held on 21St of April 2022 by the following vote: <br />AYES: Tyson, Swan, Mok, Schmidt, Tank -ha <br />NOES: None <br />ABSTAIN: None <br />ABSENT: None <br />Resolution 37-22 Page 1 <br />
