Via teleconference according to Government Code Section 54953(e) Mayor Tankha called the
hybrid City Council Regular Meeting to order at 5:35 p.m.
Present: Mayor Tankha, Vice Mayor Tyson, Councilmember Mok, Councilmember
Schmidt, Councilmember Swan
Absent: None

4. AGENDA REVIEW AND REPORT OUT OF CLOSED SESSION
Vice Mayor Tyson asked that a Council Initiated Item be added to the agenda.
Mayor Tankha noted that the public hearing (Item 9.A) may not start before 7:00 p.m. If
we reach that point in the agenda before that time, we can either pause the meeting until
7:00 p.m. or we can move ahead to the later items and come back to the public hearing.
There was no reportable action from the Closed Session.
5. PRESENTATIONS FROM THE FLOOR
Senator Josh Becker expressed his appreciation for Mayor Tankha for her strong
leadership throughout the community this year.
Steve Jordan, Los Altos Hills, wanted to make sure everyone is aware of the water
shortage emergency and the need to cut water by 32%. This is driven by the high outdoor
water use in Los Altos Hills. Residents are asked to limit outdoor watering to twice a
week, turn off fountains, and make sure there is no runoff. These are the immediate steps
to be taken.
6. CONSENT CALENDAR
Councilmember Swan recused herself from voting on Item 6.E as she lives within 500
feet of the subject property.
MOTION MADE AND SECONDED: Vice Mayor Tyson moved to approve the
CONSENT CALENDAR. The motion was seconded by Councilmember Mok.

Risks to the Health and Safety of Attendees and Making Related Findings Pursuant to

E. Resolution 84-21 Approving Plans and Specifications for the East Sunset Drive
Roadway Widening Project and Authorizing Staff to Advertise for Bids and
Inspection Services (Staff: O. Antillon)
F. Consideration and Issuance of Report on Efforts to Alleviate the Conditions which
led to the Adoption of the SB 9 Urgency Ordinance (Staff: S. Padovan)
7. NEW BUSINESS
A. Resolution 85-21 Adopting a Suicide Prevention Policy for the Town of Los Altos
Hills (Staff: C. Einfalt)
Management Analyst II Cody Einfalt presented the staff report.
Council discussion ensued.
Public Comment
Vic Ojakian, Palo Alto, thanked the mayor and town staff for bringing this item
forward. Eleven out of fifteen cities in Santa Clara County have already adopted
suicide prevention policies.
MOTION MADE AND SECONDED: by Councilmember Schmidt moved to adopt
Resolution 85-21 Adopting a Suicide Prevention Policy for the Town of Los Altos
Hills. The motion was seconded by Councilmember Swan.

8. STAFF REPORTS
A. City Manager
City Manager Pirnejad thanked staff for putting together the first hybrid meeting for
the town. He gave a shout out to the ad hoc Emerging Technologies Committee for
the heavy lifting. He said that we are publishing a weekly city manager’s report,
which is a culmination of staff’s work each week. It is our first attempt at

communication. We will be revamping and putting it in a better format. He said we
will be preparing a council meeting recap and that will be a brief overview of what
occurred at a council meeting.
B. City Attorney -No report.
C. City Clerk
City Clerk Deborah Padovan announced a plaque rededication at Chapel in the
Hills tomorrow (December 17, 2021) at 2:00 p.m. All are welcome to attend.
D. Planning Director
Planning Director Sofia Mangalam provided an update on the activities relating to
the housing element. She is looking for feedback and community input is important
in the process.
E. Administrative Services Director - No report.
F. Public Works Director - No report.
COUNCIL INITIATED ITEM (ADDED HERE)
Vice Mayor Tyson presented an item regarding the town’s committees.
MOTION MADE AND SECONDED: Vice Mayor Tyson moved to direct staff to return in
January updating the standing committee resolution to sunset the Education Committee and add
an Emerging Technologies Committee with a minimum number five members. The motion was
seconded by Councilmember Swan.
Council discussion ensued.
Public Comment
Duffy Price, Los Altos Hills, said it would be easy to expand the Community Relations
Committee to confirm what is going on in schools.
John Swan, Los Altos Hills, said he is in agreement that the Los Altos Hills Education
Committee be sunsetted, but feels the town should still have a representative on the Los Altos
School District Bond Oversight Committee.
Kjell Karlsson, Los Altos Hills, said the committee has not met this year and suggested the
Community Relations Committee pick it up.
Duncan MacMilan, Los Altos Hills, thinks it’s a great idea to merge the Education Committee

into the Community Relations Committee.
MOTION AND SECOND AMENDED: Vice Mayor Tyson amended his motion to direct staff
to return in January updating the standing committee resolution to sunset the Education
Committee, merge that function into the Community Relations Committee, and add an Emerging
Technologies Technology Committee with a minimum of five members. Councilmember Swan
amended her second.

Santa Clara County District 5 Supervisor Joe Simitian thanked Mayor Tankha for
including him in tonight’s meeting.
MOTION MADE AND SECONDED: Mayor Tankha moved to appoint George
Tyson as Mayor. The motion was seconded by Councilmember Mok.

Supervisor Simitian administered the oath of office to Mayor Tyson and then to Vice
Mayor Swan.
Councilmember Tankha thanked Supervisor Simitian for joining us today. He praised
Councilmember Tankha for her service as Mayor during the past year.
Councilmember Tankha provided closing results.
Vice Mayor Swan thanked the Councilmember Tankha and provided comments.
Isabelle LaSalle, on behalf of Assemblymember Marc Berman, thanked the former
Mayor for her leadership this past year.
Councilmember Mok provided comments as well.
Rajiv Bhateja, Los Altos Hills, thanked Councilmember Tankha for her remarkable
respect for residents. He congratulated Mayor Tyson and Vice Mayor Swan for their
new appointments.
J. Logan, Los Altos Hills Fire District Manager, extended congratulations to former
Mayor Tankha and congratulations to Mayor Tyson and Vice Mayor Swan.
9. PUBLIC HEARING
► City Council Ex Parte Contacts Policy Disclosure
A. Extension of an Urgency Ordinance 599 to add Article 15 (Objective Standards for
Qualified SB 9 Subdivisions and Development Projects) to Title 10, Chapter 1
(Zoning and Site Development) of the Los Altos Hills Municipal Code regulating the
subdivision and development of qualified Senate Bill 9 properties in the Town of Los
Altos Hills (Staff: S. Padovan) – Motion to Waive Reading and Adopt the Urgency
Ordinance

Principal Planner Steve Padovan presented the staff report.
Mayor Tyson opened the Public Hearing.
Seeing no comments, Mayor Tyson closed the Public Hearing.
MOTION MADE AND SECONDED: Vice Mayor Swan moved to waive reading

and introduce and adopt the urgency ordinance 599 included with the staff report
extended ordinance number 598 for an additional 22 months and 15 days. The motion
was seconded by Councilmember Tankha.
