City Council Special Meeting Minutes
June 29, 2021
CALL TO ORDER, ROLL CALL
Via teleconference according to the Governor’s Executive Order N-08-21, Mayor Tankha called
the City Council Regular Meeting to order at 12:03 p.m.
Present: Mayor Tankha, Vice Mayor George Tyson, Councilmember Stanley Q. Mok,
Councilmember Lisa H. Schmidt, Councilmember Linda Swan
Absent: None
Staff: City Attorney Steve Mattas, City Manager Carl Cahill, City Clerk Deborah
Padovan (the City Manager and the City Clerk left the meeting at 12:14 p.m.)
PUBLIC COMMENT (Public Comment is Limited to Items which are the Subject of the
Special Meeting)
Kjell Karlsson, Los Altos Hills, said he wished the topic were more transparent. He said he did
not believe the agenda language was enough to understand what the discussion would be about.
City Attorney Steve Mattas responded that the agenda item is related to the recruitment of the
city manager. The agenda language is the language that is drawn directly from the Brown Act
for this type of meeting. It does communicate that it is discussing the employment of the new
city manager.
Allan Epstein, Los Altos Hills, said the agenda description should have had more clarity. He
hopes the Council will come back to the public to outline the process.
City Clerk Deborah Padovan read the comment from Los Altos Hills resident Duncan
MacMillan regarding the selection of the recruiter Bob Murray & Associates.
The City Council adjourned to Closed Session at 12:14 p.m. to consider the following:
CLOSED SESSION: PUBLIC EMPLOYMENT
(Pursuant to Government Code Section 54957)

The meeting adjourned at 1:54 p.m. There was no reportable action.
