Teleconferenced Meeting Minutes
Tuesday, April 27, 2021
1. Roll Call; Committee Membership
The teleconferenced regular meeting was called to order at 7:07 PM, by chairman Roy Woolsey. Present:
Members, Maddie Cheng, Lana Einschlag, Karen Emerzian, Roy Woolsey. Associate members, Ron Knapp.
Barbara Cannon. Council Liaison: Lisa Schmidt.
Roy Woolsey noted the need for vice chair of the Committee, for a new chair for the 2021-2022 year, and
perhaps more new members to increase the size of the Committee. Lisa Schmidt offered to include the need for
new Committee members in her periodic newsletter.
2. Introduction of Members of the Public; Public Comment. Kjell Karlsson, who did not comment.
3. Review and Approval of Prior Committee Meeting Minutes
A motion was made by Karen Emerzian, seconded by Lana Einschlag, and passed unanimously to approve
the minutes of the last meeting, as distributed in draft form.
4. Review of Prior City Council Meetings and Fire Task Force.
Council Liaison Lisa Schmidt noted there was lots of discussion in the March Council meeting about
automatic license plate readers. Most Town residents who spoke were in favor. Staff prepared an ordinance
that was approved in the April meeting, which has to go to the County for approval, with the hope that readers
can start being deployed by end of summer. .Lisa was pleased with how well this matter moved through the
Council. Ron asked about cost. Barbara commented about not opting out because vandalism may be children
of residents.
Lisa mentioned the report from staff about the good job Town is doing with building low-income housing;
on track to meet 2023 requirement because of ADUs, and to add 121 units over eight years.
Lisa has been meeting with her fire task force and honing in on an action plan. Lisa is pleasantly surprised
with how many resources are available. Lisa wants to help with evacuation, including exit routes for dead-end
private roads, since the first priority is life. There will be fire safety meetings, with one coming up in June.
One of big pushes is looking for neighborhood champions for five to 20 homes, to create fire safe community.
5. Report on Recent Town Activities
Roy Woolsey summarized Sarah Robustelli report: A make every day earth day video with ideas from
residents is available on line at https://vimeo.com/540401098. This year the pathways run/walk is a self-
challenge between May 1 and May 9. COVID appointment-based testing is May 3rd. Six inspirational banners
designed by residents will be installed on May 10th. A disaster preparation workshop is on line Tuesday May
4th from 11 AM to 12:30 PM. There will be an Independence Day caravan starting at Town Hall at 10 AM on
July 4th. The Town is currently recruiting volunteers for a Los Altos Hills vs. Los Altos adult softball game
that will be August 14.
6. Welcoming of New Town Residents
Roy Woolsey reported that files for new resident welcoming letter mailing labels were sent to Town Hall
for mailing the welcoming letter from Council to the 11 new residents in Town for March. Follow-up letters
from the Committee to the five new residents for January will be sent next month with those for February.

7. Discussion of TEDx Program
Roy Woolsey reported that the memo and updated presentation on the proposed TEDx event that the
Committee unanimously approved at its last meeting were placed on the consent calendar for the April Council
meeting and were approved by Council without comment, so planning for this approved event can proceed.
Medha Rishi is on business travel at the moment, so we will proceed with TEDx planning in the near future.
8. Los Altos Hills Event
Roy Woolsey reported on his conversation with Neal Rayborn. Neal and classic car owners would like to
do a classic car show event, perhaps on the large little league field # 2 to give more space for cars and for social
distancing. Neal said the car owners like to get a lunch sandwich bag or box (turkey/beef/ham and an apple or
orange and a cookie) for their participation. He thought this could be on a Sunday, perhaps the last Sunday in
July (to be after the 4th of July parade but before the adult softball game) from 10 AM to 2 or 3 PM, or Noon to
3 or 4 PM. He mentioned the Jack Ford band (around 5 performers) that he arranged for past Picnics at no cost.
Karen Emerzian thinks this is good idea; it is not a picnic but a good way for people to get together. She
thought there should be food for everyone who attends. Ron Knapp worried about getting an accurate food
count. People should bring their own chairs or blanket and shade. Lana Einschlag said no dogs.
Roy said Mavericks that was used for past Picnic catering is out of business. Ron recommended contacting
Los Altos art & wine festival organizers who can advise regarding box lunches. Le Boulanger can make
sandwiches. Barbara Cannon said a company in Palo Alto can provide, and she will get the name. We will
need to get a food quote. Sarah should be able to handle pre-registration as in the past.
The Committee continued with extensive discussion and seemed to generally be in agreement that:
(1) box or bag lunches should be provided, not just for classic car show participants, but for all Town residents
who register by a certain date for them, with late registrants and others asked to bring their own food,
(2) water and perhaps other beverages to be determined should be provided,
(3) the event should just be for Los Altos Hills residents, like the annual Town Picnic has been,
(4) the event should be held on the last Sunday in July, the 25th, start at 10 AM and end around 1 PM to avoid
afternoon heat, but Maddie wondered if some people wouldn’t attend because of Sunday church,
(5) the Lionel Train Club be asked to participate if the club would like to. A canopy would probably be
required for the trains, and a stage and canopy for the band.
Lana Einschlag moved that we have an event with classic cars, sandwiches or box lunches, drinks of water
and possibly other packaged drinks, Lionel trains if the train club wants to participate, the Jack Ford Band
arranged by Neal, residents bring their own chairs and shade, and registration be handled on line and limited to
a number that is allowed by authorities. Karen Emerzian seconded the motion and it passed unanimously.
Lana and Karen and will draft a short announcement for the next issue of the “Our Town” Newsletter.
Lisa will check to be sure we have the budget for this event; she believes we should try to do this, since it
doesn’t require a whole lot of prep as a full Town Picnic does.
Roy said one of the Committee members might consider being event chair for the event.
9. Additional Items or Contributions from Committee Members.
Barbara said Town Hall doesn’t have a list of people we can contact to have field plowing done for weed
abatement. Lisa is concerned keeping a list might be too much for Town Hall to do. Barbara with ask Sarah.
10. Date for Next Meeting and Adjournment
The Committee agreed to meet on its next regular meeting date, May 25, 2021, at 7 PM. Karen Emerzian
moved, Maddie Cheng seconded and the Committee unanimously agreed to adjourn at 8:10 PM.
