Approved Meeting Minutes
Date: October 1, 2020 at 6:30pm
1.Call to Order (roll call)
Attended: Srini Srinivasan, Peter Evans, Steve Schmidt, Aileen Lee, April Anair, Vrinda Bhandarkar,
Jolie Wu, Sasha Zbrozek, Pat Lang
Resident: Anand R (has applied for membership)
2.Agenda Review and announcements:
a.Steve: Los Altos reach codes: Good progress! Removed the electric cooking requirement
-- so "not a ban".
b.Peter: Fire district... please speak out at the meeting! Or send your phone number and
they will contact you at the right time.
c.Srini: EIC Meeting being recorded
3.Approval of Minutes
Committee voted unanimously to approve Minutes of September Meeting of EIC
Action: Srini to send approved minutes to city for filing
4.Topic: Undergrounding
a.Peter reviewed bids on Project Management for Ice Breaker project.
b.Two bids reviewed. Peter didn't see project cost estimates.
c.Vrinda: Can we use a single trench for water and electric? No -- Sasha will provide a
related document. Sad to repave the roads so many times. The project will be very
challenging: there's a creek, utility equipment, several roads, pathways, the firehouse,
thick cables.
Action: Sasha to send trench analysis document to EIC
5.Topic: EIC Seminar Update
a.Jolie: Doesn't have a lot of time for back and forth with council; also wanted to get
youth commission involved; isn't the best person to deal with bureaucracy.
b.Schedule SVCE Update? What is their goal? What do they do? What programs do they
offer? Blackouts?
c.Vrinda: why would residents want to attend? Mainly to learn about rebates...? How was
SVCE related to PSPS events? (Not at all!)
d.Steve: Town wide poll? Topics to explore : CAP, SVCE, PSPS, energy storage/backups,
reach codes
e.April: Could we get something from CAISO to put into the town newsletter?
f.Peter: We need to determine what information would be of interest?
g.Vrinda: People worried about rolling blackouts, incentives, fires...
h.Subcommittee: Sasha, Vrinda, Steve, Srini to figure out how to poll, what to put on it.
Action: Srini to send out Subcommittee recommendations for polling topics to City Staff
6.Topic: GHG Inventory update
a.Zach Dahl wants to meet EIC with consultant but has conflict at regular EIC meeting
time. Change our EIC meeting time? Or subcommittee?
b.Peter: Should we change the time? Srini: hard to get agreement
c.Steve: Should we push for 4 years for GHG Inventory? Peter: We should compliment
them on the progress but ask for the additional years. Maybe we should go back to the
council after November?
d.Peter: Get 2018 done; but make sure we get the data for all years
e.Subcommittee: Steve, Anand, Vrinda, Srini. To schedule meeting with Zach & contractor.
Goal: Assess contractor, and explore how to get closer to what we want. Potentially call
a special meeting to get full EIC backing of a proposal.
Action: Steve to coordinate meeting of sub-committee with Zach and consultant
7.EIC Recommendations re UUT : Postponed to November
8.Next EIC meeting:November 5, 2020
