HomeMy WebLinkAboutNovember 5ENVIRONMENTAL INITIATIVES COMMITTEE Approved Meeting Minutes Date: November 5, 2020 at 6:30pm 1.Attendees: Srini, Peter, Steve, Sasha, Anand, Vrinda, Pat, Jolie a.Guest: Vijay Chawla: Chair of Env Dsn & Protection Committee. Interest in Undergrounding. Focus on Fire Safety this Tuesday 11/10 at 5:45pm EDPC focus on Fire Safety. Jim Waschura, Fire District staff, George Tyson, etc will be there. i.Srini will send around meeting details. (See below) b.Anand is now an official member! Interested in GHG reductions and a revised Climate Action Plan. We're behind! 2.Vrinda moved to approve minutes, Steve seconded, unanimous approval. 3.Srini's term runs out in January. Will re-apply to the committee, but we need to appoint a new chair. a.ACTION: Any members interested in being Chair should send an email to Srini. 4.Open Mic: a.Steve on the council election: Lisa current winning, by only 3 votes over Raj! Either would be great for the EIC. b.Steve on Palo Alto's analysis of cost to get off natural gas: first deep analysis of getting residential area off natural gas. i.Sasha: Could we use the pipes to deliver some other fuel with lower GWP? (Propane or Ethanol?) 5.GHG updates: a.Steve: Consultant doing well -- lots of questions. Will defer CAP until after Inventories are done. b.Anand is happy they are working with our existing methods/inventories. Might have something from them before our next meeting. c.Jolie: What's the cost? Answer: about $15k... but that was for just 1 year... no one knows the current contract. d.Peter: The change order is the key milestone for the consultant; we need to make sure they don't charge too much. e.Srini: We need to make sure they provide all 5 years: focus on the data, not the analysis... he will email Zach/Carl to find out. 6.Undergrounding utilities: a.Peter: Budget included work on both Icebreaker and Ocean Liner, but no new info. i.Action: Peter will ping George prior to next meeting. ii.Action: Srini will invite George to next meeting. b.Peter: Pacific Grove undergrounding the whole city? Same contractor responded to our RFP. i.Steve: If Peter was referring to this project, it looks like an assessment district for a portion of the city. c.Vijay: Could residents offer funds to accelerate undergrounding of their options? Mentioned two consultants who know the easements on 80% of the town. Nick at ESP Sewage knows where most of the laterals are. i.Action: Vijay will provide names of contractors to Srini to be included in the minutes. (see below) d.Jolie: What about Sausalito and their assessment districts? Steve: Neighborhood projects get held up by individuals. e.Sasha: For $1000/foot we should own it! 7.EIC Seminar series: a.Steve: Motion to approve summary from Srini b.Peter: Council didn't want to approve "carte blanche" of random seminars. Review it with Michelle (as council liaison for EIC). c.Jolie: Worried that it sounds like a general request. It was Roger and Courteney that wanted to approve every seminar. d.Pat: Might want to reword the section that talks about "pre-approved" seminar topics. e.Motion unanimously approved to accept any changes requested by seminar sub- committee and council liaison Michelle Wu, and then submit to council. 8.UUT discussion: a.Berkeley and Albany had resolutions for UUTs with a higher rate on natural gas than electricity.
