Planning Staff needs clarification that opaque is being used for translucence in the lighting ordinance. Garage doors clarification not needed now. 3.Future Committee Dates of Interest & Assignments a.EDPC Committee: Tuesday, June 9, 2020 @ 5:45 p.m. b.City Council: May 21, 2020, 6:00pm c.Planning Commission: June 4, 2020 d.Field Trips: Field trips have restarted as of last Friday May 8. Field trips will happen regularly on Fridays. Zach emailed some guidelines (wear mask, gloves, no entry to residence). May 15 (Carol, Vijay) e.Fast Track/Site Development Meetings: May 19 (Olive Tree Ln & Hilltop – Carol/Peter), May 26, June 2, June 9 (via Zoom) 4.Old Business a.Tree Ordinance – No update b.Fast Track Guide - No update c.Outdoor Lighting Ordinance - Haj will circulate to EDPC members. d.Fence Ordinance - No update e.Old Minutes f.Town Beautification: Underground Utility Project i.Councilman Tyson brings it up at city council meetings. Fire hazard and infrastructure (underground utilities esp internet service) are two reasons to do this. Beautification is third reason. Funding is stalling the project. “Piggy bank” idea floated by Mayor Wu. g.Heritage Tree designation for Pat Ley's Junipers h.ADU ordinance i.City Council approved guidelines, sent to State for approval. Modified ordinance to give incentive to homeowner to not build to 4 foot of property line (raising roof from 16 feet to 19 feet, but still 1-story). 5.New Business a.March 10, 2020 Minutes Approval – Minutes approved via Zoom roll call: Peter, Nancy, Carol, Buvana, Vijay, Haj - yea b.New Site Visit Protocol – Zach emailed. c.Committee Membership – Brainstormed ideas for how to recruit new EDPC members. 6.Review of Field Trip Reports a.Feb 28 i.E Sunset – Tear down and rebuild. Third story not code compliant (attic with windows). Basement not totally underground due to walk-out. 40 foot setback not met, hence asking for variance. b.March 8 i.12663 Corte Madero Lane – problematic as grading work started before permits issued. Grading done all the way to top of creek. ii.Olive Tree Lane – No issues found. Peter spoke in favor of variance at site development as could use improved car turning. iii.Black Mountain – Many oaks being cut, and a 50+ year old multi-trunk olive. Suggestion to look at location of house such that large multi-trunk oak can be saved. c.May 8 i.Campo Vista – No issues. ii.Camino Hermoso – approved today for new pool. iii.Olive Tree Lane – Suggested hydroseeding for erosion control 7.Review of Fast Tracks Meetings – Carol gave update. 8.Planning Commission Meeting Report – Carol gave update. 9.City Council Meeting Report – No update. 10.Adjournment
