HomeMy WebLinkAboutNovember 9Los Altos Hills Environmental Design and Protection Committee Meeting Minutes Date: November 9, 2021 at 5:45 p.m. Location: by Zoom Video Conference TELECONFERENCE SPECIAL NOTICE Pursuant to Government Code Section 54953(e): NOTICE OF TELECONFERENCED MEETING On September 16, 2021, Governor Newsom signed Assembly Bill 361 (2021), which amended Section 54593 of the Government Code to allow local legislative bodies to continue to conduct meetings by teleconference under specified conditions and pursuant to special rules on notice, attendance, and other matters. As the City Council for the Town of Los Altos Hills has made the findings required by Government Code Section 54953, the Council, the Planning Commission and Committees will continue to conduct meetings by teleconference and the Council Chambers will not be open to the public for this City Council meeting. Pursuant to the requirements of Government Code Section 54953(e), members of the public will be provided with notice of how they may access the meeting and offer public comment. EDPC and other committees should submit lists of accomplishments in 2021 and goals for 2022. b.The new Planning Director has been chosen - Sophia Mangalam. 3.Presentations from the Floor a.Peter Brown shared that Open Space Committee will sponsor a talk by Deanna Juliano on native plants December 8, 2021 at 7:00 pm. They are also organizing a wild life corridor proposal/presentation. 4.Future Committee Dates of Interest & Assignments a.EDPC Committee: December 14, 2021 @ 5:45 p.m. b.City Council: November 18, 2021, 6:00 pm c.Planning Commission: December 2, 2021, 6:00 pm d.Field Trips: Friday mornings, Carol to coordinate – Nov 19, 2021 e.Fast Track/Site Development Meetings: Tuesday mornings, 10:00 am 5.Old Business a.Heritage Tree Protection: The Town Public Works Director, Oscar Antillon, has proposed a formal procedure for removing trees on Town property and rights of way. Vijay moved, Buvana seconded a motion for Peter B. to send a request from EDPC to Oscar about adding the possibility for a public hearing to the process. Aye: Vijay, Buvana, Peter, Carol, Hajime, Elizabeth. b.Fence Ordinance Amendment: Wait until wildlife corridor guideline is completed. c.Water Conservation: Elizabeth will follow up with EIC, Vrinda 6.New Business a.October 12, 2021 Minutes approval: Peter moved, Carol seconded to approve; Aye - Vijay, Buvana, Peter, Carol, Hajime, Elizabeth, Nancy b.Wildlife Corridors: Peter said that Kit Gordon is pursuing an initiative to get Rick Hopkins, an original author of the Live Oaks Associates analysis of wildlife corridors in LAH in 2006, to provide a definition of wildlife corridors for the Town. This will then be used in modifying the Town's fence ordinance. c.Heritage Oaks in Byrne Preserve: Buvana moved, Peter seconded motion to propose heritage designation for two oak trees in Byrne Preserve. Aye - Vijay, Buvana, Peter, Carol, Hajime, Elizabeth, Nancy. Vijay will forward the letter from the History Committee to Planning staff. d.Goals and Priorities for 2022 (added by City Clerk): Achievements for 2021 and goals for 2022 were discussed. APPROVED c.October 26, 2021 CANCELLED d.November 2, 2021 12640 Corte Madera Ln – File #PM21-0005 – Lands of Xu Permit Modification to a Site Development Permit for a previously approved 4,587 square-foot residence with a 2,063 square-foot basement and a new detached 552 square- foot garage, and 800 square-foot accessory dwelling unit.
