Open Space Committee Minutes
Wednesday, March 9, 2022
1.George Clifford Called Meeting to Order at 9:15 am
a.Roll Call: members present: Wendy Ward, Jean Struthers, Peter Brown, George
Clifford. Member-elect present: Anita Baldwin; Absent: Council Liaison Lisa
Schmidt; City Manager present: Peter Pirnejad; Planning Director present: Sofia
Mangalam

a.SOD Blitz: May 21-22

i.Reappointment of Peter Brown: will go to CC March 17

3.Planning
a.Planning Site Reviews
i.26880 Ortega Drive - Major addition and ADU. WW moved, PB seconded these
recommendations. Ayes: WW, JS, PB, GC
1.Require dedication of Open Space Easement 25 feet from top of bank as
per Land Use Element 2.5
2.Move fence out of newly proposed open space easement.
3.Protect native oak trees. Landscape with mostly native plants especially
along creek and swale. A list of plants native to this region can be found at
calscape.org.
4.Allow for wildlife movement by minimizing wildlife excluding fencing,
especially near stream and swale.
ii.26405 Ascension Drive (resubmittal). No action.
iii.27600 Altamont Road: no action, deferred until next meeting.
iv.12869 La Cresta Drive (resubmittal): Utility work observed in OSE; no action.
v.12857 La Cresta Drive (not reviewed by OSC)
vi.13051 La Paloma Road - New two-story residence. WW moved, PB seconded
these recommendations. Ayes: WW, JS, PB, GC

b.Recent ADU applications
i.27408 Deer Springs Way ADU update. No action.
c.Fence Permit Reviews
i.Update on 28001 Elena Road (43-acre Fenwick property). Planning
Commission approved with recommendations.
d.Fast Track meeting recaps.
i.February 15 (WW) 26616 Westwind Way. Approved with conditions.
ii.February 22 (RC) 12930 La Cresta Drive. Approved with conditions.
iii.March 1 (HD) 25959 Alicante Lane (previously reviewed by OSC). Approved
with conditions.
iv.March 8 (JS) cancelled
4.New Business
a.Grass Roots Ecology contract renewal: This will be reviewed at the April City
Council meeting.
b.Formal Recognition of Open Space Committee brochures. The committee
recognized these brochures. GC moved, PB seconded. Ayes: WW, JS, PB, GC

v.Fences, Walls, Gates and Columns
c.Native plant garden at Town Hall: being pursued by EDPC; no action
d.Renegotiate Westwind Community Barn Agreement. The committee endorsed
the current management of Westwind Barn: PB moved, GC seconded. Ayes:
WW, JS, PB, GC
e.Abandoning, adding, and changing conservation or open space easements: Can
be done with mutual agreement of property owner and CC, using a Certificate of
Correction. How impacted by SB9 will be clarified.
f.Voluntary conservation easements
g.Management of Town open spaces
h.Memo to planning on re-zoning: Discussed at the joint OSC/EDPC meeting.
Memo to be forthcoming.
i.OSC recommendation for Town lighting policy
5.Continuing Business
a.Byrne Preserve sign. The committee recommended to change the image of the
bobcat to a more conventional posture. JS moved, PB seconded. Ayes: WW, JS,
PB; GC abstained.
b.Joint meeting with EDPC for priority settings
c.Council priorities for 2022
d.Earth Day celebration April 24, 1:00-4:00 PM. OSC and EDPC will share a table;
PB will provide an umbrella, WW card table, GC will handle getting copies of our
recognized brochures.
e.Memo to Pathways Committee on imported material and natural swales.
f.Update on planting at Gardiner Open Space (Moody & Old Snakey)
g.Proposal to hire Live Oaks Associate for wildlife corridor definition and talk.
Approved by City Council.
h.Updates on SB 9 and Regional Housing Needs Allocation impacts
i.Discussion on daylighting creeks
j.Update on Town’s bee keeping tree fence ordinance (HD)
k.OSC report database or file sharing protocol
