HomeMy WebLinkAboutJanuary 12Town of Los Altos Hills Open Space Committee Minutes of Jan 12, 2022 Regular Meeting 1.Kit Gordon called the meeting to order at 9:05am. a.Roll Call: Members Kit Gordon, George Clifford, Peter Brown, Jean Struthers, Wendie Ward present. Members Richard Contreras, Hayley Ditzler absent. Associate members Nancy Couperus, Karen Lemes present. Council liaison Mayor Tyson present. Member of public Carol Gottlieb present. b.WW motioned and PB seconded approval of the minutes of Dec 8, 2021 Open Space Committee Regular Meeting. Motion passed unanimously with roll call vote. 2.Announcements a.All committees presented 2021 accomplishments and 2022 goals to Council on Jan 10, 2021. Council will host priority setting meeting Jan 25. Committee chairs will meet to facilitate cooperation. KG expressed interest in joint meeting of OSC & EDPC once council sets priorities. b.Byrne Open Space Preserve sign will be metal with wood frame. Graphic designer will work with members of OSC & Parks & Rec on final layout. c.KG invited City Manager Pirnejad to Byrne Preserve for one of his Walk & Talk outings with residents. d.PB announced that EDPC will update the Landscaping Guide this spring and welcomes input. e.NC & KL’s husband are having health issues which may limit their committee involvement. 3.Planning a.25240 Cantata Way. New Residence. KG moved, JS seconded these recommendations. Motion passed unanimously with roll call vote. i.Clean-up of the portion of Adobe Creek along the southern edge of the property by removing debris, fencing and non-native plants such as the ivy and vinca. ii.Confirm that the proposed structures remain beyond 25’ from top of bank. iii.Note that the proposed structures are within the Open Space Conservation Area and a liquefaction zone. iv.Create an open space/conservation easement and a riparian setback from the southern property line to 25’ beyond the top edge of Adobe Creek’s north bank. b.13830 Page Mill Road. New Residence. GC moved, WW seconded these recommendations. Motion passed unanimously with roll call vote. i.The net area (An) is listed as 4.993 acres however the county map lists the gross area (Ag) as 5.0 acres. Has the An been correctly calculated? It should be less than 4.993 acres. ii.Show floodplain and slope instability on plans. iii.Require the developer to dedicate an open space/conservation easement for the entire floodplain (at least 25 ft from top of bank) of Matadero Creek. iv.Restrict development with open space easement or other policy tool in western & northern portion of property with attributes of OSCA, slope instability, liquefaction zone, ground deformation zone as shown in Geologic Hazard Map, as per Safety Element Policies 1.1, 1.2, 2.2, 1.3. c.24752 Olive Tree Lane. Landscape Plan. Planning stated that OSE was not marked in landscape plan. The committee recommends native plants but no formal report or motion was deemed necessary. d.Recent ADUs – no comment e.Fence Permits – 28001 Elena Road fence permit will be discussed at Jan 14 Planning Commission. KG will represent OSC. f.Fast Track. Summaries of FT are now sent by email to all interested parties. Live video available. i.WW presented summary of Jan 11 Fast Track, Deer Creek property. Concern over bird safety on large glass windows. 4.New Business a.KG suggested a memo to Pathway Committee on best practices to reduce invasive seeds in imported materials and to reference EcoAtlas for swales. Committee agreed to move forward with memo. 5.Continuing Business a.Committee members KG & JS will monitor Gardiner Open Space for seedlings. b.KG with help from PB will present to council in Feb the OSC request to hire Live Oaks Assoc. for guidance on wildlife corridor criteria. c.SB9 council discussions continue. Regional Housing Needs Allocation will be updated. d.KG plans to tour buried creeks with historical ecologist Rick Lanman, board member of Guadalupe Coyote Resource Conservation District. e.Wildlife corridors discuss under item b. f.Beekeeping ordinance update listed on our priorities for 2022. g.Google drive database works but attaching reports to agenda may provide easier access. 6.Open Discussion 7.KG adjourned the meeting at 10:55am.
