2. Review of DRAFT Minutes – May 17, 2021
The May minutes are passed unanimously.
3. Public Comment: list members of the public
Sue would like to join the Parks and Recreation Committee.
4. New Business
a.Byrne Preserve Open Space Permanent Signage Discussion (Sarah)
There is lots of discussion.During the pandemic,there was an increased usage of the open
space.In the last city council meeting,the proposed permanent signage was discussed.The
most important issue of the current proposed signage was its location.
Among the proposed signage,there were some redundant messages.Some temporary
messages need to be turned into permanent signage.The main idea of the signage was to
protect our native animal residents in our open spaces.Waste containers are not a good idea so
there should be signs regarding dumping the waste in the open spaces.
Scott suggested to put some history information of the reserves at recommended spots
together with the signage (instead of just the signage).People would have a better
understanding of the open space environment.
Kit mentioned that a display map would be a great idea.And we will make sure that people
understand that it is donated land -- it’s a powerful message to the public.
There would be 4 signs at each entrance of Byrne Preserve -Central sides and Moody sides.
Kathy mentioned that people who are not local residents came to the open space without
knowing what is allowed and what is not allowed.The signage with a land history and general
information would be helpful for them to understand.
Kit suggested there should be some general information about the coyote breeding season as
well just in case that people who walk dogs there encounter aggressive coyote mothers.Flyers
should be sent out to warn dog owners during the coyote breeding season.
b.Park and Recreation position for banning drone and vehicle usage at open spaces (Kit
Cordon)
Kit Gordon is the chair of Open Space Committee.She would like to ask the Park and Recreation
Committee to help identify locations where we should ban drones and vehicles.
Several signs are needed in the open space.
1.Wildfire signs
2.Coyote pupping season warning
3.Educational info and historic info along with the signs.Ben suggested to have
educational info on QR codes but not critical ones since the reception could be bad in
the open spaces.
Motion:form an ad hoc committee,mock this up and make a couple of changes and do not
bring this back to the P&R committee- Subcommittee members: Kit, Scott, Ben
(Subcommittee works offline)
Unanimously approved
To ban smoking in the open spaces,Stan Mok suggested that we need to consult with the legal
team and process this as a legal amendment -this doesn’t need to be put up as an agenda item.
Other potential signs regarding wildfires: No fireworks, No BBQ, No smoking, No OPEN fires.
About the drones,the question is whether we should ban drones in every open space.Yibin
mentioned that we didn’t have any complaints about drones in the open areas yet so banning
drones everywhere might not be a good idea.Scott also mentioned that we need to go through
this case by case- try not to generalize.
Scott also mentioned that people use drones to study and observe nature from above -it’s a
whole town decision if we want to ban it everywhere.
c.Possible private donation to support Parks and Recreation Committee
We haven’t had much information about it.It’s great idea but we need to know more about the
motivation and the donors.
d.Election of new Committee Chair, Vice Chair and Secretary
Motion:Yibin remains as the Chair,Jasmeen will be the new Vice Chair and Ben will be the new
Secretary
Unanimously approved.
e.Preschool picnic and social at Shoup Park and Purissima Park (Boxia)
Boxia proposed to form a playdate group for preschool kids and their parents based on Kathy’s
suggestion from the last meeting.The idea is to carry out a monthly playdate among hills
residents who have preschool age kids.Ideally the playdates should start this fall when school
starts.
Boxia was asking how to market this.Sarah will communicate with her after this meeting in
terms of logistics and marketing.It is be too late to send out the notification on the upcoming
publications.
5. Old Business
a. Plan to improve Edith Park - Sub committee Yibin/Scott/Jasmeen
No update.
b. Virtual Meet and Greet - Jasmeen
Some photos from the past events would be needed for the presentation of our committee
during the Virtual Meet and Greet.The first Virtual Meet and Greet will be on November 9th
Tuesday 5:30 pm
Sarah asked whether there would be certain topics we want to have for the virtual meet and
greet or do we want to leave that open.Jasmeen suggested that we should have an open
discussion to welcome unique ideas. But we can highlight what is coming up next.
c. Update of town hall expansion and the size of community room
Phase one started- Sarah updated.
d. Pathway ideas – Ying/Scott
e. LAH Outdoor Challenges – Scott
f. Prop 68
The town has hired building consultants. The existing buildings have been evaluated and the
conclusion is that they are suitable for continuing usage - no need to replace them.
g. Events
i.Independence Day Caravan 7/4
All city council members were on board for the Caravan. There would
be an instruction for decoration of the cars. It’s a drive-through event
and people can take photos.
ii.Softball Game 8/14 1-3pm Purissima Park
When new guidelines are released, we plan to have a new Softball
Game for adults. Targeted at Hills residents. 18 years and older
athletes needed. Men and women.
iii.Family Campout
iv.Hoedown
Committee members still hope that the hoedown will be on this year.
Motion: We will have a July meeting to discuss about carrying out the
Hoedown in details.
