Motion approved. (AB, AD, BE, BM, JN, RP) (SW, BE, ND abstained) 4.Ex Parte Communications - BE spoke to the Mayor of Palo Alto regarding Story Hill Lane to Foothills Park. 5.Announcements/Updates a.Town Staff Updates i.Update on Approved CIP Projects 1. Summerhill - Staff has completed the parcel review. 4 properties (which are between Hilltop and Magdalena) do not have full 30 foot easement. This path on Summerhill will be done in two phases. Phase one will start and is the section between El Monte toward Hilltop. Staff will work to get the extra 5 feet easement from these last 4 properties. These property owners need to sign the easement grant and then the town will record the easement. The committee reminded staff this should be a 2B path. 1 2. Fremont/Redwood Grove - Surveyors are busy but we should get the surveyors in shortly. Les Earnest feels there are other route options. 3. Estacada - This path was completed as a native path. BE asks why this is not a 2B path like all of the surrounding paths. Nicol will look into the possibility of having staff make this 2B. 4. La Paloma to Robleda - Zach is working to get a surveyor to do this work. Surveyors are very busy right now. The easements were staked and now they are working on a topographic study. Then the staff will get the Environmental Study started. 5. ‘Altamont Plunge’ - There is a path parallel to the fence. The easement was never recorded at the county office. VM has some documentation from 1997 with conditions of approval requiring a 2B path to be built near where the foot path is. So we currently can’t build a path where we hoped as it is on private property. Nicol will look into options to get this path done. 6. Westwind Barn to Central Dr. - The survey has been completed. VM, BE, homeowners and staff met and have an agreement on the location of this path. ii.Update on native path specifications - Staff has looked over this specification and have some comments and Nicol will bring this back to the committee at the next meeting. AD asked if a specification for horse friendly stairs is included. Nicol and staff are looking to update all of the specs. b.Schedule for Planning Commission and City Council review of remaining unresolved areas - This wont happens until January or Feb. Zach will be handling this. c.Maintenance and Enforcement Issues i.Update on blocked paths and any other enforcement issues d. GIS map update - Zach will be handling this. i.Status of map and inclusion of easements - Zach will be handling this. 6.New Business a.Discussion of Master Path Plan – Documentation of Preferred Side of Street. BE feels the GIS should show the preferred side of the street. AD has the old “bubble” map. Nicol mentions this will cost money to be another layer so maybe it should be considered a CIP project. The committee will split the town map up and each take a section and survey that section of the map to get a current record of what is currently on the ground. The map will be divided at the next meeting. b.Discussion of methods for gathering property and easement information - BE passed out a sheet with links to specific sources of information. RP mentioned that you can limit a search to the Los Altos Hills website by adding a space and site:LosAltosHills.ca.gov after your search words to search Planning Commission and Town Council documents. 2 7.Old Business a.Review of existing easements on Vinedo Ln. connecting to the ‘Altamont Plunge’ - See above in the staff report. b.Review of existing easements on Dawn Ln. AB will look into this for the next meeting. c.PWC Member Updates on CIP Project Proposals for 2019-2020 i.Chapin & Robleda (AD) - no report ii.Edgerton Roadside Path (AB) - AB left a phone message for Steve but has not heard back. iii.Byrne Park Plunge (MD) - no report iv.Foothill Park Connection (RP) - no report v.La Paloma connections (JN, BM, SW) - Should be able to have something ready for January or February. vi.Altamont to Silent Hills Connection (VM) - no report vii.Missing Segments on Magdalena (ND, and JW) - nor report viii.Foothill to Byrne via Story Hill Ln (BE) - ready and needs town council decision. ix.TBD Project (SW) - helping with La Paloma. x.Via Ventana and Matedero creek. Make the fence a diagonal. If you could make a switch back into the sewer easement, the steep section can be avoided. xi.Byrd Lane (AB) - new project xii.Opening the easement between E. and W. Sunset. (AD) - new project d.5 year Plan - Bubble Map layer and Missing segments. 8.Presentations from the Floor a.Les Earnest is upset with the bike lane markings at the interchange of Page Mill and 280 that cause a safety hazard where the bicyclist must cross 2 lanes of fast moving traffic. He said the PWC made recommendations before that were ignored. Les would like the path from Dianne Drive to Shoupe park to go down the creek and not connect up to Sunset. He would like this committee to take this project up. 9.Topics of Interest / Open Discussion - none 10.Agenda Topics for Next PWC Meeting - Split the map for preferred side of the street. 11.Reports from Other Meetings a.VTA Meeting - Will submit the Phase 2 Fremont path. b.City Council - TC adopted a resolution to collect Measure B funds. c.Planning Commission - none d.Fast Track - none 12.Pathway Promotion & Communications a.New Year’s Day Walk - Parks and Rec have posted on the website, Nextdoor and a mailer.VM used plotaroute to design the 3 loops. BE and AD reviewed the routes for suitability. More volunteers would be helpful. The walk will start at 3 Foothill College at 1 pm. RP, JN, AD, BE, VM and AB will help. AD will ask if there are any free old maps we could give away. 13.Next Pathway Walk: Cancelled 14.Next Pathway Meeting: JN moved that we cancel our December Meeting. SW seconded. Approved unanimously. Our next meeting is Jan 27. 15.Adjournment 4
