Approved unanimously. (AB, AD, ND, BE, BM, VM, JN, SW) ●Oct. 22, 2018 - Approved as corrected. Approved unanimously. (AB, AD, ND, BE, BM, VM, JN, SW) ●Nov. 12, 2018 - Discussion regarding how to handle Bob’s slide talking points that he would like added to the minutes as he wrote them. This is not typical and was not done for others. We will defer these minutes and review them next time. ●Dec. 10, 2018 - Approved as corrected. (AB, SW abstained, approved ( AD, ND, BE, BM, VM, JN other than abstained, AB, SW). 4.Ex Parte Communications 5.Announcements/Updates ●Town Staff Updates i.Looping back with the PWC committee. Staff is working with how to bring communication back to the committee. Maybe a monthly report on approved building projects with regard to paths. ii.Pathway easement GIS project. Bad news is that one base layer was skewed which is causing some of our problems. Town and the consultants are still working on a fix. The good news is one section of “the notebooks” was passed to the GIS consultant and has been entered. Staff now needs to get Town Council approval for an expenditure to add the rest of the easement information. iii.Nick asked if there is any feedback from the native path specification that was submitted back in Aug. Nicol has nothing to report right now. ●Maintenance and Enforcement Issues i.Blocked Pathways - Homeowner at Central Dr to Bueno Vista has put up a chain and blocked the path. A letter was sent to the homeowner and town staff is working with homeowner to build the path in the easement because part of the current path is not in the easement. In the Matadero Creek area, there is one path that was blocked by a gate and has been slightly cleared but not fully. Town will look into these. Les Earnest has been working on a list of blocked paths and he will send it to Alisa. ii.Town Staff Overview of CIP - February is the target to come up with the list of possible CIP projects. PWC will vote on priorities in February. Staff takes that list and looks at feasibility and submits it to TC during the budget process in June. Feedback on true costs of paths that were completed would be helpful. PWC also needs financial information on how much money the PWC has available for CIP projects before voting in February. Nicol will coordinate getting financial information to the PWC. 1.Summerhill - Nicol is working with Bob E on Summerhill and will soon be sending out an RFP for surveying work for the whole length. Town is still determining if any of the Summerhill path construction work will be handled in house or go through the bidding process. 2.Estacada - Jeremy, Nicol and Bob have checked it out. A letter is being sent to the homeowner to clear the shrubbery. Path installation should be easy and quick after the shrubbery is cleared by the homeowner. This will be handled by the town crew. 3.Fremont to Redwood Grove - Staff is looking into a switchback and is working with Los Altos to get official agreements and move this project forward. iii.TC has a subcommittee looking into options for new ways to fund pathways in the future. iv.Alisa is having problems with the See,Click, Fix app. Staff has heard the phone app is not as reliable as logging in on a computer. Nicol did receive one online today. Staff will look into known problems with See, Click, Fix. v.Crews have been working hard to clear branches and debris from the storms. There is one cracked power pole reported that is being addressed. 6.New Business a.Property Review i.26460 Taaffe Rd (Taaffe Lane), New Residence, Lands of Dirk & Ka-Yi Haehnel (File SD19-0001) Taaffe Lane is a private road and is not on the MPP. The are 6 lots on the lane. BM moves that we ask 26460 Taaffe Rd to pay an in-lieu fee. ND seconded the motion. The motion was approved unanimously. (AB, AD, ND, BE, BM, VM, JN, SW) ii.27860 Black Mountain Rd, New Residence and ADU, Lands of the Brocken Oak Trust (File SD18-0071) There is an easement along whole length of the Black Mountain Road side of the property. The path easement is flat and native. BE made a motion to ask the homeowner at 27860 Black Mountain Rd show the existing pathway easement on the site survey and pay an in-lieu fee. AD seconded the motion. The motion was approved. (AB, AD, ND, BE, VM, JN, SW voted for. BM voted no because she feels the property giving the easement previously has met the property’s donation requirement to the pathway system.) iii.13109 Byrd Ln, New Residence and ADU, Lands of Schrodner (File SD18-0069) The easements for the pathway on Byrd Lane is on the north side of the street. There is no easement on this property. There was discussion that the North side of Byrd Lane across from 13109, the slope is great and maybe complicated to build a path on that side. It was discussed that maybe it would be an option to put a path inside the road right of way on the crest of the hill on 13109. This would mean the path would switch sides of the street. This street is not very busy a street so maybe walk-in in the road for a short bit is okay. BM made a motion to ask 13109 Byrd Lane to pay an in-lieu fee if the property has not already contributed to the system. ND seconded. (ND, BM, VM, JN, SW voted for, AB, BE, AD vote no, the motion was approved.) b.PWC Review of Pathway Staking of Sterling / Natoma Subdivision The staking was hard to follow. Need marking that shows exactly where it is going to go with stakes and ribbon on both sides especially on the switchbacks. ND requests that the developer needs to stake and ribbon both sides of the path along the course of the path from Natoma to the cul de sac and from the hill to the bridge and across until the path joins the Stegner path as seen on the plans so the pathway committee can review the actual proposed path route. The motion was approved unanimously. (AB, AD, ND, BE, BM, VM, JN, SW) c.Appointment of Associate Members. - Since Bob Stutz passed away, he will be removed as an associate member. There was discussion about the length of term for associate members. It was confirmed that associate members are a four year term. Susan and Eileen will continue as associate members. 7. Presentations from the Floor - none 8. Old Business a. Updates from Individual Committee Members on Potential CIP Projects 1.BM, JN and SW hoping to get the paths behind Bullis ready for February. 2.BM, JN, SW have La Paloma missing segments. This might not be ready but might be easy so maybe it can be ready. 3.AB and MD is working on Page Mill to Country Way. Hopefully ready for Feb. 4.VM has Natoma to Elena ready for February. ND mentions to VM to make sure it is in the road right of way. 5.VM and West Wind to Central Drive, there is an existing path but looking for significant improvement. Ready for February. 6.BE has package ready for Page Mill to Foothill Park. 7.BE is working on La Paloma to Robleda Rd targeting ready for February. 8.ND and BM is working on Magdalena paths and will not be ready for February. 9. Reports from Other Meetings a. VTA Meeting - no report 10. Pathway Promotion & Communications ● Pathways Walks - Everyone had a great time on the New Years Day walk. There were 18 people and 2 dogs on the short loop, 12 to 14 people on the Medium loop, and 16 people and one dog on the long loop. 11. Open Discussion ●Pathway Privacy - There was discussion about how much privacy can homeowners expect when a pathway is near their property. BM says we need to be sensitive to the homeowner’s privacy and safety concerns. JN feels privacy needs to be addressed on a case by case basis. ●AD would like to have a discussion item about the trimmings and asking town to take the trimmings away. The debris is a fire hazard. Nicol says it is clear in the municipal code that the homeowner is required to dispose of any debris from tree trimming. This can be reported in See, Click, Fix. There is potentially a need for explaining the town municipal code to homeowners. ●AD would like to add a member to watch Fast track properties. ●BM mentioned that we need to agendize the Storyhill Lane to Page Mill pathway referred back to the PWC from TC as we need to supply more details on this unresolved area from the MMP update. 12.
