AD seconded. Motion approved. (MD, RP, AB, BM, JN, BE) (AD abstained) 4.Ex Parte Communications - none 5.Announcements/Updates 1 a.Town Staff Updates i. Status of CC approved CIP Projects (Appendix-A)- Nichol commented on items in Appendix A below. (Notes in yellow highlight are comments and discussions that were added by the secretary). b.Maintenance and Enforcement Issues i.Update on blocked paths 1.Near Matadero Creek –Zach. BE reported that Zach has looked into this issue. ii.Maintenance 1.East to West Sunset off-road: Install trail signs and work on west side –Nichol(Goal: Survey complete by Oct 2020) The contract was signed last week. Survey should be completed by the end of November. iii.Fran Path (is it still dry?, when will fence be reinstalled for Glen)-Nichol. Nichol hasn’t touched base with Glen yet about the fence. PWC members reported that the path is still dry. 6.Old Business a.Via Ventana to Matadero Creek: i.Sept PWC mtg: NB engaged Trail Consultant and met with neighbor and staff at site. NB to have area surveyed. Perhaps move path to adjoining easement and away from fence. - Survey contact was signed last week on this project. Nichol should have more feedback in November. 7.7. On-going Business a.MPP Audit Status Report –BM & BE. Many members have finished the audit of their areas. The goal is to have verification complete by our November meeting. b.Property Review i. - No properties to review per Keren as of 10/21/2020 c.Fast Track Information - None 8.8. New Business a.Pathway Element, Roadside Paths, Goal-2-BE. BE noticed that the pathway element doesn’t specify that Roadside pathways must be IIB pathways. BE suggests that we pursue putting in native pathways along the roadside where and when possible. Nichol suggested entering a code compliance report in See, Click, Fix, if we see new plantings in the road right of way during our audit. b.27820 Saddle Court- NB. There is a request from the homeowner to move the easement down to the fence line. AB mentioned that this area does get very marshy in the winter. Engineering and public works are looking into the feasibility of this change. Staff will follow this area through the winter. 9.Presentations from the Floor 10.Reports from Other Meetings a.City Council - AD shared that TC passed a resolution that it is illegal to walk pathways that are not officially completed and open. TC discussed some changes to Standing Committee rules. b.Planning Commission - Nothing related to pathways was discussed. 11.Pathway Promotion & Communications a.Next PWC meeting: November 23, 2020 2 b.Next Property Reviewer….need a volunteer for November meeting if there are properties to review. 12.Agenda Topics for Next PWC Meeting - AD suggested making changes to the Q&A section for pathways on the town website to reflect the new process. BE also mentioned the Pathway Element may need some adjustments as well. 13.Adjournment Appendix A Approved Capital Projects 1) 2018/2019 Funded Projects a) Fremont-Estacada: Completed Q2 2020 b) Redwood Grove i) Aug PWC mtg, NB will talk with LA planning ii) Sept PEC mtg-NB said LA maintenance Supervisor states this project is not high priority, has liability concerns. NB to talk with the LA Public Works Director. Two concerns one political (who pays for it) and one engineering concern. They are concerned about managing the risk, liability and maintenance. Nicol and the LA public works manager will draft a letter to the LA city Manager who may bring this pathway up to the new LA town council. Currently with COVID this is not a priority for Los Altos. RP mentioned that maybe LA could grant an easement to LAH for the pathway and maintenance. c) Summerhill (environ. study and design..$80K)…see 3d below 2) 2019/2020 Funded Projects a) Natoma link to Elena (Poor Claire’s): Completed Q2 2020 b) Altamont Plunge (Design and Construction) i) Sept-NB sent a trail consultant report to PWC members….PWC voted to ask the consultant if switchback path could accommodate horses…preferred or else look at cost difference in stairs. Cost estimates are: Stairs $12,000. Switchback is $30,000. Consultant doesn’t think the switchback will be easily used by horses. c) Westwind Barn to Central (Design and Construction): Completed Q2 2020 d) La Paloma to Robleda (Environmental Study and Design) i) Aug PWC mtg, NB was going to field calls concerning the trail study. Complete ii) Sept-ZD says Environmental Study status will be out for public comment by November. There were comments about the existing section of this pathway being steep. Nichol is having the Trail People consultant to look into options for making this section less steep. 3) 2020/2021 Funded Projects a) Byrne Park Plunge ($33K) 3 i) Aug PWC mtg, NB and group to decide redo stairs or move path…. PWC concurs with NB direction to move the path to the easement. NB to bring design to PWC. Staff is going to ask to grant a pathway easement on top of the current utility easement. Keeping the step where they currently are. b) Edgerton Road Pathway ($50K) i) BE & AB-Fast track hearing on 9/29/2020. BE sent letter to SP ii) ZD okayed project to move ahead but owner must rough in native path through area where soil was piled onto berm and keep trees off path. c) Page Mill from Lupine to Via Feliz ($60K) i) Sept-NB to have trail consultant look at project and obtain price quote for both on-road and off-road paths. Next on the ToDo list. d) Summerhill (Increased budget to $350K to include some construction) i) (6) parcels built from El Monte to Nichole Lane Completed Q2 2020 ii) Sept PWC mtg- NB Finish survey by November and obtain iii) Nichol mentioned that she believes enough money has been allocated to finish phase 2 based on the $75 per linear foot cost to complete phase 1. Recommendation from Trail People on path. Construction to start in early Spring. Contract was signed last week. Will start early November. Phase 2 is 2100 linear feet. 4
