BE, AD, AB, MD, BM, JN (VM, SW, ND) 4.Ex Parte Communications - AD sent a message to the Town Council. AD had discussion with Jitze Couperus and Rajiv Patel about review of the MPP recommendations for the other annexed areas asking these be put on the PC agenda. AB met with TC subcommittee regarding associate members. BE talked to George Tyson and Roger Spreen regarding Storyhill. BM met with BE, Roger Spreen, staff and homeowners to walk the La Paloma to Robleda proposed pathway. 5.Announcements/Updates a.Town Staff Updates i.GIS Map Update - Zach Dahl mentioned there will be a GIS update available in July and the PWC will have access at that time to report missing or incorrect pathway segments. AD asked where the data came from for easements. Zach said these come from recorded documents. Staff knows it does not include all of the known information which will be addressed in GIS updates. There was discussion about where funding for these GIS updates comes from. Currently funding has come from two budget line items already approved. The walking map was the map used for pathways and will need some corrections due to some known errors to this map. This GIS update with easement information will most likely not be available to the general public but the PWC members will have access. A reprint of the walking map will be needed soon and the PWC committee will have the opportunity to comment before the maps are reprinted. ii.PWC review 1.Budget Update regarding CIP projects and pathways 2 a.Three pathway projects were added to the CIP projects with budget. (Byrne Park Plunge, Edgerton and Page Mill between Lupine and Via Feliz.) b.There is no budget available for new small projects. Nichol hopes to be able to make some adjustments at the midyear budget time to reallocate money to some smaller projects. 2.Status of approved CIP Projects a.Summerhill - Finished Phase 1. Staff is now working with the County on Phase 2. There are 2 parcels that have no easements. Staff will move forward to make connections to existing segments along Phase 2 as they wait for the two missing easements. b.Fremont/Redwood Grove - There is confusion within the Los Altos staff about who maintains/owners this section of pathway in Redwood Grove. Nichol will work with the LA department of public works to clarify so we can keep moving forward. c.Estacada - Complete, please remove from the agenda. d.La Paloma to Robleda - The survey staking is complete. The proposed pathway centerline and the property boundaries have been staked. Staff, homeowners with property easements, Roger, BE and BM walked the pathway. This project will be going to TC in July. BM mentioned that the fence at the end of the existing pathway has been vandalised so that people are trespassing on the proposed pathway. Staff has tried to correct these issues but the proposed pathway keeps getting reopened. There has been quite a bit of activity on these private properties which is concerning staff and some PWC members. Staff are working on this and are sensitive to the concerns. e.Altamont Plunge - Staffing is working with Trail People to come up with some options soon. iii.2020 CIP Projects - 3 new projects discussed above. iv.Native Path specification - Nichol forgot to send this out. This will be sent to AB to forward out to all committee members. b.Maintenance and Enforcement Issues i.Update on blocked paths 1.Fran’s Path - Glen Matsumoto wants to know what is happening with this issue because it is causing people to trespass across his property. The county says the current leak is not sewage. Staff is trying to figure out what is causing these water issues. Signage 3 has been posted. There used to be a fence in this area that has been removed. Glen would like to see that fence reinstalled. Staff is hoping to find the source of the leak soon. 2.East to West Sunset - AD asked about clearing the pathway. Zach mentioned that this is not on the map but it probably should be. It has not been maintained by town to his knowledge. 3.Matadero Creek - Nothing new to report. 4.Others ii.Maintenance c.Update on planned schedule for Planning Commission and City Council review of pathways - Zach said there are no other MPP items scheduled to go before PC or TC this year. AD is upset that annexed areas are not being reviewed in a timely fashion. (La Loma, Olive Tree, Burke Road, and other annexed areas). BM mentioned that it is her opinion that MPP is complete and we should not be discussing this further. Roger clarified that unresolved areas were broken apart and discussed and the other annexed areas will be handled as a policy discussion by the TC. 6.New Business a.Property Review i.12815 Deer Creek Rd. (New Residence and ADU, Lands of Rahman, APN 175-43-047, File SD20-0036) AD made a motion to pay the pathway fee. VM seconded. (ND, BE, AD, VM, MD, BD, JN, AB) Passed unanimously. (SW was not on the call at the time this was discussed.) Note: cover sheet of plans has incorrect address ii.26685 Purissima Rd (Lands of Stem Hsia, APN 175-45-055, File SD20-0030) There is an existing path on this property on the road right of way (or an easement). The existing pathway takes a jog around a telephone pole. The road right of way is 20’ and should be 30’. AD moves that we ask the homeowner to show the existing pathway and road right of way and easement (if it exists) on the plans and grant an easement if needed for the existing pathway. BE seconded. (ND, BE, AD, VM, MD, BD, JN, AB) Approved unanimously. (SW was not on the call at the time this was discussed.) iii.13210 East Sunset Dr (New Residence, Lands of Wu, APN 175-27-019, File SD18- 0008) The new voluntary easement for the pathway from Diane Drive to East Sunset recently approved at the TC meeting is on the drawings. There was discussion about who would pay the fees for recording the easement. Staff mentioned that waiving fees is not really up for discussion. BE moves that we accept the proposal from the homeowner to comply with the Master Pathway Plan by granting the required pathway easement from Diane Drive to East Sunset. AD seconded the motion. (ND, BE, AD, VM, MD, BD, JN, AB) Approved unanimously (SW was not on the call at the time this was discussed.) 4 iv.24160 Dawnridge Dr (New Residence and ADU, Lands of Andrews, APN 336-18- 012, File SD20-0040. Typically a pathway on Dawnridge would be on the other side of the street. AD moved that the homeowner pay the fee. VM seconded. (ND, BE, AD, VM, MD, BD, JN, AB) Approved unanimously. SW abstained as she just joined the call. b.Associate Membership – feedback from committee. MD mentioned that members received a survey and we should all reply to the survey and not spend time in the meeting. It was her understanding that Associate members will be voted by TC going forward but Roger clarified this was continued by TC to another meeting. TC subcommittee and committee chairs will be having a meeting on the topic of associate members soon. c.MPP Updates for New Annexations – discussion re: process. As mentioned above this is a policy that will be addressed by TC. 7.Old Business a.2020/2021 CIP Projects i.La Paloma connections ii.Altamont to Silent Hills Connection - VM mentioned that this is a maintenance issue not a CIP project. VM and MD will put in a Los Altos Connect maintenance issue. iii.Missing Segments on Magdalena. This is a large project with 30+ segments. JW was working on this but he is now on the PC and will no longer be available to work on this project. He hopes to pass his info along to someone else on the committee. Please reach out if you are interested. iv.New suggestions b.5 Year Plan – Suggestions - none 8.Presentations from the Floor - none 9.Topics of Interest / Open Discussion - none 10.Agenda Topics for Next PWC Meeting - Committee elections will be held at the next meeting. 11.Reports from Other Meetings a.VTA Meeting - Nichol mentioned there is not much to report as everything has been on hold with Covid SIP. b.City Council - AD watched the meeting. She reported that the Town is halfway through the process of annexing 8 parcels at the end of Ravensbury. c.Planning Commission - No report d.Fast Track - There was one project with discussion regarding the Bob Stutz pathway and properly documenting this path on the drawings. 12.Pathway Promotion & Communications - None 13.Next Pathway ‘ Walk ’ (independently): July 25, 2020 14.Next Pathway Meeting: July 27, 2020 15.Adjournment 5
