These will be forwarded to the committee. 2.La Paloma to Robleda - Sophia Zander reviewed Tim Best’s report and has given some feedback. The report will be shared with the committee and residents that are interested in this topic. This is a draft report. This report is extra and is not the environmental study. The document mentions the current “unofficial path”. Bridget Morgan wants to go on record that the illegally built path should not be called an “unofficial path”. The fence by the Millner property has been vandalized again. 3.Central Drive - pathway has been resolved as best it can. It is steep but does have water bars and a hand railing installed. 4.Summerhill - RFP for the survey work for Phase 2 including confirmation of the road right of way and the current easements. The RFP will go to the Town Council in August. iii.2020 CIP Project Updates - none iv.Native Path specification - Staff has worked on this and have incorporated Bob Elson’s comments. Most of the comments have been incorporated and the document will be ready to come back to the PWC committee. ND mentioned that water bars every 3 ft of elevation might be too far apart. Nicol replied that she has modified that section to allow staff the flexibility to change this as necessary. AD would like to add that fencing would be split rail style. b.Maintenance and Enforcement Issues 2 i.Update on blocked paths 1.Fran’s Path - Staff will be digging in the next few weeks to try to figure out where the water is coming from. 2.BE asked about the blocked path at 28545 Matadero Creek with two gates blocking the path. This is in Zach’s area so she has no new information at this time. The issue is in code enforcement. 3.Blocked path on Oak Knoll. AD mentioned that it is an emergency access easement. ii.Maintenance 1.Sewer work on Elena. Gravel was added but no side boards or curb to hold the gravel in. Also on Elena Road, in the segment across from 25680 Elena, all the surface material is gone, and there are hazardous roots. Shrubs need some trimming to clear the path as it heads toward Green Hills Court. Nichol mentioned that this will be addressed before the project is finished. 2.There have been a few water main breaks that have washed out some pathways. Staff is keeping track and will get these pathways restored. 3.Bob Stutz trail - There is a header board that has nails sticking up that is a safety issue. c.Update on planned schedule for Planning Commission and City Council review of pathways - There is no one on the call from planning to report. 6.New Business a.Property Review i.25680 Elena Rd (New Residence & ADU, File SD20-0050 , APN 182-16-053) The plans do not include any of the existing 2B pathway on the plan set. AD made a motion to have the current 2B pathway that is on this property be added to the plans and to restore it after construction is completed. BE seconded (BM, JN, AD, VM, BE, RP, ND, AB - yes) Approved unanimously. ii.27388 Sherlock Ct (Lands of Chung, New Residence, File SD19-0003, APN 182-29-038) This property was previously reviewed at the Jan 28, 2019 meeting. Previously an off road pathway from Moody Ct to Sherlock Ct was recommended. George Clifford mentioned there is a private road, Toyon Place and a public road, Moody Ct along the West side of this property. There was discussion about whether we could ask for a pathway easement along the proposed driveway that connects Toyon Place to Sherlock Ct, as was previously recommended. Jim Washura mentioned that this property has an easement granted from the neighboring property to get to 27388 from Sherlock Ct so the homeowner on 27388 can not grant access to Sherlock Ct. There is a large Open Space easement on this property. It was agreed that Roger will work to get clarification. 3 b.Stinkwort (Open Space Committee Update) - George Clifford from the Open Space committee mentioned that the committee works around this time of the year to help map out where Stinkwort is in our town. The Open Space Committee focuses on the roads and would like to encourage pathway members to walk pathways and report any along the town pathways. Please email George at George@Clifford.net . c.Election of Officers - Bob would like to throw his hat in the ring for Chair. AD seconded. BM asked if VM would be Chair or Vice Chair. VM declined the nomination for chair but agreed to vice chair nomination. BE nominated AD could be secretary. BM mentioned that AD is off the committee in November so that would only be temporary. VM asked if Judy would continue as secretary. Judy agreed. (Unanimous for all 3 votes). 7.Old Business a.Master Path Plan Update Refresher - Removed from the agenda b.2021 CIP Projects i. La Paloma connections - no report ii. Altamont to Silent Hills Connection - VM confirmed with Jacob that this is a maintenance issue. iii. Missing Segments on Magdalena - No report. Please reach out to Jim if you would like to work on this project. iv. New suggestions - none c.5 Year Plan – Suggestions - VM thinks we should be thinking about the role of the committee as things have changed and we should think about and give input on what our committee’s role going forward. 8.Presentations from the Floor - none 9.Topics of Interest / Open Discussion - None 10.Agenda Topics for Next PWC Meeting - AB mentioned as we will have new members in December, we should review on boarding new members. VM asked if we should consider reducing the size of the committee. 11.Reports from Other Meetings a.VTA Meeting - Most meetings have been cancelled or rescheduled. b.City Council - none c.Planning Commission - None d.Fast Track i.27408 Deer Springs Rd - AD attended the meeting. Zach recommended that the pathway easement be together with the emergency access easement. There is a chain across the emergency access easement.
