3.Review & Approval of Minutes of:
a.Jan 27, 2020 - VM moved to approve the minutes as corrected. AD
seconded. Approved unanimously. (AB, AD, MD, BE, VM, JN)

a.AB spoke to a property owner on Lower Page Mill project
b.BE spoke to two PC members on Storyhill Project
c.AD spoke to two homeowners on Via Ventana to Matadero Creek Project
5.Announcements/Updates
a.Town Staff Updates
i.Status of approved CIP Projects (From Town Manager’s
2/21/2020 report)
1.Summerhill
a.Phase I (El Monte to Hilltop) - From Nicole Lane to
Hilltop needs some county coordination so phase 1

has been shortened to El Monte to Nicole Lane.
This small segment is moving forward.
b.Phase II (Hilltop to Magdalena) - Staff is working
with Santa Clara County regarding the segment
from Nicole Lane to Hilltop.
2.Fremont/Redwood Grove - The survey is complete and the
installation plan will be coordinated with LA.
3.Estacada - Slated to start work at the end of February.
4.La Paloma to Robleda - 3 quotes were obtained. Survey is
slated to start March 22nd.
5.Altamont Plunge - Survey will be completed Feb 21st.
6.Westwind Barn to Central Dr. - The pathway is installed
and just needs landscaping and a handrail installed.
ii.GIS Map Update - no report
iii.Status of Native Path specification - no report
b.Maintenance and Enforcement Issues
i.Update on blocked paths - AB mentioned sewage is still leaking
on Lupine and the pathway is closed.
c.Update on planned schedule for Planning Commission and City Council
review of pathways - none updates.
6.New Business
a.Property Review
i.13254 East Sunset Dr. (New Residence, Project ID SD20-0008) -
No plan set was picked up so discussion was deferred to our next
meeting.
7.Old Business
a.PWC Member Presentations of CIP Project Proposals for 2020 and PWC
VOTE on prioritization (All presentations will be available at town hall)
i.Chapin & Robleda (AD) - This proposed project is not ready yet
and is withdrawn from CIP consideration.
ii.Via Ventana to Matadero Creek (AD) - This proposed project is to
move a fence and add a switch back to improve a narrow corner.
Both homeowners are agreeable to this change. See Project
diagram. Cost estimate = $4k.
iii.Edgerton Roadside Path (AB) - AB gave a presentation. Horses
ride on the steep paved road. There is 770’ of IIB path with water
boards. This project could qualify for a matching grant from Bay
Area Barns and Trails. Cost estimate = $77k
iv.Lower Page Mill (AB) - AB gave a presentation of Lupine to Via
Feliz. It is very dangerous to walk on Page Mill Rd. THis proposed
project would greatly improve the safety of pedestrians and
equestrians. Cost estimate = $111K proposed IIB as far from road

in the ROW. If we can get two easements, this project could be a
lot less expensive by moving farther away from the roadside berm.
v.Byrd Ln (AB) - This proposed project is on a quiet street but
connects to two off road paths that are not used as much because
there is on connecting path on Byrd Lane.. Cost estimate = $56k
of 880’ IIB path and 40’ native path in section near the driveway.
vi.Byrne Park Plunge (MD) - This proposed project is to
repair/replace some unstable old stairs. This includes repair on a
drainage pipe farther along the path near the bottom of the stairs.
This is part of the annual 5k walk/run. This is on a vacant property.
Cost estimate from town staff = $17.5k estimate.
vii.Foothill Park Connection (RP) - This proposed project was
deferred to 2021.
viii.La Paloma connections (JN & BM & SW) - This project was split
into two phases. This proposed project is to complete missing
segments along the westside of La Paloma to connect 15 already
installed but little used paths because of these missing
connections. JN gave a presentation. Phase 1 Cost estimate =
$75k and phase 2 cost estimate = $438k.
ix.Altamont to Silent Hills Connection (VM) -This proposed project is
a maintenance issue and is withdrawn from CIP consideration.
x.Missing Segments on Magdalena (ND & JW) - JW reported he
and ND are making progress on this proposed project but involves
many properties and will be presented at a future date.
xi.Foothill to Byrne via Story Hill Ln (BE) - BE reviewed the
presentation he gave to PC. This is a native path. Cost estimate =
$85k. This proposed project connects to Page Mill and would be a
good way to get closer to a pathway into Foothills Park.
xii.Dawnridge (AB) - AB gave a presentation. This proposed pathway
connects Dawnridge to Hilltop Ln and includes property owned by
Valley Water. It might be possible to get some help from Valley
Water to pay for this path. Since a 4’ bridge over Hale creek is
needed, BE suggests asking for $25k for an environmental study.
Cost Estimate was dropped from $56k to $25k for the creek study.
xiii.Summerhill (BE) - BE gave a presentation to ask for the money to
finish Phase 2 (Nicole Lane to Magdalena) of this long awaited
project. Cost Estimate = $400k
xiv.La Paloma/Robleda (BE) - BE gave a presentation asking for
construction money for this project. If the survey report is not
favorable, then this money would be reallocated. Cost estimate =
$185k. Jay Sutara wanted to let the committee know that he is still
very much in favor of this proposed pathway.

b.5 Year Plan - Suggestions - BE would like a PWC 5 year goal to be that
all parks in town are connected via pathways. JW wonders if we should
follow up any maintenance issues to ensure they get finished and not lost.
VM would like to have a better handle on what the costs are for installing
paths.
8.Presentations from the Floor
a.Les Earnest has two main concerns. One regarding fire safety and
emergency access routes. There should be at least one additional way
out of each cul de sacs. The second issue is the pathway construction
standards are not designed for modern families and are too focused on
equestrians.
b.Carol Gottlieb reminded us about the History walk being held Sunday
March 22nd starting from Foothill College lot one at 1 pm.

11.Reports from Other Meetings
a.VTA Meeting - SC reminded us that there is a call for projects. Fremont
phase 2 is being presented and hopefully Summerhill.
b.City Council - nothing to report
c.Planning Commission - BE presented Story Hill at the PC and it was
forward to TC with a 4-0 vote in favor.
d.Fast Track -Carol Gotlieb mentioned a property on Camino Hermosa is
being presented Tuesday (tomorrow) at 10am.

a.Pathways Run is coming soon in May.
