BE, JN, MD, ND,SW, approved (RP, BM abstain). The motion passed. 4.Ex Parte Communications 5.Announcements/Updates a.Town Staff Updates i.Status of approved CIP Projects 1.Summerhill a.Phase I (El Monte to Nicole Lane) Nichol is checking to see if it is possible to walk around the construction. Construction started today. AB and BE questioned the specification for the path being right next to the roadway. They mentioned that the path should be away from the roadway and meander when possible. Nichol mentioned that this straight line path was what was bid and would require sending this back to Town Council. Nichol can ask the contractor to stop work. There were concerns from members that it might be too late to make changes. Nichol will talk with the contractor and let the chair and the vice chair. Some members expressed concerns with stopping the construction. b.Phase II (Nicole Lane to Magdalena) Waiting until shelter in place is lifted to be able to work with the County and other agencies. 2.Fremont/Redwood Grove - The design has changed and Nichol will send it to the committee for review. It has been sent to Los Altos for comment. 3.Estacada - The upgrade to a 2B path is complete. 4.Estacada - A concerned neighbor is worried about a new pathway that ends in a drainage area that they feel is not very safe. Maybe the PWC should look into doing a project to resolve this area. 5.La Paloma to Robleda - Town received the survey data. Nichol asked if the PWC would like to see the survey and preliminary layout before an RFP goes out. BE says yes. BM mentioned that the homeowners would like a ribbon staked line for the pathway which town agreed to with the homeowners last summer. She feels this should happen before any more money is allocated to this project. Zach says the RFP is for the environmental study. 6.Altamont Plunge - The previous alignment was in private property. We either need to ask for more space from the homeowner or redesign. Nichol asked if steps are a possible option. This may rollover to next year. The engineers feel that to keep in the public space, it will be a little steep. ii.2020 CIP Projects - There is about $700,000 to spend on projects this year. Our priority was submitted after the last meeting. Deborah has all of the presentations. Nichol will get these from Deborah. iii.GIS Map Update 1.The contractor would like to come to the next PWC meeting to show the base map, the trails and the pathway easements. At that meeting, we can discuss how we will roll this out to the public. This will be added to the agenda for next time. iv.Status of Native Path specification - The draft is complete and will be sent to the chair and vice-chair. b.Maintenance and Enforcement Issues i.Update on blocked paths 1.Fran’s Path - Sewage issue - County Health should be working with the homeowner to address this sewage problem. Zach will check in on this. 2.Others - Materdero creek is in code enforcement. No other updates. ii.Maintenance 1.Thank-you to the Maintenance Team for all of their hard work. 2.Ursula to Edgerton will have maintenance tomorrow. 3.Saddle Ct. to Arastradero Rd – The path is installed but does not seem to be maintained. It is hard to follow with the long grasses. 4.Clausen Ct. - Path sign is needed. 5.Path post at 11676 is installed backwards c.Update on planned schedule for Planning Commission and City Council review of pathways. Storyhill will go to council at the regular TC meeting on May 21st. This is the last of the unresolved areas to be reviewed as part of the MPP Update of 2015. BE offered to be available for the background on these segments. 6.New Business a.Property Review i.13254 East Sunset Dr. (New Residence, File SD20-0008, APN 175-27-033) Electronic plans were circulated. Some members did not get them, Alisa will share them with us. It is difficult to tell if there are retaining walls that will remain in the 30 feet setback. There is a 10 feet easement on the next door property. It might be good to ask for a 5ft easement. This is going to PC at the May 7th PC meeting. AD moves that we ask for a 10ft pathway easement along the south side of the property on the property line to the next property which has an easement. This segment connects to the off road pathway to connect to Diane drive. (BE, JN, RP, ND, MD, AB, SW, AD approved. BM abstain.) The motion was approved. There was discussion about a path on the East Sunset road right of way. JN made a motion to add two lines to denote the potential future path on the road right of way. BE seconded. (BE, JN, ND, MD, AB, SW yes. RP, BM, AD no) The motion was passed. ii.13902 Campo Vista Ln. (New Residence, File SD20-0022, APN 175-23-075) There are 9 properties.There was discussion if the path should be marked on the Campo Vista and the Fremont sides of this property. AD move that we have a 2B path marked on drawings along the Campo Vista side and a 10ft pathway easement on the Fremont Road Frontage. ND seconds the motion. BE says that maybe we could ask for Measure B money for the Fremont side property. The motion was withdrawn until our next meeting. There was discussion about what will happen with the parking along Campo Vista which parents use for Gardner Bullis school. b.Consideration of Associate Member - Nina Sutaria would like to join as an associate member. She is the chair of the Parks and Rec committee. She has attended quite a few of our meetings. She walks the paths regularly with her 4 kids. (JN, RP, AB, AD, ND - Yes. BE, BM, MD, SW - no) Nina will be an associate member. 7.Old Business a.CIP Projects La Paloma connections Altamont to Silent Hills Connection b.Missing Segments on Magdalena c.Foothills Park connection d.New suggestions - Estacada Drive and Manuella corner to connect to the new path installed on Manuella. e.5 Year Plan – There are some changes in the dynamic with town and the role of the PWC. - JW will start looking at this topic to present at a future PWC meeting. 8.Presentations from the Floor a.Carol Gotllieb asks if solid metal fencing along a pathway will be addressed by the committee at a future meeting. 9.Topics of Interest / Open Discussion - none 10.Agenda Topics for Next PWC Meeting - GIS and Campo Vista property. 11.Reports from Other Meetings a.VTA Meeting- none b.City Council - none c.Planning Commission - none d.Fast Track - Jim attended two meetings and has no report. 12.Pathway Promotion & Communications a.Pathways Run canceled b.Parks & Rec is looking for ideas for engagement of town residents utilizing pathways 13.Next Pathway Walk: cancelled 14.Next Pathway Meeting: May 14, 2020. The regular meeting May 25 is memorial day and after the TC meeting. 15.Adjournment
