Pursuant to Government Code Section 54953(e):
NOTICE OF TELECONFERENCED MEETING
On September 16, 2021, Governor Newsom signed Assembly Bill 361 (2021), which amended Section 54593
of the Government Code to allow local legislative bodies to continue to conduct meetings by teleconference
under specified conditions and pursuant to special rules on notice, attendance, and other matters. As the City
Council for the Town of Los Altos Hills has made the findings required by Government Code Section
54953, the Council, the Planning Commission and Committees will continue to conduct meetings by
teleconference and the Council Chambers will not be open to the public for this City Council meeting.
Pursuant to the requirements of Government Code Section 54953(e), members of the public will be
provided with notice of how they may access the meeting and offer public comment. Members of the
Public may participate and provide public comments to teleconference meetings as follows below

homeowner
i. Homeowner recalls PWC agreed to “Pedestrian Only” easement.
ii. PWC has no recollection of agreeing to anything other than standard easement
language that includes both pedestrians and equestrians.
iii. Bridget moved to have proposed pathway ribboned

vi. Bob moved that the PWC requested an exchange of the current multi-use
easement (a pedestrian/equestrian easement as stated in the Pathways
Element) to an equivalent multi-use easement that is rerouted to minimize
impact to homeowner

b. Pathway Easement along South Side of Fremont (along S-curve)
i. No progress yet
c. Bassett Lane Pathway-Status
i. It’s walkable but looks like a fire road (trees and shrubs removed) rather than a
native path
d. Natoma/Sterling Subdivision-Status
i. City Council approved our pathway map proposal; bridge footings are in, and
bridge is on order
e. Report and presentation requests by CC. Request by CC in their July meeting during PWC status
report
i. How to build more paths at a greater rate than in 2020/2021.

a. Team met and developed a list of draft recommendations which
they reviewed with the PWC; Bob will send to the draft to the
entire PWC

New Chair Guiding Principles

b. Help Staff, don’t be a burden to Staff
i. Everyone becomes a pro with the GIS system and other
government sites to find information for themselves
2. Be Proactive
a. Achieve goals by being active
3. Use the Pathway Element, Open Space & Recreation Element, Circulation &
Scenic Roadways Element and Safety Element to guide direction and action.
4. Have fun. Discuss ideas and not people. Work together.
5. Agree or disagree, please show respect for others and their time.

Appendix -D
New Chair Goals for PWC
1. Help Staff release the updated MPP ( 2021)
2. Determine the scope for completing the current Pathway System per the MPP
a. Physical inventory of: (work with Planning, start September 2020)
i. What is in place and okay to walk
ii. What needs major repair
iii. What needs to be built
iv. Determine the preferred side of the street for the pathway
3. Create a prioritized list of projects to finish pathway system
a. Generate methodology for prioritizing projects
i. Example: 1) Off-road, 2) Fill-in on major roads, 3) Links to parks and open
spaces, 4) Loops, & 5) all the rest 6) other
b. Projects submitted shall be detailed and helpful for Staff, PC, and CC.
4. Capture historical data and get it into the GIS system (Easements)
5. Develop detailed presentations if the PWC is to suggest adding to the MPP
6. Promote path usage:
a. Parks and Rec
b. Presence at town events: Picnic(1st Sun. June), HoeDown(1st Sat in Sept),
Pathway Run(1st Sat in May), New Year’s walk(1st of Year, Jan)

Property Review, The New Process
Review of properties:
1. Does the MPP list a path on/near this property? Include study of map.
2. Determine if a path on this property is required (side of street?)
3. Determine if an easement is required to satisfy MPP
4. Make sure path is shown on homeowner plans, if on MPP
