MD seconded (JN, BE, LB, BM, RP, BM, VM, SW) (AB abstained) Motion approved. 4.Ex Parte Communications - none 5.Updates by Town Staff {Public Works (acting): Zach Dahl & Planning: Zach Dahl(ZD)} a.CIP Projects approved by City Council (Appendix-A: Additional Information & Appendix-C: Completed Projects) i.Redwood Grove - BE with Mayor Tanka will meet with LA council member to try to push this project along ii.Altamont Plunge (See attached 3d model of switchback option) PWC gave approval to pursue the plan shown in the 3D model hyperlinked in the agenda. iii.La Paloma to Robleda - The target is to have a design team hired and ready to start the engineering drawings by summer. ZD will try to be ready for construction by Sept 2021 but a more realistic goal would be spring 2022 . BM asked if there is a need to get any permits. ZD mentioned that Live Oak Associates has said if the bridge footings do not go into the creek then a permit is not needed. iv.Burne Park Plunge - Town is asking for pathway easements over the public utility easements and additional easement. The homeowners are agreeable to the plans. Christine targets it will take a few months to get the paperwork sorted out and passed by CC. v.27447 Edgerton Rd(Town extends path along property toward Wallace Stegner Path) The survey and preliminary design work will be finished by July. this will be a project for FY 21-22. vi.Page Mill, Lupine to Via Feliz - Survey is in the bid process. The goal is to have the bids in the next week or so and could have a topo back by June. vii.Summerhill Rd - The plans are looking good. The homeowners have not been contacted yet. Staff would like to have the PWC to engage the homeowners with the initial plans especially for the 3 homes where an extra easement is needed. BE, LB, and Carol Gottlieb will contact the homeowners. b.Maintenance-Enforcement-Staff Evaluations (Appendix-B: History on items) i.Blocked paths 1.Matadero Creek Lane- Status report from (5) PWC members visited the property and reports will be pushed to PWC May mtg due to time constraints tonight. Any other PWC members are welcome to make a site visit. Just let BE know. RP asked if any of there are any minutes from staff or planning meetings that go with the previously stamped and approved plans. Cindy Wenig (homeowner) will furnish photos of drawing approval dates so RP can explore meeting notes around the time the drawings were approved 6.On-going Business a.Path along South Side of Fremont (along S-curve) 2 i.13902 Campo Vista : Plat map looks good (see attachment) BE showed the proposed drawing giving 3 small extra easements to get around some guide wires on the PG&E poles. ii.13891 Ciceroni : Asked prop owner to address concerns when BE & JN walked what was proposed - BE and JN had some concerns that current plans could be dangerous. b.Status on GIS MPP release-ZD - ZD is hoping to have the MPP released in the next two weeks. The amendment date will be May 2020 and a publish date of April/May 2021. c.Walking Map Audit i.PWC is marking up current town walking map - Most of the PWC members have finished their updates. RP is finishing up tonight and BM is next. d.Marking up GIS to show missing segments per PWC audit. When/how-ZD Staff is still working on the currently entered MURFs and next month we should be able to discuss a game plan for marking up missing segments and MURFs to go along with them. e.Pathway Easement Layer on the GIS i.Sue Welch has digitized (5) property information and has passed information to Zach so a trial Easement Layer can be evaluated. The first step is to get the rest of the easements digitized and entered into the GIS system. This is a fiscal 21/22 project for staff. AB will confirm with Anne Duwe and Sue Welsh to ensure staff has all of the easements we know about. ii.PWC looking for direction from Planning /Lynx - Linking to the actual documents in the GIS will be a future CIP project. 7.Property Review i.Information is not coming to PWC on a timely basis - BE mentioned some FastTrak meetings come up quickly. ZD mentioned that BE can send a message back to the planner that it will be reviewed at the next PWC meeting. 8.Old Business a.None 9.New Business a.CIP projects for 2021/2022 (see attachment)- PWC Vote - AB shared two proposed projects Country Way estimated at $140K and Moon Lane to connect two existing IIB pathways estimated at $60-95k. VM mentioned Page Mill to Matadero Creek under maintenance in the Feb meeting. BE suggests La Paloma to Robleda at $250k. Summerhill at $75k. Miscellaneous for gaps at $75k. Funding for uploading easements and a missing segments layer in the GIS at $25k. Vote results: i.Page Mill - Moon Lane (#5) ii.Page Mill Country Way (#4) iii.La Paloma/Robleda (#2) 3 iv.Summerhill (#1) v.GIS Layers for easements (#7) - (Note, PWC members thought CC should fund this through General Fund) vi.Miscellaneous Path Segments (#3) vii.Page Mill to Matadero (#6) Could be miscellaneous segments. 10.Presentations from the Floor - none 11.Reports from Other Meetings a.City Council - GIS and easement updates are a high priority. BE will work with LS to get funding. b.Planning Commission - BE met with one homeowner ( 13781 Ciceroni Lane ) about a slight easement change to ensure the pathway we discussed previously can be installed. 12.Pathway Promotion & Communications - none 13.Agenda Topics for Next PWC Meeting a. none. 14.Adjournment at 8:21pm 4
