Request: For consideration of approval of funds to complete the installation of the Town's repeater, W6LAH freq. 146.745 at the PHWD La Cresta Water Tank site. Scope of Work General The following is the work description and cost estimate for completion of the Town of Los Altos Hills Emergency Communications repeater installation at the PHWD La Cresta water tank site. The purpose of this project is to complete the radio communications facility for the Town of Los Altos Hills Emergency Communications for the town's emergency communications radio repeater at the La Cresta water tank site. The facility shall consist of a modified existing tower supporting the antenna, a pre -fab communications equipment shelter, installation of the shelter pad, and installation of related power and phone connection service. The tower supporting the antenna will be a modification to an existing PHWD tower at the tank site and will be a co -location with the water district antenna. Technical requirements have been jointly addressed by the water district staff and the antenna/repeater subcommittee of the ECC, as well as by the Chair of the ECC. The work and responsibilities for both the Town and for the supporting activities by Purissima Hills Water District have been reviewed and approved by Patrick Walter for the PHWD. Site preparation and installation: 1. Prep work (by the Purissima Hills Water District staff): a. Concrete pad, approximately 50 inches by 60 inches, for the equipment cabinet and adjacent to the existing tower under modification. b. Open existing trenches for PVC duct installation, as required for power, coax feeders and telephone. 2. Installation work including: (by Gardini Electric Co., per attached quotation.) a. Addition of a 10 -foot tower section resulting in a 40 -foot high tower. This will replace the functions of the existing temporary 40 -foot pipe mast. b. Removal and reinstallation of the existing PHWD antenna. c. Installation of repeater antennas supplied by LAH. d. Installation of duct for power, coax feeders and telephone, as required. e. Installation of coax feed lines. f. Installation of electric power from existing PHWD cabinet to equipment cabinet. g. Mounting of equipment cabinet on the concrete pad. 3. Installation work including: (by LAH Emergency Communications Committee technical members.) a. Installation of the radio repeater. b. Installation of ancillary equipment within the equipment cabinet. Estimated Cost: Purchase of the following: by the Town of Los Altos Hills. 1. Services of Gardini Electric Co per attached quote. a. Materials: $ 1695.26 b. Labor: $ 3724.00 c. Bucket rental: $ 862.60 d. TOTAL Gardini Estimate: ------------------------------------------ $ 6,281.76 (Note: Bucket rental possibly replaced by use of LAH bucket truck.) 2. The following is a list of materials and services we propose to provide for this project. 1. 2-IS-50NX-C1 Polyphaser 2. 2-SA253UA Side arm mounts 3. 1-25G 10 foot tower section. 4. 1-18050SPHS 5 -foot mast. 5. 8-N connectors. 6. 2 -Cable ground kits #204989-1 7. 200 feet LDF4-50 Cable. 8. 1-18XI8X10-rain tight screw cover pull box. 9. 2-3/4 inch plastic cord grip connectors. 10. 20 feet 2 inch PVC Schedule 40 conduit. 11.4-2inch PVC 90 degree bends. 12. 4- 2inch PVC couplings 13.2- 2inch bell ends. 14. 2-2inch terminal adaptors. 15. 2-2inch lockriuts. 16. Material as necessary to install a 120 -volt duplex outlet in the radio enclosure. 17. 1-1/2"X 8 ft ground rod with clamps. 18. Misc. clamps, straps, tie wraps, fasteners, etc. The cost of the above material is $1695.26. The cost of labor to install the above material is estimated to be $3724.00. The cost of a JLG 45 boom/man lift is $862.60 for 2 days including the delivery and pick up fee. We have not included any work related to the telephone line, as we do not know what the requirements may be at this time. The radio cabinet is not included in this price. TOWN OF LOS ALTOS HILLS May 5, 2005 Staff Report to the City Council RE: AWARD OF CONTRACTS FOR THE EMERGENCY COMMUNICATION ANTENNA FACILITY AT THE LA CRESTA WATER TANK SITE FROM: David Ross, Acting City Enginee(�,__Y&u APPROVED: Maureen Cassingham, City Manager RECOMMENDATION: That the City Council adopt the attached resolution authorizing the City Manager to award contracts for the emergency communication antenna facility at the La Cresta water tank site in the amount of $15,742.76. DISCUSSION: The proposed tower improvements on the Purissima Hills Water District (PHWD)'s water tank site at 12863 La Cresta Drive will provide a repeater antenna for ham operators collecting information in the field for Town staff in the Emergency Operations Center. The proposed project will complete the radio communications facility for the Town's emergency communications. The facility consists of a 10 -foot extension of the existing antenna to a total height of 40 feet, a pre -fabricated 5'x4'x4' communications equipment shelter, installation of the shelter pad, and installation of related power and phone connection service (see attached scope). The tower supporting the antenna will be a modification to an existing PHWD tower at the tank site and will be a co -location with the PHWD's antenna. The work will be jointly performed by the PHWD staff, contractors and Town's Emergency Communications Committee teelmical members. Total project cost is estimated in the amount of $15,742.76. BUDGET IMPACT: Sufficient funds are available in the California Law Enforcement Equipment Program (CLEEP) Fund. Staff recommends approval of this request. Staff is available to answer any questions that the City Council or citizens may have.
