TOWN OF LOS ALTOS HILLS May 6, 1999 Staff Report to the City Council RE: RECOMMENDATION FOR EXPENDITURE OF AB 3229 "COPS" PROGRAM GRANT FUNDING FROM: Jeff Peterson, City Manager (01 - Recommendation: 0 Recommendation: That the City Council consider the recommendation presented in this report for expenditure of the COPS Grant funds and either; 1.) Adopt the attached resolution approving the expenditure of COPS funding for bicycle safety programs for youth; or 2.) Direct the Sheriffs Department and the City Manager to develop alternative program choices for expenditure of the COPS funds for presentation to the Council at a future date. Discussion At the April 15, 1999 meeting, the City Council approved a recommendation for the purchase of a radar trailer using the AB 3229 grant funds. These radar trailers are useful for making drivers aware of their speed, especially in areas where speed limits are often being abused. The Council voted to purchase one of the radar trailers with the recommended options at a cost of approximately $14,425.00. Staff had also recommended that the Town sponsor bicycle safety programs up to a not -to - exceed amount of $6,000.00 for next year. These programs are conducted by a non-profit organization called Safe Moves, that specializes in bicycle training for youths. This training has been sponsored by the Town for the past three years using COPS grants, and has proven to be well attended. At that meeting, the City Council inquired about details of past events, such as, how well attended the programs were by the Town's youth. This item was continued so that staff could bring this information back to the Council. Staff has attached information received from Safe Moves for the three years that the program has operated in Los Altos Hills. In that time, 15 workshops have been conducted at local schools and the Art & Wine Festival, with 1017 students receiving the training in 1998 and 1999 (1997 figures were not readily available). Included with the attachments are some evaluation forms completed by the school administrators after completion of the workshops. In light of the program's success, staff recommends that the Council allocate $6000 of COPS funds for additional bicycle programs in the upcoming year. Staff is available to answer any questions that the City Council or citizens may have. Attachments: Information on Safe Moves bicycle safety programs RESOLUTION No. A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING THE RECOMMENDED PROGRAMS AND EXPENDITURE OF AB 3229 "COPS" GRANT FUNDING WHEREAS, the Town of Los Altos Hills is the recipient of AB 3229 "COPS" grant funding equal to $18,438.58 for fiscal year 1998-1999; and WHEREAS, $6379.09 of COPS grant funding remains unused from the previous fiscal year which may also be spent this year; and WHEREAS, the City Council has reviewed the "Safe Moves" bicycle safety program recommended by the Santa Clara County Sheriff's Department for enhancement of the Town's law enforcement efforts and agrees with this recommendation; NOW, THEREFORE, the City Council of the Town of Los Altos Hills does hereby RESOLVE, that an expenditure of $6,000.00 of AB 3229 grant funds are hereby approved for the purposes of sponsoring bicycle safety programs for youths using the Safe Moves non-profit organization. Due to schedule constraints at Pinewood Middle School, they were unable to set a date for us to conduct their workshops this year. In order to complete the contract we conducted a school training course at Bullis-Purissima Elementary on January 29, and February 1, 1999, The school training course conducted on January 29, 1999 was done as a no charge and the school training course conducted on February 1, 1999 was charged as an In - school workshop.
