RE: RECOMMENDATION FOR EXPENDITURE OF AB 3229 "COPS PROGRAM"
GRANT FUNDING

Recommendation: That the City Council consider the recommendations presented in this report
for expenditure of the COPS Grant money and direct the Sheriff Department to implement the
Council's decision up to an amount not to exceed $22,484.19.
Discussion
In 1996, the California State Assembly passed AB 3229 (COPS Grant Program) which
provided funding for a one year grant for local agency public safety programs. The intent
of the grant money was to fund anti-crime programs, youth education programs, and
activities that supplement front line law enforcement. The grant money for each public
agency was to be allocated for programs recommended by the police chief or lead law
enforcement officer and approved by the City Council.
In fiscal year 1996-97, Los Altos Hills received approximately $18,000 in funding which
was spent on several programs. These programs included: a bicycle safety program for
youth; public works radios for the Sheriff's Deputies enabling them to communicate
directly with the public works crew; infrared night vision scopes for detection of prowlers
in unlighted areas; and a preliminary alcohol screening device for the testing of drivers
suspected of drunk driving. All of the proposed purchases were made and programs
administered by the Sheriff's Department requiring only minimal Town staff time to
maintain a financial record of the grant expenditures.
The State has again appropriated the COPS grant money for fiscal year 1997-98. This year,
$18,342.43 of new grant money has been received by the Town. Combined with $4141.76
of funds from last year that were not spent, a total of $22,484.19 is available to the Town
for new programs.
This year, the Sheriff's Department has recommended the expenditure of grant money on
three programs; the Safe Moves bicycle safety program, the TRAK Computer System
which aids in the recovery of abducted children, and a car mounted video system for the
patrol cars used in the Town. The bicycle safety program was very successful last year and
therefore is recommended to be repeated. The TRAK computer system would be used and
paid for by all of the Sheriff's Department contract cities and is 50% funded by a grant
from another foundation. Car mounted video systems are increasingly being used by law
enforcement agencies to help avoid lawsuits and record evidence during chases and when a
vehicle is stopped on the roadway. ABAG has been strongly encouraging their member
public agencies to install these types of systems in patrol cars, and sponsored a group
purchase of the systems last year for member agencies with in-house law enforcement
departments.
Each of the proposed programs is discussed in detail in the attached information supplied
by the Sheriff's Department. Staff believes that the programs recommended by the
Sheriff's Department will be of great value to the Town and recommends that the City
Council approve the expenditure of COPS grant money as recommended.
Staff is available to answer any questions that the City Council or citizens may have.

"TRAK" is a community-based program that accomplishes two crucial tasks: Equips law
enforcement with technology needed to quickly create and electronically distribute color
flyers, the most effective response to a missing or abducted child. In so doing, TRAK
equips law enforcement with a powerful weapon to use every day in the fight against all
crimes in response to emergency situations.
Acts as a catalyst to build more effective teamwork between law enforcement and the
community. Consistent and timely sharing of information is fast, affordable, and easy.
Citizens, schools, and businesses become active, alert, and fully prepared parts of the
team safeguarding the community.
SocialTech, Inc., is a non-profit organization, developed the TRAK program, built an
impressive team to make it a reality, wrote the custom software, and is helping
communities across the nation implementing the program. TRAK integrates the public
and private sectors in a collective effort, making a previously unattainable solution
possible.
The TRAK system consists of sate -of -the -art Hewlett-Packard components, including a
scanner, color printer, and Pentium PC. It includes a modem and CD ROM drive. To
maximize reliability, components are 100% compatible with other TRAK systems.
The Koret Foundation provided a $300,000 grant to SocialTech, Inc. To date, $200,000
dollars of the grant have been utilized by other agencies. The cost of the system will be
$9,201.25. Half of the cost will be paid from the grant. The balance of $4,600.62 will be
shared by the three contract cities, Los Altos Hills, Saratoga and Cupertino. The cost to
the City of Cupertino is $3,174.95, City of Saratoga $925.67, and the cost to the Town
of Los Altos Hills $500.00. The three cities will not incur any direct costs as the moneys
will come from the "COPS" funds.
The TRAK system will be installed in the Sheriff s Office Westside station.

In addition to providing the best chance of safe recovery for a missing or abducted child, TRAK enables law

TRAK Works!
Since December 1995, TRAK has contributed to the safe recovery of three abducted children in the
Bay Area, as well as many missing or runaway persons. These three cases demonstrate TRAK's
effectiveness in building the needed response to safely recover missing and abducted children. Key
elements of the TRAK Program have been validated by these real cases:
♦ Photos Work. Immediate distribution of high-quality photo images provides the best
chance of safe recovery.
♦ Respond Immediately. In the crucial first minutes following an abduction, a coordinated,
inter -agency response is needed, one that includes all law enforcement, the media, volunteer
groups, and the community -at -large.
♦ Equip Law Enforcement. Each police agency needs the ability to respond effectively and
immediately—able to capture images, print flyers, and distribute them electronically --to
activate anyone able to help in the recovery effort.
TRAK enables fast and effective inter -agency and community -wide responses. In addition to
providing a greater measure of safety for every child, these abilities are valuable in response to
many other crime and emergency situations, which benefits all citizens. Agencies using TRAK have
reported many felony arrests directly attributable to TRAK's powerful imaging and
communications technology.
Kristine C.
December 11, 1995, Hillsborough, CA. Kristine was
grabbed off the street near her school by two men in a
white van. Kristine's parents were out of the country and
the only available photo of Kristine was the school's full
class picture. Kristine's image in the class photo was the
size of a fingernail. TRAK captured the image and, in just
minutes, printed high-quality color flyers which were
distributed to agencies in the area and to the media. The
flyer was shown on newscasts that evening. Kristine was
released unharmed at a nearby hotel later that night.
It was TRAK's sophisticated imaging technology that
enabled law enforcement to quickly produce the highly
recognizable color flyer of Kristine broadcast by area TV
stations. Hillsborough Police Chief Bob McNichol has
stated that one of the factors in Kristine's early release was
the heat placed on the abductors by the widespread
broadcast of Kristine's photo on a TRAK flyer.

October 10, 1996, Los Altos, CA, 7 year old Jaime was
abducted from his guardian's home by his biological
mother, who had a history of child abuse and mental
illness. Using TRAK's communications capabilities, the
Los Altos Police Dept. distributed flyers of both Jaime and
the mother electronically to over 40 law enforcement
agencies in the area. At the same time, they sent the flyers
to police departments in the San Diego, Sacramento, and
Reno areas where they had reason to believe the abductor
might flee.
Later that evening, a Reno police officer responded to a
report of a burglary at a motel. Upon arriving at the scene,
the officer recognized the mother, arrested her, and safely
recovered Jaime. He was carrying a copy of a flyer with
the mother's image on his clipboard.
TRAK's powerful communications technology was used to electronically distribute images of the
victim and abductor, delivering all simultaneously within minutes. Just hours later, a patrol officer
over two hundred miles away made an arrest and recovered the child because he had recognizable
images in his possession.
Edwin C.
December S, 1996, San Jose, CA, Edwin, age 3, disappeared
without a trace from a laundromat while his mother was
washing clothes. The San Jose Police Dept., using their
TRAK system, produced high-quality color flyers with
Edwin's picture. They distributed the flyers to 100 officers
engaged in the search and to volunteer groups helping in the
effort. In a matter of hours, Edwin's photo was placed all over
the area and the media was reporting the case.
After midnight, a waitress at a restaurant just 1 mile from the
Laundromat saw a man and a boy in a car in the parking lot.
She recognized the boy as the one pictured on the flyer posted
in the restaurant. She called the police and the abductor was
arrested. Edwin was returned safely to his family.
Immediate production of high-quality flyers and quickly
involving the community -at -large made the difference for
Edwin. High-quality color photos are the most recognizable, and putting the image in front of as
many people as quickly as possible provides the greatest chance of safe recovery.

BICYCLE SAFETY PROGRAM
The Sheriff's Relations Unit and the patrol officers are frequently called upon to present
bicycle safety programs to children. Due to the fact the bicycle safety workshops and
rodeos are staff intensive and require an inordinate amount of organization and
preparation, it is more cost effective to contract through a private company.
Safe Moves was started in the City of Los Angeles in 1986. The program was established
to educate children about traffic safety and train them to be safe pedestrians, bicyclists,
and bus, train, and automobile passengers. Their program promotes bicycle safety
through workshops, bicycle rodeos, and community outreach programs. With interactive
programs and community partnerships, Safe Moves has contributed to the decrease in
traffic related injuries and deaths in Los Angeles. Safe Moves has documented a 34
percent reduction in bicycle and pedestrian related injuries and deaths of school-age
children. In 1993, Safe Moves was the winner of the 1996 Secretary of Transportation
Community Partnership Award for Child Transportation Safety.
It is important to educate children in bicycle rules and regulations as well as traffic safety.
This proposal through "Safe Moves" will incorporate in class instruction as well as a
"hands-on" training course with realistic traffic situations. "Safe Moves" will present an
in -school workshop presentation at all three schools, at the elementary school and middle
school level, in Los Altos Hills. This workshop will be a discussion of the different
elements of bicycle, pedestrian and skating safety along with safety exhibits,
demonstrations and audience participation.
Safe Moves will also conduct one civic event training course at a designated public site in
or near Los Altos Hills. The training course features realistic traffic situations students
encounter each day and challenges the child's ability to recognize and react to traffic
situations. The students learn to anticipate and react safely and become safer commuters.
The training course will also include bicycle and helmet inspections for those who bring
their own equipment. Safe Moves instructors will evaluate each bicyclist on their current
level of understanding of traffic laws and the level of bicycle skills. Students are given an
evaluation of their performance and a checklist of areas they need to work on with their
parents.
For the civic event, Safe Moves will provide for the Town of Los Altos Hills; the event
banners with the Town of Los Altos Hills logo, all promotion and advertising, including
press releases, all the staffing for the events, safety literature, props needed for the
training course, prizes, and all pre and post arrangements for the event.
The Santa Clara County Sheriff's Office will provide the date and site of the civic event,
dates and sites of the in -school workshops, approval of all printed materials to be
distributed, coordination of bicycle registration through the Fire Department and
coordinate the town representatives and officials for the event activities.

CAR MOUNTED VIDEO SYSTEM
Because every traffic stop is potentially dangerous, in -car video cameras could save an
officer's life; suspects who would resort to violence may think twice before doing so
when they know their actions are being recorded. With in -car videos, routine stops have
a better chance of remaining routine.
Videotapes delivers the whole truth and nothing but the truth. In -car video provides an
indisputable account of traffic stops, such as; DUI tests and results, verbal consents for
vehicle searches, proof that proper procedure was followed, and establishes "probable
cause" for the stop.
Video systems have changed the way that many departments document vehicle stops and
arrests. A video camera is mounted in front of the rear view mirror. This camera is
movable and there is a small monitor that shows the deputy the area being filmed. The
main VCR is mounted in the trunk area of the patrol car. This is a system designed for
law enforcement so the camera offers low light sensitivity, locking auto focus and 450
lines of horizontal resolution. This results in a better than "normal" picture which is
important for the night time hours that a patrol deputy works. The unit also has a wireless
microphone that will record the deputy and the violator or impaired drivers words. The
recording can be turned on several different ways. The video unit is wired into the
emergency equipment so that when the lights are activated the system turns on. The
wireless microphone has a remotely activated switch that can turn on the video unit.
There is also a manual switch on the unit that the deputy can turn on.
Having these units installed will help to record the interaction between the deputy and the
person that was operating the car. When an impaired driver is arrested this record will
provide invaluable evidence when needed for prosecution. The recording can be used to
document the deputy's actions should a complaint arise about their actions. The tape
could be used as a training aid to train new officers or to further develop the current
deputies.

About the Options...
Covert In -Car Mic
There's a story about an officer who conducted a
vehicle search after placing two suspects in his
patrol car. When he returned to his patrol car, he
reviewed the tape and listened as one suspect
expressed relief that the officer hadn't found the
hidden compartment under the back seat where
the drugs were stored. End of story.
Tape Guard
To protect officers against false claims of tape
tampering, some agency policies dictate that
officers remove and turn in tapes at the end of
their shift, then reinsert them on their next shift
to continue recordine where they left off.

Tone -Coded Squelch
A common and convenient way to activate the
recorder is with the power switch on the wire-
less mic, which comes with two of eight FCC -
approved frequencies. Because fast-food chains
also use these frequencies, a drive-thru talk box
could activate your recorder. Tone -Coded Squelch
blocks unwanted activations.
If you only have to deal with a couple of high
radio traffic areas, you can switch between your
two mic frequencies. You can also order your
mic with any of the remaining six frequencies.
Outside -View Record Light
With everything that you have to think about
when conducting a. traffic stop, you don't need to
wonder if your recorder is really on, or if the
system is picking up audio. A light, visible from
outside of the patrol car, confirms at a glance
that the system is recording, and that your mic
transmission is being received.
Backlight Compensation
It's dusk and you're recording a stop while fac-
ing the setting sun. The brighter sky narrows the
camera's iris and you record a too -dark scene...
unless you activate your Backlight Compensation.

About the Recorder...
The heart of your video system is the
recorder. It gets the most wear and
tear, both from use—operating up to
24 hours a day, 365 days a year—and
from everyday bumps in the road.
Eyewitness uses an industrial -
grade Panasonic recorder designed
specifically for law enforcement.
Born of the same technology used in
broadcast -quality, news -gathering
cameras, this recorder is built for
mobile use, which means it has the
unique ability to operate in a vertical
position. We offer both a horizontal
and vertical mount plate to accom-
modate the crowded confines of
your patrol car trunk.
Our Panasonic recorders can last
3-4 times longer than consumer -
grade recorders which, by contrast,
are designed to sit on top of a tele-
vision and typically have a short
life in the rigorous law enforcement
environment.
Because the recorder is locked
inside your trunk, a true communi-
cation link exists between the re-
corder and control center to verify
that a command is being performed.
The proof? Press the Record
button on the control center. If you
had rewound the tape for a report,
you'll see a message on the moni-
tor—Seeking EOT (End-of-Tape)—as
the recorder positions the tape at the
end of the last recorded segment.
Without this feedback, a video
system could indicate it's recording
when it isn't, or record over some-
thing when it shouldn't.
Our recorder also has dual audio
tracks. One is used by the officer's

mic, the other by the optional in -car
mic. The recorder separates the con-
versations from both mic sources—
similar to a right and left stereo
speaker. You can then play back
either conversation in court.
Recorders offering a single audio
track must sum the two sources,
which could garble your recorded
audio and make it useless in court—
not a good thing if two suspects are
incriminating themselves in the back
seat of your patrol car while you're
outside interviewing a third suspect.

Some well-known tape brands used
in home VCRs can jam or be abrasive
to the recording heads of in -car re-
corders. By working with a variety
of tapes over the years, we have
found a stock that reduces mainte-
nance costs and maximizes the life
of your recorder.
We offer a Videotape Kit consist-
ing of 200 tapes of this field -proven
stock, and a brush -type head cleaner.
When you use our tapes and head
cleaner exclusively, your Eyewitness
recorder is automatically covered
by a free second year warranty.
The kit also includes an indus-
trial -quality bulk eraser for quick
and thorough tape erasure. Agen-
cies who reuse tapes without pass-
ing them through a bulk eraser
may see old segments in the gaps
between newly -recorded segments,
which can be a nuisance in court.
