Sincerely, Patricia Dowd City Cleric cc: Finance Director Enclosures 26379 Fremont Road Los Altos Hills California 94022 650/941-7222 Fax 650/941-3160 RESOLUTION No. 15-98 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING THE RECOMMENDED PROGRAMS AND EXPENDITURE OF AB 3229 "COPS" GRANT FUNDING WHEREAS, the Town of Los Altos Hills is the recipient of AB 3229 "COPS" grant funding equal to $18,342.43 for fiscal year 1997-1998; and WHEREAS, $4141.76 of COPS grant funding remains unused from the previous fiscal year which may also be spent this year; and . WHEREAS, the City Council has reviewed the programs recommended by the Santa Clara County Sheriff's Department for enhancement of the Town's law enforcement efforts and agrees with these recommendations; NOW, THEREFORE, the City Council of the Town of Los Altos Hills does hereby RESOLVE, that the expenditure of AB 3229 grant funds for the proposed law enforcement programs in the Town of Los Altos Hills are hereby approved for an amount not to exceed $22,484.19, and that the City Manager is authorized to make payment to the Sheriff's Department for implementation of these programs as appropriate. Los Altos Hills, CA 94022 Nov.21,1997 Dear Sir: At around 1:15 PM, on Thursday, November 20th., I was riding my bicycle eastbound on Fremont Road towards Edith Avenue. As I approached Bullis School, I noticed about 30 vehicles parked all over the road and on the trail itself. Vehicles had completely filled all available parking and I assume were parents, were blocking lot isles or driving recklessly trying to get through. Children were streaming out of the school buildings, into this traffic jam and some going out on the now very busy Fremont. Kids were crossing in many places, [The reason I am not calling the said vehicles "cars", is they are mainly full sized- 3 ton SUV's]. As I crossed The "entrance", a dark blue late model Chevy Suburban pulls half way out into Fremont , (to turn left)) right in front of me, from the "exit". This stunt also blocks the view of a Mercedes trying to make a right turn. Since I legally had the right of way, and her window was down, I yelled for her to STOP! She did, but blasted her horn at me as I got around her massive truck. In fact , in July, I was running along that very tail, across from that school, and vehicles were parked right on the trail for about a half block. Including that very same blue Suburban! Because of this, I had to run that section out in the street, dodging more traffic. "U" turns are not uncommon there either. There seems to be a problem here and so concerned for the safety of their owr and forth to school in (SUV's) enormou safety of others! Some possible solutions: at other schools too. Impatient parents, children, that they shuttle them back gas hogs, have little regard for the 1, The return of student safety patrols and the retiree crossing guard. Where have these public school icons gone since the days when I went to school in Menlo Park? 2. Solid stripe lines indicating where crosswalks should be and vehicles should not, 3. A berm barrier along the outside edge of the trail near the school, to keep parking out of the trail. If I would park on the sidewalk in the burbs, I would probably get a big parking violation! 4. A driveby by you or another officer during those peak "school commute times". 5. A 3 -way stopsign at the Bullis School at Fremont, instead of at Manuella or Donelson Pl. at Fremont. The school at Fremont at Weston has one. An "outsider" like me probably has no right to file this complaint ® this letter will probably get ignored and put in the round file. But what if a resident or their kid gets injured while on foot , or horseback or on a bike... what then? Thanks for taking the time to read this, Sincerely, Dan Kennedy
