HomeMy WebLinkAbout05-23RESOLUTION 05-23 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AUTHORIZING THE CITY MANAGER TO ENTER. INTO AN AGREEMENT FOR EMERGENCY WORK ALONG PAGE MILL ROAD WITH O. NELSON & SON, INC., AND APPROVING UNRESERVED GENERAL FUND APPROPRIATION OF $2009000 FOR THE WORK WHEREAS, beginning on December 31, 2022, severe I winter storms with high winds, substantial rainfall, and other "atmospheric river" conditions resulted in flooding, mudslides, fallen trees, and other property damages throughout the San Francisco- Bay Area, including Santa Clara County and the Town of Los Altos Hills; and WHEREAS, the Town activated its Emergency Operations Center (EOC) on January 4, 2023, at 1300 hours, in order to monitor and protect the Town residents and property, cleanup storm debris,- and take other precautions in response to localized flooding and closure of roadways with the Town; and WHEREAS, Governor Newsom -declared a State of Emergency for California on January 4 due to the anticipated -severe winter storms; and WHEREAS, the City Council unanimously approved and ratified the proclamation of local emergency on January 11 due to atmospheric river storm events that started on December 31, 2022; and WHEREAS, O. Nelson & Son, Inc., a contractor based in Woodside, California, was called in to assess damages and make necessary emergency work in good faith to repair the sinkhole site and remove sediments and cattails in Matadero Creek along Page Mill Road; and WHEREAS, the storm related emergency work by O. Nelson & Son is based on time and material costs not to exceed $200,000; and WHEREAS, contracting for emergency work without a competitive bidding process is allowed per Public Contract Code Section 22050. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1. The City Manager is hereby authorized to enter into a contract agreement for emergency work along Page Mill Road with O. Nelson & Son, Inc. 2. The City Council authorizes an appropriation of $200,000 from the unreserved General Fund for the emergency work.
