HomeMy WebLinkAbout11-23RESOLUTION 11-23 RESOLUTION APPROVING CHANGES TO JOB DESCRIPTON FOR PLANNING DIRECTOR AND CHANGE CLASSIFICATION TO COMMUNITY DEVELOPMENT DIRECTOR AND APPROVE 3 -YEAR RETENTION BONUS AFTER EACH SUCCESSFUL YEAR COMPLETED WHEREAS, the Personnel Rules and Regulations and Employee Classification and Compensation Plan documents were last comprehensively reviewed and updated in 2006 and revised in 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, 2018, 2021, 2022; and WHEREAS, change the classification of Planning Director to Community Development Director employment position; and WHEREAS, update the job description of the Planning Director to Community Development Director; and WHEREAS, provide the Community Development Director a 3 -year retention bonus to be rewarded after each successful year of service with a meets or exceeds performance evaluation; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the Town of Los Altos Hills that the description of the typical duties and responsibility, training, experience, and other qualifications required for said position, more particularly set forth in Attachment A, attached, is made a part hereof, and are hereby approved and adopted. BE IT FURTHER RESOLVED that the City Council of the Town of Los Altos Hills hereby approve the Community Development Director job descriptions. The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los Altos Hills as a regular meeting held on 16th of February 2023 by the following vote: AYES: Swan, Mok, Schmidt, Tankha, Tyson NOES: None ABSENT: None ABSTAIN: None BY - Linda Swan, Mayor ATTEST: Deborah Padovan, City Clerk Resolution 11-23 Page 1 POSITION DESCRIPTION TOWN OF LOS ALTOS HILLS COMMUNITY DEVELOPMENT DIRECTOR Reports To: City Manager FL.SA: Exempt Supervises: Planning, Building Department, and Code Enforcement Staff Position Description: Under the general direction of, and at the will of the City Manager, directs the Town's Planning and Building Departments; coordinates the development review process to assure compliance with planning and building requirements; attends meetings of the City Council, Planning Commission, and appropriate committees as necessary; serves as Hearings Officer for Site Development and Fast Track hearings; prepares and/or coordinates preparation of long-range planning efforts, including General Plan updates, formulation of policies and ordinances, and special studies as directed; interprets, implements and enforces General Plan and Planning related codes and ordinances; engages in considerable public contact regarding zoning, site development, and subdivision standards and other planning issues; coordinates with other planning agencies; manages the building activity including plan check, permitting, inspection, and all aspects of our fee collection, manages the triennial building code amendment process and any related reach codes; streamlines and implements rebates as necessary to expedite and encourage applicants going through the building review process; and managed all aspects of Code Enforcement related to building, planning and nuisance reporting; also coordinated efforts related to sustainable building and GHG emission tracking practice; and performs related duties as required. Examples of Duties: • Organizes and coordinates all planning activities of the Town; processes and reviews all administrative and discretionary land use applications. • Oversees all building activities of the Town and coordination with the planning development process. • Maintains program to enforce Town planning, zoning, and building laws. • Reviews and makes written recommendations to the Planning Commission and City Council on discretionary land use requests; makes field inspections of properties involved and presents applications and project requests to the Planning Commission and City Council. • Presides as Hearings Officer at Site Development and Fast Track hearings. • Conducts research and analysis on planning related topics; drafts recommendations; prepares policies, ordinance amendments, and General Plan amendments; presents studies and participates in discussion with sub -committees, Planning Commission, and City Council. Rev. 2/23 Resolution 11-23 Page 2 • Assists the Town staff, Planning Commission and City Council in keeping up-to-date with proposed legislation or development that may affect the community. • Manages the Town's Planning Department; oversees the selection of the Town's planning consultants and manages their work. • Prepares and monitors the Planning Department budget and the Building Department budget. • Manages and coordinates Planning and Building Department use of computers and other technology. • Manages the building activity including plan check, permitting, inspection, and all aspects of our fee collection efforts which includes regular reporting of impact and user fees for compliance and best practices. • Through the help of the building department manages the triennial building code amendment process and any related reach codes such as electrification and other related code requirement beyond the state minimum • Streamlines and implements rebates as necessary to expedite and encourage applicants going through the building review process whether required by state of local requirements. • Managed all aspects of Code Enforcement related to planning, building, and nuisance related reports from residents, • Manage the issuance of business licenses. • Coordinated efforts related to sustainable building requirements and annual Green House Gas emission inventory. Abilities • Thorough knowledge of State and local planning and zoning standards, the California Environmental Quality Act (CEQA), the Subdivision Map Act, and current techniques of urban planning. • Thorough knowledge of municipal and legal procedures regarding city planning and zoning. • Basic knowledge of relevant elements of civil engineering, economics, municipal finance and budgeting, sociology, and architecture as they apply to urban planning. • Ability to establish and maintain effective working relationships with staff, Town officials, and the general public. • Ability to analyze data and to read and understand development plans. • Ability to produce complex planning studies and to formulate recommendations for planning standards and the development of General and area wide plans. • Ability to visualize and use sound judgment in evaluating future developments. • Ability to express ideas effectively, orally and in writing. Qualifications • Graduation from an accredited four year college or university, with major course work in urban planning, geography, architecture and/or related fields. • Master's degree in city planning or related field, and certification (American Institute of Certified Planners) desirable. • Experience with building, engineering or community development departments desirable. • Five years experience in a supervisory position in urban or environmental planning, preferably with a public agency or agencies. • Substantial experience in dealing with diverse public and private interests in the planning and development process. • Possession of a valid Class C California drivers license.
