1. ROLL CALL AND PLEDGE OF ALLEGIANCE
Present: Commissioner Abraham, Commissioner Couperus, Commissioner Mandle,
Chair Partridge, Commissioner Tankha

2. PRESENTATIONS FROM THE FLOOR
There were no presentations from the floor.
3. PUBLIC HEARINGS
3.1 LANDS OF VAHDAT; 26520 Purissima Road; File #253-12-ZP-SD-GD; A
request for a Site Development Permit for a 9,046 square foot two story new
residence with a 1,188 square foot basement (maximum height 27') a 945 square
foot single story detached secondary dwelling unit (maximum height 15') and a
828 square foot swimming pool. CEQA review: Categorical Exemption per
Section 15303 (a) & (e) (staff-Nicole Horvitz).
Assistant Planner Nicole Horvitz presented staff report, while Public Works
Director Richard Chiu explained the applicant's drainage plans.
The Commission asked questions of staff.
Chair Partridge opened the PUBLIC HEARING.
Applicant Armin Vahdat spoke on behalf of his project.
Representative Mark Blackman answered questions posed by Commission.
Pete Carlino, Lea and Braze Engineering, Hayward, spoke on behalf of the
applicant's drainage plans.

Commissioner Couperus expressed concern over the removal of all trees from the
property.
George Kirkpatrick, Los Altos Hills, voiced his opposition to the size of the
project and concerns over flooding.
Samuel Broydo, Los Altos Hills, spoke in support of the project.
Debarag Banerjee, Los Altos Hills, spoke in opposition of the project and
requested the applicant move the master suite and playroom to the southwest corner
of the residence so it does not block his view.
Bishakha Banerjee, Los Altos Hills, spoke in opposition of the project, requested
the applicant relocate the master suite and playroom as it obstructs her view.
Rajiv Patel, Los Altos Hills, spoke in support of the project.
Hassan Sharkernia, Los Altos Hills, stated he has no issues with the house itself,
but voiced concern with drainage issues.
Roger Barkoff, Los Altos Hills, rescinded his signature on the petition, and spoke
in support of the project.
Applicant provided a closing statement.
The Commission asked Mr. Vahdat and Mr. Blackman to respond to the request to
relocate the master bedroom. They stated they would provide adequate screening,
and would look into lowering the height of the chimney.
Chair Partridge closed the PUBLIC HEARING.
Commission discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Commissioner Abraham,
seconded by Commissioner Couperus and passed unanimously to approve a
request for a Site Development Permit for a 9,046 square foot two story new
residence with a 1,188 square foot basement (maximum height 27') a 945 square
foot single story detached secondary dwelling unit (maximum height 15') and a 828
square foot swimming pool, with the added driveway condition. The applicant shall
also provide their landscape screening plans no later than 90 days after the rough
framing inspection.
Chair Partridge called for a recess at 8:40 p.m.

a Site Development Permit for a new 5,592 square foot two story residence with
an attached four (4) car garage, 3,425 square foot basement, and a 1,200 square
foot swimming pool. (Maximum building height: 27') CEQA Review: Categorical
Exemption per Section 15303 (a)&(e) (staff-Brian Froelich). CONTINUED
FROM THE MARCH 12, 2013 FAST-TRACK HEARING.
Associate Planner Brian Froelich presented the staff report.
The Commission asked questions of staff.
Chair Partridge opened the PUBLIC HEARING.
Applicant Laszlo Bock spoke on behalf of the project.
Architect Brian Peters spoke on behalf of the project.
The Commission asked questions of the applicant and the architect.
Annette Boyenga, Los Altos Hills, expressed concerns over construction and the
use of the common driveway.
Representative Mark Blackman spoke in response to Ms. Boyenga’s concerns.
Applicants offered to re-surface the common driveway and stated that no parking
will occur off site.
Donna Gorzynski, Los Altos Hills, stated her opposition to the project. She
requested the second story element be moved to another part of the house as her
view would be obstructed.
Nir Zuk, Los Altos Hills, spoke in support of the project, and opposed moving the
second story element.
Benjamin Gikis, Los Altos Hills, spoke in support of the project.
Joanne Morris, Los Altos Hills, spoke opposition of the project.
Eric Boyenga, Los Altos Hills, spoke in support of the project
Anka Margaretic, Los Altos Hills, spoke in opposition of the project.
Donna Gorzynki, Los Altos Hills, was granted more time to speak.
Mr. Bock and Mr. Blackman provided closing statements and responded to
questions from the Commission.

Commission discussion ensued.
MOTION MADE AND SECONDED: Commissioner Abraham moved to
approve a request for a Site Development Permit for a new 5,592 square foot two
story residence with an attached four (4) car garage, 3,425 square foot basement,
and a 1,200 square foot swimming pool. The motion was seconded by
Commissioner Couperus.
AYES: Commissioner Abraham, Commissioner Couperus, Commissioner
Mandle, Commissioner Tankha
NOES: Chair Partridge
ABSENT: None
ABSTAIN: None
MOTION CARRIED.
3.3 LANDS OF PURISSIMA HILLS WATER DISTRICT (APPLICANT: T-
MOBILE); 12863 La Cresta Drive, File #284-12-CUP; a request for a Conditional
Use Permit renewal for an existing/previously approved wireless communications
facility and modifications to the ground equipment. CEQA review: exempt per
15301 (a) (Staff-Nicole Horvitz).
Assistant Planner Nicole Horvitz presented the staff report.
Chair Partridge noted a correction to the staff report.
Commission discussion ensued.
Commissioner Abraham suggested new wording for Item 9, and that language
used on previous cell site requests be added to Item 10.
Chair Partridge opened the PUBLIC HEARING.
Alex Morin, T-Mobile Representative, stated that he agrees to the conditions set by
the Commission.
Chair Partridge closed the PUBLIC HEARING.
MOTION SECONDED AND CARRIED: Moved by Commissioner Couperus,
seconded by Comissioner Abraham and passed unanimously to forward a
recommendation to the City Council to approve a request for a Conditional Use
Permit renewal for an existing/previously approved wireless communications
facility and modifications to the ground equipment, and to include the amended
wording for Conditions 9 and 10.

3.4 AMENDMENT TO THE ZONING ORDINANCE WITH REGARD TO THE
DEFINITION OF "FAMILY". (Section 10-1.202 of the Los Altos Hills Municipal
Code) In accordance with Fair Housing Law, amendment of the definition of
"family" is necessary so that there is no distinguishing between related and
unrelated individuals and does not impose a numerical limit on the number of
persons in a family. The proposed ordinance amendment has been deemed to be
exempt from California Environmental Quality Act (CEQA) pursuant to
15061(b)(3) of the CEQA Guidelines (staff- Brian Froelich).
Associate Planner Brian Froelich presented the staff report.

Seeing no one wishing to speak Chair Partridge closed the PUBLIC HEARING.
Commission discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Commissioner Mandle,
seconded by Commissioner Tankha and passed unanimously to forward a
recommendation to the City Council to approve an amendment of the definition of
"family" in Title 10 of the Los Altos Hills Municipal Code.
3.5 AMENDMENT TO THE ZONING ORDINANCE TO INCLUDE
TRANSITIONAL AND SUPPORTIVE HOUSING IN THE R-A
(RESIDENTIAL - AGRICULTURAL) ZONING DISTRICT AS AN
ACCESSORY USE. (Section 10-1.702 of the Los Altos Hills Municipal Code) In
accordance with Senate Bill 2, jurisdictions are required to regulate transitional
and supportive housing as a type of residential use subject only to those
restrictions that apply to that type of residential use in the same zone. Transitional
and supportive housing of up to six (6) persons per parcel would be a permitted
accessory use in the R-A zone. The proposed ordinance amendment has been
deemed to be exempt from California Environmental Quality Act (CEQA)
pursuant to 15301 and 15303(a) of the CEQA Guidelines (staff- Brian Froelich).

MOTION SECONDED AND CARRIED: Moved by Commissioner Mandle,
seconded by Commissioner Abraham and passed unanimously to forward a
recommendation to the City Council to amend the Zoning Ordinance to include
Transitional and Supportive Housing in the R-A (Residential- Agricultural) Zoning
District as an accessory use.
4. OLD BUSINESS - none
5. NEW BUSINESS
5.1 Letter of Support for submitting a grant application to SCVWD for the Purissima
Creek Restoration Project at O'Keefe Preserve.
Planning Director Debbie Pedro presented background on the grant application
and the need for the letter of support.
MOTION MADE AND SECONDED: Moved by Commissioner Abraham,
seconded by Commissioner Mandle and passed unanimously to approve the letter
of support as written.
5.2 CalTrans I-280/Page Mill Road Signalization Project
Public Works Director Richard Chiu and Kjell Karlsson, Chair of the Traffic
Safety Committee, presented the CalTrans proposal to the Commission.
Commission discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Commissioner Abraham,
seconded by Commissioner Couperus, and passed unanimously to recommend that
the City Council wait for more information, and suggested a public hearing with
Town-wide notification, before making a decision.
