2. PRESENTATIONS FROM THE FLOOR
No public presentations.
3. APPROVAL OF MINUTES
3.1 Approval of December 12, 2019 Special Meeting Minutes
Commissioner Patel noted a correction to the language of 4.3 in the minutes.
MOTION MADE AND SECONDED: Commissioner Smith moved to approve
the minutes of the December 12, 2019 Special Meeting as amended. The motion
was seconded by Commissioner Patel.

4. PUBLIC HEARINGS
Ex Parte: Commissioner Mandle and Chair Couperus spoke to Bob Elson.
Commissioners Smith and Patel had none.
4.1 24160 Dawnridge Drive - File#MA19-0002 - Lands of Andrew
A request for a Map Adjustment to abandon an existing 75-foot building setback
line on a recorded map for light and air along the side property line. CEQA
review: Exempt per Section 15305. Project Planner: Steve Padovan

Chair Couperus opened the PUBLIC HEARING.
Principal Planner Padovan presented the staff report.
Public Comment
Chair Couperus opened the floor to the applicant.
Maurits de Gans, the applicant's representative, declined to speak.
Chair Couperus opened the floor to public comment.
Chair Couperus closed the PUBLIC HEARING, as there were no comments.
Commission Discussion
Chair Couperus shared slides and comments.
The Commissioners noted their observations of this project and expressed general
support for the variance request.
MOTION MADE AND SECONDED: Commissioner Mandel moved to forward
a recommendation to the City Council to approve a "Certificate of Correction
Amending a Final Map" to abandon the 75-foot building setback line on Lot 6 of
Tract Map 1288, subject to the Findings in Attachment 1 and Conditions of
Approval in Attachment 2. The motion was seconded by Commissioner Patel.

4.2 Continued to a date uncertain without discussion:
27388 Sherlock Court - File #SD19-0003 - Lands of Chung
A request for a Site Development Permit for a new 4,990 square foot, two-story
single-family residence with an attached two-car garage on a vacant parcel. The
project requires the removal of two heritage oaks and a grading exception for the
driveway, open parking spaces and the fire truck turnaround. CEQA review:
Exempt per Section 15303(a). Project Planner: Steve Padovan
MOTION MADE AND SECONDED: Commissioner Patel moved to continue
Item 4.2 to a date uncertain. The motion was seconded by Commissioner Smith.

4.3 General Plan Amendment - File #238-15-MISC - Town of Los Altos Hills
Amendment to the Town's Master Path Plan to include an off-road pathway
connection from Story Hill Lane to Page Mill Road. The proposed pathway
segment will traverse 28140 Story Hill Lane and 12345 Page Mill Road. CEQA
review: Exempt per section 15061(B)(3). Project Planner: Steve Padovan
Chair Couperus opened the PUBLIC HEARING.
Principal Planner Padovan presented the staff report.
Public Comment
Chair Couperus opened the floor to a presentation from the Pathway Committee.
Bob Elson, a member of the Pathway Committee, provided a presentation on the
history of this pathway segment, and provided information to support the Pathway
Committee’s recommendation to add this Pathway to the Master Pathway Plan.
Chair Couperus opened the floor to public comment.
Barclay Kamb, a Los Altos Hills resident, spoke in opposition to the Pathway
Committee's recommendation, noting that this segment was not necessary and
would significantly impact his property.
Bob Elson, on behalf of the Pathway Committee, provided a clarification, noting that a
future connector to Bandera Rd. on Palo Alto was not part of the Committee’s
recommendation.
Commission Discussion
Chair Couperus closed the PUBLIC HEARING.
The Commissioners provided comments on the Amendment and expressed general support
for adding the Pathway segment to the Master Pathway Plan.
MOTION MADE AND SECONDED: Commissioner Patel moved that the Planning
Commission forward a recommendation to the City Council regarding an amendment to the
Town’s Master Path Plan to include an off-road pathway segment from Story Hill Lane to
Page Mill Road based on the alignment proposed by the Pathways Committee. The motion
was seconded by Commissioner Mandle. The motion was seconded by Commissioner
Mandle.

5. REPORTS FROM THE CITY COUNCIL MEETINGS
Chair Couperus and Commissioner Smith provided updates on the January 16, 2020
City Council meeting regarding the topics of energy and fire codes.
Commissioner Smith updated the Planning Commission on the December 19, 2019 City
Council meeting, which was focused on welcoming in the new mayor.
Chair Couperus noted an upcoming City Council meeting to discuss ADU’s.
Director Dahl noted the planning department would provide the Planning Commission
with a report regarding ADU’s prior to their next meeting.
6. REPORT ON PAST SITE DEVELOPMENT/FAST TRACK MEETINGS
Planning Director Dahl reported that all past Fast Track and Site Development items had
been reviewed and approved with minimal or no neighborhood opposition.
