RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS
ADDING TERRITORY TO THE EXISTING UNDERGROUND DISTRICT NO. lA
WHEREAS, on August 3, 2005 the City Council of the Town of Los Altos Hills adopted
Resolution No. 78-05, which established Underground District No. 1A for Purissima Road from
Samuel Lane to Minorca Court and Viscaino Road from Purissima Road to Roble Ladera Road
and established Underground District No. 1B for Altamont Road from Tripoli Court to Almaden
Court; and
WHEREAS, City staff have determined that it is necessary to add territory to the
existing Undergrounding District No. 1A; and
WHEREAS, October 12, 2006 at Council Chamber was fixed as the time and place for
hearing protests to the proposed addition to include Viscaino Place as apart of existing
Underground District No. 1A; and
WHEREAS, notice of such hearing has been given to all affected property owners in the
area to be added to the District as shown on the last equalized assessment roll and to all utilities
concerned in the manner and within the time required by law; and
WHEREAS, such hearing has been duly and regularly held and all persons interested
have been given an opportunity to be heard; and
WHEREAS, the City Council of the Town of Los Altos Hills hereby finds and
determines that the territory proposed to be added to existing Underground District No. 1A
contains streets that are used extensively by the general public, and that the public necessity,
health, safety, or welfare requires the removal and underground installation of wires and
facilities for supplying electric, communication, or similar or associated services within the
designated addition.
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND ORDERED,
as follows:
1. That adding territory to Underground District No. 1A, within which the
undergrounding of electric communication, or similar or associated services is to be performed,
is in the general public interest for each and all of the following reasons:
(a) The undergounding of electric, communication, or similar or associated
facilities to be accomplished in the territory added to Underground District
No. 1A, will avoid and eliminate an unusually heavy concentration of
overhead electric, communication, or similar or associated distribution
facilities in the added territory; and

(b) The streets, roads and right of way in the added territory are extensively
used by the general public and carry a heavy volume of pedestrian and
vehicular traffic; and
(c) The streets, roads, and rights of way in the added territory pass through a
public recreation area.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los
Altos Hills hereby orders the addition of territory to Underground District No. 1A, hereinafter
"added territory," as indicated on the certain map entitled:
REVISED UNDERGROUNDING UTILITY DISTRICT NO. 1A
The map delineating the revised boundaries of said District are attached hereto as Exhibit A and
incorporated herein as if set forth in full.
BE IT FURTHER RESOLVED that the City Council hereby orders the removal of
poles, overhead wires, and associated overhead structures within the added territory and the
underground installation of wires and facilities for supplying electric, communication, or similar
or associated services within the added territory and acts set forth in Los Altos Hills Municipal
Code section 7-4.04 shall hereinafter be unlawful.
BE IT FURTHER RESOLVED that the following exceptions in the added territory are
hereby authorized:
1. Any municipal facilities or equipment installed under the supervision and to the
satisfaction of the City Engineer.
2. Overhead wires (exclusive of supporting structures) crossing any portion of a
District within which overhead wires have been prohibited, or connecting to
buildings on the perimeter of a District, when such wires originate in an area from
which poles, overhead wires and associated overhead structures are not
prohibited.
3. Antennae, associated equipment and supporting structures, used by a utility for
furnishing communication service.
4. Equipment appurtenant to underground facilities, such as surface mounted
transformers, pedestal mounted terminal boxes and meter cabinets, and concealed
ducts.
5. Temporary poles, overhead wires and associated overhead structures used or to be
used in conjunction with construction projects.
BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to notify all
affected utilities and all persons owning real property within the added territory of the adoption
of this resolution within ten days after the date of such adoption. The City Clerk shall further
notify said property owners of the necessity that, if they or any person occupying such property
lying within the added territory, desire to continue to receive electric, communication or other
similar or associated service, they or such occupant shall, by the date fixed in this resolution, or
at the time fixed in any extension of said date or dates, provide the City of its contractor a right

of entry and access to their property to make necessary facility changes on their premises so as to
receive such service from the lines of the supplying utility or utilities at a new location, subject to
applicable rules, regulations and tariffs of the respective utility or utilities on file with the Public
Utilities Commission of the State of California. Failure to provide the City or its contractor
Right of Entry and access to their property to make the necessary changes shall obligate the
property owner, rather than the City to pay for such changes. Notification to the property owners
shall be made by mailing a copy of this resolution, together with a copy of said Title 7, Chapter 4
of the Los Altos Hills Municipal Code to all affected property owners as such are shown on the
last equalized assessment roll, and to the affected utilities.
