I've looked through the redlines. Pages 166-167 caught my eye. That text is trying to avoid the requirement that the
town demonstrates that existing uses won't be an impediment to the construction of new units. It doesn't stand to
reason that ADUs are built on vacant sites, as they are overwhelmingly built as additional units on sites with preexisting
primary dwellings.
Here is the definition of a vacant site from the HCD housing element guidebook, with the problems highlighted:

The proposed housing element is not in compliance with state law and needs to be revised until it is. It must either
propose more vacant sites, demonstrate that non-vacant sites are viable, or commit to removing the constraints that
make non-vacant sites nonviable.
