HomeMy WebLinkAbout02-24RESOLUTION 02-24 A RESOLUTION AUTHORIZING STAFF RESOURCES TO UPDATE THE MASTER PATH PLAN TO INCLUDE MAPLE LEAF COURT TO MIDDLE FORK LANE PATH AND TO ADD THIS TASK TO THE 2024 AND 2025 COUNCIL WORK PLAN WHEREAS, The Pathways Committee has discovered that pathway easements and public right of way currently exist between Maple Leaf Court and Middle Fork Lane; and WHEREAS, as a Council Initiated Item at the November 13, 2023 Council Meeting, the City Council directed staff to work with the Pathways Committee to update the Master Path Plan to include the Maple Leaf Court to Middle Fork Lane path, and for staff to first return to Council with the resources required for this task and project; and WHEREAS, Master Path Plan is a Town's General Plan document under the Pathways Element that reflects the Town's pathway network approved by the City Council for implementation; and WHEREAS, an update to the Master Path Plan is considered a General Plan amendment, which requires public hearing or hearings, a recommendation from the Planning Commission, and an approval by the City Council; and WHEREAS, A General Plan amendment would take approximately six months to complete; and WHEREAS, properties along the proposed Maple Leaf Court to Middle Fork Lane path have fenced off or made improvements on the public right of way and pathway easements restricting the construction of public pathways; and WHEREAS staff is proposing to_utilize _the services of a contract_ planner familiar with the Town's pathway system and experienced in General Plan amendments for this project due to the current workload of the Planning Division; and WHEREAS, the cost of the contract planner would not exceed $15,000; and WHEREAS, the contract planner would be supported by the Town's Administrative Clerk/Technician and Assistant Engineer for public noticing required, research of Town's document, and preparation of exhibits; and WHEREAS, Public Works and Community Development Directors would provide oversight to the Master Path Plan update; and WHEREAS, staff recommends that the project be included in the 2024 and 2025 Council Work Plan due to the long-term staff involvement in the project. NOW, THEREFORE, the City Council of the Town of Los Altos Hills does RESOLVE as follows: Section 1. Authorizing staff resources required to revise the Master Path Plan to include the Maple Leaf Court to Middle Fork Lane Path. Section 2. Authorizing inclusion of the Maple Leaf Court to Middle Fork Lane Path Project to the 2024 and 2025 Council Work Plan. The above and foregoing resolution was passed and adopted by the City Council of the Town of Los Altos Hills at a regular meeting held on the 18th day of January 2024 by the following vote: AYES: Mok, Schmidt, Swan, Tankha, Tyson NOES: ABSTAIN: ABSENT: ATTEST: c, A rika Birdsong Millar, City Clerk
