Mok, Councilmember Lisa Schmidt, Councilmember George Tyson, Councilmember Kavita Tankha Absent: None Staff: City Manager Peter Pirnejad, City Attorney Steve Mattas, Assistant to the City Manager Cody Einfalt, Community Development Director Bradley Evanson, Public Works Director WooJae Kim, City Clerk Deborah Padovan, City Clerk Arika Miller CALL TO ORDER (5:30 P.M.) A.Roll Call – All present. Mayor Swan called the meeting to order at 5:31 p.m. 1.PUBLIC COMMENT (PUBLIC COMMENT IS LIMITED TO ITEMS WHICH ARE THE SUBJECT OF THE SPECIAL MEETING) 2.ADJOURN TO CLOSED SESSION TO DISCUSS THE FOLLOWING: A. B. Pledge of Allegiance Mayor Swan called the Open Session to order at 6:03 p.m. and acknowledged a number of people attending tonight’s meeting: 2 City Council Special Meeting Minutes December 14, 2023 •Her friend “Muppet” who watches every meeting online. •Sheriff Robert Jonsen, Captain Neil Valenzuela, Santa Clara County Sheriff Department •Palo Alto Mayor Lydia Kao •Peter Landsberger, Foothill College Foundation •Nicholas Hargis, representing Congresswoman Anna Eshoo •John Weinberg, Mayor of Los Altos •Roger Spreen, Former Mayor of Los Altos Hills •John Harpootlian, Former Mayor of Los Altos Hills •J. Logan, General Manager, Los Altos Hills County Fire District •Santa Clara County Supervisor Joe Simitian City Clerk Padovan acknowledged her friend since early childhood, Tanya Benedik. 5.AGENDA REVIEW AND REPORT OUT OF CLOSED SESSION There were no changes to the agenda and no reportable action resulting from the Closed Session. City Manager Peter Pirnejad introduced the new City Clerk, Arika Miller. 6.PRESENTATIONS AND APPOINTMENTS A.Recognizing the Los Altos Hills Cert Group Volunteers of the Year Victoria Beebe, Emergency Services Manager, Los Altos Hills County Fire District, introduced Dave Stewart, Amita Sachdeva, and Bill Lattin. B.Recognizing Retiring City Clerk Deborah Padovan Mayor Swan read a proclamation celebrating City Clerk Padovan’s 12½ years of service to the town. City Clerk Padovan thanked everyone who has made her tenure in Los Altos Hills so rewarding. 3 City Council Special Meeting Minutes December 14, 2023 Santa Clara County Supervisor Joe Simitian presented City Clerk Padovan with a proclamation from the Board of Supervisors. Jitze Couperus, Los Altos Hills, on behalf of committee members and citizens of Los Altos Hills, commended City Clerk Padovan on her service to the town. Rajiv Bhateja, Los Altos Hills, thanked City Clerk Padovan for “always returning my phone calls” and being so kind. The Council each commended and thanked City Clerk Padovan. City Manager Pirnejad thanked City Clerk Padovan for her help and dedication. Cody Einfalt, Assistant to the City Manager, thanked City Clerk Padovan for her help and kindness when he first came to Los Altos Hills. Senior Planner Elaine Ling thanked City Clerk Padovan for her “genuine kindness.” 7.PUBLIC COMMENT (PUBLIC COMMENT IS LIMITED TO ITEMS WHICH ARE THE SUBJECT OF THE SPECIAL MEETING) There were no public comments. 8.CONSENT CALENDAR MOTION MADE AND SECONDED: Councilmember Tankha moved to approve the Consent Calendar. The motion was seconded by Councilmember Tyson. Vice Mayor Mok commented on Item 8.E. He recognized Finance Manager Hyun “Sunny” Hong for her work on the Annual Comprehensive Financial Report. Hong) F.Receive and Accept the Quarterly Investment Portfolio Report for Quarter Ending September 30, 2023 (Staff: S. Hong) G.Resolution 101-23 Accepting the 2023 Pavement Rehabilitation and Drainage Improvement Project (Staff: J. Chau) H.Request for Extension of the Expiration Date for a Site Development Permit for a new 7,925 Square-Foot Two-Story Residence with a Detached 1,212 Square-Foot 4- Car Garage at 12187 Kate Drive; Lands of Vidovich; File #SD21-0093 (Staff: J. Fox) I.Resolution 102-23 Awarding a Consultant Services Agreement to the KPA Group for Final Design Services of the Heritage House Upgrade Project (Staff: W. Kim) 9.SPECIAL ITEMS City Council Ex Parte Contacts Policy Disclosure A.Recognition of Mayor Linda Swan The Council recognized Mayor Swan and thanked her for serving as Los Altos Hills Mayor for 2023. 1.Remarks from Mayor Swan Mayor Swan provided comments on her year as mayor. Santa Clara County Supervisor Joe Simitian thanked Mayor Swan for her service. Nicholas Hargis, Field Representative for Congresswoman Anna Eshoo, thanked Mayor Swan for her dedication and accomplishments. Captain Neil Valenzuela, Santa Clara County Sheriff Department, congratulated Mayor Swan on her year as Mayor. 5 City Council Special Meeting Minutes December 14, 2023 B.City Council Reorganization 1. Election of New Mayor and administration of Oath of Office MOTION MADE AND SECONDED: Councilmember Tankha moved to appoint Stanley Q. Mok as Mayor of Los Altos Hills for 2024. The motion was seconded by Councilmember Schmidt. MOTION PASSED 5-0: AYES: Swan, Mok, Schmidt, Tankha, Tyson NOES: None ABSTAIN: None RECUSE: None ABSENT: None Supervisor Joe Simitian administered the oath of office to Mayor Mok. 2. Election of New Vice Mayor and administration of Oath of Office MOTION MADE AND SECONDED: Councilmember Tankha moved to appoint Lisa Schmidt as Vice Mayor for 2024. The motion was seconded by Councilmember Swan. MOTION PASSED 5-0: AYES: Mok, Schmidt, Swan, Tankha, Tyson NOES: None ABSTAIN: None RECUSE: None ABSENT: None Supervisor Joe Simitian administered the oath of office to Vice Mayor Schmidt. 3. Comments by the New Mayor and Vice Mayor Mayor Stanley Q. Mok provided comments. C.Presentation of the Lifetime Volunteer Awards to Jean Struthers, Dru Anderson, Karen Emerzian, and Scott Vanderlip Mayor Mok and Councilmember Swan recognized the lifetime volunteer award winners: ♦Jean Struthers ♦Karen Emerzian ♦Dru Anderson 6 City Council Special Meeting Minutes December 14, 2023 ♦Scott Vanderlip Scott Vanderlip thanked the Council for the recognition. He said he had enjoyed the many years volunteering for the town. He hopes others follow in his footsteps in continuing the Pathways run and “getting people out on the trails.” Dru Anderson thanked the Council, the City Manager, and the staff. She started this mission around 2000 and she got involved with information technology and then emergency communications. She said she appreciates all the current individuals and prior individuals with whom she served for their friendships. Karen Emerzian thanked the Council for this amazing honor. The Community Relations Committee does more than just the town picnic. They do a lot of things with grace, but they have a lot of fun, too. She encouraged others to join a committee. Jean Struthers said she started working for the town the day after she moved here. She feels she contributed the most by working with the Environmental Design and Protection Committee and the Open Space Committee for encouraging landscaping with native plants. 10.ADJOURN The meeting was adjourned at 7:21 p.m. Respectfully submitted, Arika Miller City Clerk
