City Council Special Meeting Minutes
January 10, 2022
Via teleconference according to Assembly Bill 361, Mayor Tyson called the City Council Special
Meeting to order at 4:00 p.m.
Present: Mayor Tyson, Vice Mayor Swan, Councilmember Mok, Councilmember
Schmidt, Councilmember Tankha
Absent: None
Staff: City Manager Peter Pirnejad, Public Works Director Oscar Antillon,
Administrative Services Director Sarina Revillar, Planning/Building Director
Sofia Mangalam, Community Services Supervisor Sarah

1. PUBLIC COMMENT (Public Comment is Limited to Items which are the Subject of
the Special Meeting)
There were no public comments.
2. STUDY SESSION
A. Annual Reports by the Town of Los Altos Hills Planning Commission and Standing
Committees on Accomplishments in 2021 and Proposed Work Plans for 2022
Mayor Tyson outlined the structure of the meeting, stating that each committee had 10
minutes to present, and the Council has 5 minutes to ask questions. He said that it is
important that the Council hear from each committee and track their progress.
Birgitta Indaco, Chair of the Planning Commission presented the annual report of the
commission and outlined their goals for the upcoming year. She said that the planning
commission plays a role as an advisory body on all development issues and reviews
development applications on a case-by-case basis. The council asked questions and
received responses. No action was taken.
Kit Gordon, Chair of the Open Space Committee presented the annual report of the
committee. She said that their work plan includes ordinance updates, including a bee
keeping ordnance, a fence ordinance, and a tree ordinance. The council asked questions
and received responses. No action was taken.

Dru Anderson, Co-Chair of the Emergency Communications Committee, presented
the annual report of the committee. She stated the accomplishments and goals of the
committee including enhanced preparation, and coordination through drills and
coordinated cross-agency volunteer training. She requested some active participation
from the council and staff to work with the committee. The council asked questions and
received responses. No action was taken.
Vijay Chawla, Chair of the Environmental Design and Protection Committee,
presented the annual report of the committee. She said that they plan to continue working
to update existing policies and ordinances regarding fences, trees, lighting, and water
conservation. The council asked questions and received responses. No action was taken
Robert Elson, Chair of the Pathways Committee, presented the annual report of the
committee. He stated that the work plan for 2022, is looking to present the Council with
ideas to address impact fees and costs and the help install a quality control process for
updates to the map and keep the GIS layers up to date. The council asked questions and
received responses. No action was taken.
Vrinda Bhandarkar, Chair of the Environmental Initiatives Committee, presented
the annual report of the committee. She said that the work plan for 2022 is to implement
the climate action plan and work on community measures, including the permitting
process, programs to eliminate natural gas use in buildings by 2045, and educational
seminars by working collaboratively with the Community Relations Committee.
Additionally they would like to update the GHG inventories and lead a strategic plan for
water conservation for Town residents. The council asked questions and received
responses. No action was taken.
Ying Liu, Member of the Parks and Recreation Committee presented the annual
report of the committee. The Committee's goals for 2022 include working on the
feasibility of a community park and center, a legacy giving program, transforming Edith
Park, and continued work on Prop 68 funding. The council asked questions and received
responses. No action was taken.
Sally Wood, Chair of the History Committee presented the annual report of the
committee. The committee's goals for 2022 are to increase the collection and improve
access to historical artifacts, both physical and electronic. They also want to continue
their presentations on historical interest and the organization of historic walks. Also
identify, update and create historical markers and plaques in town and catalogue
them. The council asked questions and received responses. No action was taken
The Council recessed at 5:42 p.m.
The meeting reconvened to open session at 5:53 p.m.
Rajiv Bhateja on behalf of the proposed Technology Committee presented a
report. He said if the committee is approved, the goals are to work on the ALPR

evaluation (60-day review), investigate microgrids and municipal power; disaster
preparation; computer system supports and LAH Fiber. The council asked questions and
received responses. No action was taken.
Medha Rishi and Susan Mason, Co-Chairs of the Finance and Investment
Committee, presented the annual report. They stated that the goals for 2022 are for a
committee guidebook on how the Finance and Investment Committee, staff, and public
can all work together. The committee is focused on the immediate projects to review
accounting policy and procedures, as well as storm drainage impact fee revisions, sewer
capacity fee study and other projects. The council asked questions and received
responses. No action was taken
David Milgram, Chair of the Public Art Committee presented the annual report of the
committee. The goals of the committee for 2022 are to install and dedicate the Town of
Los Altos Hills sculpture by Stoller Studio, and the art enrichment of Edith Park. The
council asked questions and received responses. No action was taken
Lew Jamison, Chair of the Community Relations Committee presented the annual
report of the committee. The goals of the committee for 2022 are to continue
communication with Town residents, organize the Town picnic and organize a TEDx
event. The council asked questions and received responses. No action was taken
