Joint City Council/Finance and Investment Special Meeting
Minutes
Thursday, May 26, 2022 — 4:00 p.m.

CALL TO ORDER, ROLL CALL
Via teleconference according to the Governor's Executive Order N-29-20, Mayor Tyson called
the City Council Regular Meeting to order at 4:03 p.m.
Present: Mayor George Tyson, Vice Mayor Linda Swan, Councilmember Stanley Q. Mok,
Councilmember Lisa H. Schmidt, Councilmember Kavita Tankha, Committee
Member Allan Epstein, Committee Member Roddy Sloss, Committee Member
Medha Rishi (arrived at 4:15 p.m.)
Absent: Committee Members Mason, Nam, Blair and Evans
Staff: City Manager Peter Pirnejad, Administrative Services Director Sarina Revillar,
Planning Director Sofia Mangalam, Public Works Director Oscar Antillon,
Community Services Supervisor Sarah Robustelli, Management Analyst II Cody
Einfalt, Administrative Clerk/Technician Emina Steta, City Clerk Deborah
Padovan
Note: Committee Member Medha Rishi left the meeting at approximately 5:00 p.m. At that time
the Finance and Investment Committee no longer had a quorum, and the remainder of the meeting
was conducted as a special meeting of the City Council.

2. PUBLIC COMMENT (Public Comment is Limited to Items which are the Subject of the
Special Meeting)
There was no public comment.
3. NEW BUSINESS
A. Study Session Regarding Proposed FY22-23 Operating Budget and the FY2023-2027
Five Year Capital Improvement Plan (Staff. S. Revillar)
City Manager Peter Pirnejad presented the proposed budget for FY 22-23.
Administrative Services Director Sarina Revillar presented an overview of the budget.
Council and Committee discussion ensued.
Anand Ranganathan, Los Altos Hills, said this is a great position for the sheriff, but the

Town isn't any safer. For all the money we are paying them, we don't know who and
when patrols our streets. He would like to see the data from the sheriffs office. He was
not in support of increasing the sheriffs budget this year.
Recess at 6:09 pm
Reconvene to open session 6:30 pm
Further council discussion.
MOTION MADE AND SECONDED: Mayor Tyson moved to increase the amount
given to the Community Services Agency from $5,000 to $25,000. The motion was
seconded by Councilmember Mok.
Council discussion ensued. Vice Mayor Swan requested an amendment to the motion to
provide $5,000 to the Los Altos Community Foundation, and a total of $6,000 to Deer
Hollow Farm. The remainder of the donation budget would remain the same.
Mayor Tyson accepted the amendment.
MOTION AMENDED AND SECONDED: Mayor Tyson moved to increase the
amount given to the Community Services Agency from $5,000 to $25,000, provide
$5,000 to the Los Altos Community Foundation, and a total of $6,000 to Deer Hollow
Farm. The motion was seconded by Councilmember Mok

Members of the Finance and Investment Committee asked questions of staff and the City
Council and and received responses.
The Council received the proposed budget with the final version scheduled for the June
City Council meeting. No other action items were taken.
The meeting adjourned at 8:01 p.m.
