HomeMy WebLinkAbout12/15/20221 City Council Regular Meeting Minutes December 15, 2022 Town of Los Altos Hills City Council Regular Meeting Minutes Thursday, December 15, 2022 Council Chambers, 26379 Fremont Road, Los Altos Hills, California This meeting was conducted virtually pursuant to the provisions of Assembly Bill 361 and Government Code Section 54953(e) related to conducting public meetings during the COVID-19 pandemic. Mayor Tyson called the City Council Special Meeting to order at 5:31 p.m. Present: Mayor George Tyson, Vice Mayor Linda Swan, Councilmember Stanley Q. Mok, Councilmember Lisa Schmidt, Councilmember Kavita Tankha Absent: None Staff: City Manager Peter Pirnejad, City Attorney Steve Mattas, Planning and Building Director Sofia Mangalam, Public Works Director Oscar Antillon, Administrative Project Manager Brad Donahue; Services Director Sarina Revillar, Management Analyst II Cody Einfalt, City Clerk Deborah Padovan CALL TO ORDER (5:30 P.M.) A. Roll Call B. Pledge of Allegiance Mayor Tyson called the meeting to order at 5:30 pm 1. PUBLIC COMMENT ON CLOSED SESSION (PUBLIC COMMENT IS LIMITED TO ITEMS WHICH ARE THE SUBJECT OF THE SPECIAL MEETING) There was no public comment. 2. CLOSED SESSION TO DISCUSS THE FOLLOWING: A. CLOSED SESSION: CONFERENCE WITH LABOR NEGOTIATORS (Pursuant to Government Code Section 54957.6) Agency Designated Representatives: George Tyson and Steve Mattas Unrepresented Employee: City Manager 3. AGENDA REVIEW AND REPORT OUT OF CLOSED SESSION There were no changes to the agenda and no reportable action resulting from the closed session. 6. PRESENTATIONS FROM THE FLOOR There were no presentations from the floor. 7. CONSENT CALENDAR MOTION MADE AND SECONDED: Councilmember Tankha moved to approve the Consent Calendar. Approval of Regular City Council Meeting Minutes – November 17, 2022 B. Approval of Special City Council Meeting Minutes – November 30, 2022 C. Review of Disbursements: November 1-30, 2022 $1,202,443.66 D. Motion to Re-Authorize Remote Teleconference Meetings of the Town of Los Altos Hills, Including the Planning Commission and Committees, due to the Imminent Risks to the Health and Safety of Attendees and Making Related Findings Pursuant to AB 361 (Staff: S. Mattas) E. Resolution 114-22 Accepting the Right-of-Way Dedication at 13051 La Paloma Road along Purissima Road and La Paloma Road Frontages; Lands of Krishnamurthy; File #SD22-0009 & ER22-0006. CEQA Review: Determination of Exemption per CEQA Guidelines Section 15061(b)(3) (Staff: S. Mangalam) F. Resolution 116-22 Authorizing the City Manager to Approve the Purchase of a Mini Track Loader and Accessories (Staff: Public Works) H. Resolution 117-22 Authorizing Execution of the 23520 Ravensbury Avenue Sanitary Sewer Main Reimbursement Agreement between the Town of Los Altos Hills and James and Jennifer Doran (Staff: D. Liang) I. Resolution 118-22 Approving the Plans and Specifications for the 2022 Sanitary Sewer Repair and Replacement Project and Authorize Staff to Advertise the Project for Bids (Staff: D. Liang) J. Adoption (Second Reading) of Ordinance 606 adding Chapter 9 “Leaf Blowers” to Title 5 “Public Welfare, Morals and Conduct” of the Los Altos Hills Municipal Code regulating the use of leaf blowers. CEQA Review: Categorical Exemption Per Section 15061(B)(3) (Staff: Public Works) Motion to Waive Reading and Adopt the Ordinance 8. SPECIAL ITEMS A. Recognition of Mayor George Tyson 1. Remarks from Mayor Tyson The Council recognized Mayor Tyson. Mayor Tyson provided a summation of the past year. He said we have so many capable, experienced residents who expect a lot from the City Council. He said he feels like he’s “borrowed this position, because in effect I hold for a while, make sure I don’t break it.” He complimented the Council and said they did the best they could to come up with compromise and to do the best we could at governance. “The town’s governance is solid.” B. Administration of Oath of Office and Seating of Councilmembers-Elect 1. Comments by New Councilmembers Santa Clara County Supervisor Joe Simitian administered the Oath of Office to Councilmember Kavita Tankha. Supervisor Simitian administered the Oath of Office to Councilmember George Tyson. 4 City Council Regular Meeting Minutes December 15, 2022 C. City Council Reorganization 1. Election of New Mayor and administration of Oath of Office MOTION MADE AND SECONDED: Councilmember Tankha moved to appoint Linda Swan as Mayor. The motion was seconded by Councilmember Schmidt. MOTION PASSED 5-0: AYES: Tyson, Swan, Mok, Schmidt, Tankha NOES: None ABSTAIN: None RECUSE: None ABSENT: None Santa Clara County Supervisor Joe Simitian administered the Oath of Office to Mayor Linda Swan. 2. Election of New Vice Mayor and administration of Oath of Office MOTION MADE AND SECONDED: Councilmember Tankha moved to appoint Stanley Q. Mok as Vice Mayor. The motion was seconded by Councilmember Schmidt. MOTION PASSED 5-0: AYES: Swan, Mok, Schmidt, Tankha, Tyson NOES: None ABSTAIN: None RECUSE: None ABSENT: None Santa Clara County Supervisor Joe Simitian administered the Oath of Office to Vice Mayor Stanley Q. Mok. 3. Comments by New Mayor and Vice Mayor Bob Jonsen, newly elected Santa Clara County Sheriff, congratulated the Mayor and Vice Mayor and the Councilmembers. He said this town is very special to him. The sheriff’s office is deeply committed to the town. Vice Mayor Mok said he is very happy to be in Los Altos Hills. He complimented his fellow Councilmembers and thanked them for their teamwork. Mayor Swan said she appreciates this Council, which has done a lot of great things while working together. She stated that she greatly appreciates staff and the City Manager this past year. 5 City Council Regular Meeting Minutes December 15, 2022 D. Presentation of the Lifetime Volunteer Awards to Jitze Couperus, Nancy Couperus, Carol Gottlieb, and Duffy Price Mayor Swan and Councilmember Tankha recognized the lifetime volunteer award winners: ♦ Nancy Couperus ♦ Jitze Couperus ♦ Carol Gottlieb ♦ Duffy Price Jitze Couperus said that he and his wife, Nancy Couperus, formed the Friends of Westwind Barn and a riding program for special needs children. He became president of the horseman’s association; despite the fact he had never ridden a horse. He had however, ridden a camel, and “it had four feet, so that was just fine.” The riding for the special needs children still continues today, over 40 years later. Then in 2002, they supported the open space initiative to lock in open spaces in town that cannot be changed without a vote of the citizenry. Carol Gottlieb spoke about the past and said she started her journey of volunteering for the Town with the Pathways Committee. She worked on researching pathway easements to develop a map. She recognized her fellow volunteers at the time: Jean Struthers, Joanne O’Such, Frans Stevenson, and Mary Stutz. For four years, they researched the paths and the easements. They went through the documents two or three times and then walked all the trails. Then staff got involved and a Pathway Element was included in the General Plan. From that point on she has continued to volunteer for the town. Duffy Price thanked the City Council for this incredible award. She said there are three kinds of people in this world: “one that makes things happen, those who watch things happen, and those that basically say. . . what the hell happened?” She then described how she got involved with the newsletter for the town, which is still in place to this day. Currently she is working on SB9 and RHNA process and will continue to work on it. She further said, “participation is its own reward.” 9. PRESENTATIONS A. End of Year Status Update on 2022 Council Strategic Goals (Staff: P. Pirnejad) City Manager Pirnejad presented the status of the 2022 Council priorities. He informed the Council that as of December 15th, over 70% of the milestones were achieved with 10 currently in progress. Further, of the 30+ initiatives added to the work plan in 2022, only six have been carried over to 2023. We look forward to the Council’s Priority Setting Session on Wednesday, January 25, 2023. 6 City Council Regular Meeting Minutes December 15, 2022 10. PUBLIC HEARINGS A. Adoption of Ordinance 607 (Second Reading) Amending Chapters 1.2 (Residential Code) And 1.8 (Fire Code) of Title 8 (Building Regulations) of the Los Altos Hills Municipal Code and Adopting by Reference Amendments to the 2022 California Building Standards Code Including Local Modifications; CEQA Review: Categorical Exemption Per Section 15061(B)(3) (Staff: S. Mangalam) Adopt the Ordinance Ex Parte Communications: None Mayor Swan opened the Public Hearing. Planning Director Sofia Mangalam presented the recommendation to waive the reading and adopt the ordinance. No members of the public spoke. Mayor Swan closed the Public Hearing. MOTION MADE AND SECONDED: Councilmember Tyson moved to waive reading and adopt Ordinance 607 Amending Chapters 1.2 (Residential Code) And 1.8 (Fire Code) of Title 8 (Building Regulations) of the Los Altos Hills Municipal Code and Adopting by Reference Amendments to the 2022 California Building Standards Code Including Local Modifications; CEQA Review: Categorical Exemption Per Section 15061(B)(3). The motion was seconded by Vice Mayor Mok.
